AN ORDER ORGANIZING THE BARANGAY COUNCIL OPF WOPMEN (BCW) IN

BARANGAY __________________, MUNCIPALITY OF MENDEZ-NUÑEZ PROVINCE OF CAVITE

WHEREAS, the Department of the Interior and Local Government Memorandum

Circular 2002-067 dated October 10, 2002 provides for the creation of Local Council of
Women comprising of Women Organization in the Locality which means as a vehicle in the
mainstreaming Gender and Development (GAD) in the pursuit of women empowerment,
gender equality, social justice, lasting peace, fulfillment and protection of human rights and
sustainable development;
NOW, THEREFORE, I, HON. _________________, Punong Barangay of Barangay
_____________, Mendez-Nuñ ez, Cavite, do hereby order that:
Section 1. Establishment of the Barangay Council of Women (BCW). The BCW of
Barangay ______, Mendez-Nuñ ez, Cavite is hereby organized and shall be composed of the
following:

The nine (9) member Council shall elect among themselves the regular chairperson
of the Barangay Council of Women. The Barangay LGU representative cannot be elected as
chairperson.

Section 2. Functions of the BCW. The BCW shall have the following functions:

a. Define their respective advocacy agenda which shall incorporate their local
priorities in terms of local, national, international women’s agenda, to include,
but not limited to the following:
i. The implementation of the international and national instruments such
as the Convention on the Elimination of all Forms of Discrimination
Against Women (CEDAW), Beijing Platform for Action (BPFA), the
Philippine Plan of Gender Responsive Development (PPGD) and the
Framework Plan for Women among their networks;
ii. Mainstreaming gender and development in the barangay and the passage
of local legislation addressing issues and women concerns;
iii. Formulation of LGU GAD Plan and Budget;
iv. Participation of women in local government by pushing for the passage of
the bill of Sectoral Representative to the Local Sangguniang and ensuring
 representation pf women in local special bodies and barangay based
institutions, among others’
b. Sup[port the maintenance of Framework Plan for Women oby collaborating with
the government agencies and/or GAD Focal Points for the implementation of
GAD-related, programs, projects and address issued and women concerns;
c. Undertake activities and projects such as livelihood, micro-enterprise, social
services and training and skills development within the framework of GAD
particularly the Framework Plan for Women, independently or in partnership
with existing Local Councils and other government agencies;
d. Establish linkage with business senior, GO and NGO institutions to enable
women’s access to information and technology, resources, in order to pursue ts
project more effectively;
e. Monitor the implementation and impact of local policies and program on woman
and provide the local machineries bn women;
f. Establish linkage between the PCW and the MCW in the pursuit of gender and
development mainstreaming and women empowerment;
g. Build entrepreneurial capacity of marginalized women locally; and
h. Initiate and contribute to the awareness-rising, consciousness broadening and
public debate on GAD-related issued and concerns.

Section 3. EFFECTIVITY. This Order Shall take effect immediately.
