14 Recruitment Officer
NCDC is now inviting exceptional candidates to apply for the following role:
Role Purpose:
The position of the Recruitment Officer is to perform all Human Resource functions pertaining to the
advertisement, interviewing and selection of suitable candidates to fulfill employee positions within
the NCDC organizational structure.
Principal Accountabilities:
1. Advertising position vacancies – ensure the correct processes are adopted for advertising and
notification of vacant &/or upcoming vacant positions both internally and externally to ensure a
wide pool of suitable candidates apply.
2. Selection of most suitable candidate to fill the position vacancies – ensure the correct processes
are adopted for shortlisting of applications who have applied for positions, the interview process
of shortlisted candidates, the pre-selection background checks for potential shortlisted
candidates and the final selection of the preferred candidate.
3. Communication to candidates applying for positions – ensure correct processes are adopted for
the notification of an applicant’s progress in an position application, including those unsuccessful.
Experience & Qualification:
Minimum Diploma in human resource management or equivalent field
Member of PNGHRI
4. Work Experience
At least 3 years of equivalent position experience within private sector or other Government
Departments, or if not, to have held an NCDC clerk level position within Human Resources for at
least 4 years and to have had at least 4-months of combined experience filling in an Acting Officer
position capacity.
At least 1 year experience using a HRM system or 2years using an excel-based structured system
approach to monitoring onboarding of employees.
Experience and an understanding in recruitment and establishment of employees.
Experience and an understanding of maintaining employee personnel records.
5. Skills
Strong communication and interpersonal skills to coordinate a team of employee with fairness,
sensitivity, tact, discretion and confidence.
Self-driven and motivated, able to work with minimal supervision to deliver outcomes required
of them and their team.
A drive for continuous improvement towards new effective and efficient processes.
Strong computer and writing skills to produce quality reports, Action Plans and HR policies and
SOP’s.
Ability to meet demands and deadlines, work under high pressure, maintain confidentiality, be
organized, self-disciplined, self-motivated, honest and reliable.
Must be dedicated to the advancement of NCDC, its goals and vision and Port Moresby.
6. Knowledge
If not already held, to acquire a knowledge of Labour Laws including (but not limited to):
Department of Personnel Management General Orders (2012) (GO 1 – 23)
Public Service Management Act (2014)
Employment Act (1978)
Salaries and Conditions Monitoring Committee Act (1988)
National Capital District Commission Act (2001)
This position is open to PNG citizens, who are residents of Port Moresby, and it is open to
both existing NCDC staffs and external candidates.
