FOREWORD

PETRONAS Technical Standards (PTS) has been developed based on the accumulated knowledge,
experience and best practices of the PETRONAS group supplementing National and International
standards where appropriate. The key objective of PTS is to ensure standard technical practice
across the PETRONAS group.

Compliance to PTS is compulsory for PETRONAS-operated facilities and Joint Ventures (JVs) where
PETRONAS has more than fifty percent (50%) shareholding and/or operational control, and includes
all phases of work activities.

Contractors/manufacturers/suppliers who use PTS are solely responsible in ensuring the quality of
work, goods and services meet the required design and engineering standards. In the case where
specific requirements are not covered in the PTS, it is the responsibility of the
Contractors/manufacturers/suppliers to propose other proven or internationally established
standards or practices of the same level of quality and integrity as reflected in the PTS.

In issuing and making the PTS available, PETRONAS is not making any warranty on the accuracy or
completeness of the information contained in PTS. The Contractors/manufacturers/suppliers shall
ensure accuracy and completeness of the PTS used for the intended design and engineering
requirement and shall inform the Owner for any conflicting requirement with other international
codes and technical standards before start of any work.

PETRONAS is the sole copyright holder of PTS. No part of this document may be reproduced, stored
in a retrieval system or transmitted in any form or by any means (electronic, mechanical, recording
or otherwise) or be disclosed by users to any company or person whomsoever, without the prior
written consent of PETRONAS.

The PTS shall be used exclusively for the authorised purpose. The users shall arrange for PTS to be
kept in safe custody and shall ensure its secrecy is maintained and provide satisfactory information
to PETRONAS that this requirement is met.

ANNOUNCEMENT

Please be informed that the entire PTS inventory is currently undergoing transformation exercise
from 2013 - 2015 which includes revision to numbering system, format and content. As part of this
change, the PTS numbering system has been revised to 6-digit numbers and drawings, forms and
requisition to 7-digit numbers. All newly revised PTS will adopt this new numbering system, and
where required make reference to other PTS in its revised numbering to ensure consistency. Users
are requested to refer to PTS 00.01.01 (Index to PTS) for mapping between old and revised PTS

1.0 INTRODUCTION

This PTS specifies requirements and gives recommendations of navigational aids system(s)
for use in the plant(s) or any facilities in PETRONAS.

This PTS adopts international standards and/or recommended practices as the minimum
technical requirements for design, construction, installation and testing of navigation aids
system(s).

1.1 SCOPE

This PTS specifies requirements for navigational aids system(s) to be installed for onshore
and offshore structure(s).

2.0 STANDARDS GUIDELINE AND REQUIREMENT

2.1 GENERAL
The navigation aids system(s) and all its accessories, subsystems and components shall comply
with relevant technical standards and/or recommended practices developed by the above
mentioned organisations, commission and/or associations. The navigational aids system(s)
shall be designed to minimise any risk of short circuits and to ensure personnel and
operational safety under all conditions of operation, inspection and maintenance. All
component materials shall be non-flame propagating.

The technical organisations, commission and/or associations develop the international


standards and /or recommended practices are as follows:

i. UK Civil Aviation Authority (CAA); CAP 437.

ii. International Association of Marine Aids to Navigation and Lighthouse


Authorities (IALA)-Association of Internationale de Signalisation Maritime
(AISM); IALA O-139.

iii. International Civil Aviation Organisation (ICAO); Annex 14.

iv. International Electrotechnical Commission (IEC); IEC 60079, IEC 60529.

2.1.1 Location

The equipment and all its accessories shall be suitable for the area classification, altitudes and
location where the equipment will be installed include offshore structures/facilities.

2.2 DESCRIPTION OF THE NAVIGATIONAL AIDS SYSTEM

2.2.1 The navigational aids system shall comprise the followings:

i. Visual navigational aids

Visual navigational aids shall be installed for onshore and man-made


offshore structure(s). Visual navigational aids for offshore structures shall
include one or more white lights as defined in IALA O-139.

ii. Audible navigational aids


Audible navigational aids shall be installed for man-made offshore
structure(s), where level of visibility is under 2 nautical miles for more than
three (3) days per Year. Audio navigational aids for offshore structures shall
include one or more fog signals as defined in IALA O-139.

iii. Power supply units


The power supply to navigational aids syst em shall be fed from uninterruptible
power supply (UPS) system. Solar photovoltaic power supply system with
battery backup may be used for unmanned and remote facilities. The battery
backup autonomy shall be in accordance to PTS 13.00.01 on Electrical
Engineering General Specifications.

2.2.2 The navigational aids system(s) shall include the following additional equipment, (and/or
as specified in the requisition):

i. Electrical equipment for obstacle lighting system(s) with heliport facility (es)
(to allow helicopter landing and take-off, lift-off and touch down operations;
landing and take-off area lighting systems and aeronautical obstruction lights)
for safe navigation (if applicable)

ii. Electrical equipment for obstacle lighting system(s) (aeronautical


obstacle/obstruction light) for facilities without heliport (no operation of take-
off and landing, touch down and lift off) for safe navigation

iii. Electrical equipment for marine navigation systems visual aids and audible aid
systems to identify a particular structure(s) at sea and/or waterways for safe
navigation.

2.2.3 The navigational aids systems and its component(s) and /or sub-system(s) shall comply
with the latest international standards.

2.2.4 Approval of local and/or national authorities shall be obtained for an individual
navigational system and/or integral packages (aviation and marine navigations) complete
with its component(s) and/or sub-system(s).

2.3 ENCLOSURE DEGREE OF INGRESS PROTECTION

2.3.1 The equipment shall comply with the minimum enclosure degree of protection, in
accordance with IEC 60529:

i. IP 41 for equipment installed indoors

ii. IP 55 for equipment installed outdoors, outside deluge areas

iii. IP 56 for equipment installed outdoors, in deluge areas

iv. IP 23 for battery sets installed outdoors


NOTE(S): The enclosure protection of outdoor battery sets is determined by ventilation requirements.

The control panel and battery shall be located in a closed ventilated building unless
otherwise specified.

2.4 REQUIREMENTS FOR NAVIGATIONAL AIDS IN HAZARDOUS AREAS

2.4.1 All equipment for installation in a hazardous area shall comply with the recommendations
as laid down in IEC 60079.

2.4.2 The following types of protection are acceptable, in sequence of preference:

i. Type of protection “e” in accordance with IEC 60079-7

ii. Type of protection "d" in accordance with IEC 60079-1

iii. Type of protection "p" in accordance with IEC 60079-2
