two outstanding professionals in the field. The pride is personal and stems
from the fact that my association with these scholars began as they were
developing as academics. Mary Hums and Joanne MacLean were my doc-
toral students at the Ohio State University. They are not new to the science
and art of writing scholarly papers and texts. Each has published in leading
journals and each has published texts and/or chapters in texts. And each
has been associated with the governance organizations about which they
write. These practical experiences have provided them with the insights
that they admirably bring to bear on the discussion of the governance of
sport industry organizations and segments. In sum, Hums and MacLean
have written an excellent text on the governance of segments of the sport
industry

ANCILLARY MATERIALS
ncillary materials are available to instructors with adoption of this
text. These ancillary materials include an Instructor’s Manual, a
PowerPoint presentation, and a testbank. The Instructor’s Manual contains
student learning objectives, exam questions (multiple choice, short answer,
and true/false, also offered in testbank form), and suggestions for additional
assignments. The PowerPoint presentation focuses on key points from the
chapters to help instructors deliver the material as effectively as possible. To
help readers easily access the many websites cited throughout the book, the
ancillary materials also include an electronic document containing active
links to the sites. You may distribute this file to your students or post it on
your website.
It is our hope that instructors and students will find this book to be an
interesting and useful tool for learning the fundamentals of sport govern-
ance and its relationship to current policy and ethical issues facing today’s
sport managers. It is a book designed to help readers understand the big
picture of the sport industry, and their place in it as future sport manage-
ment professionals.

I have been challenged by the magnitude of writing each edition of this book
and want to thank the many individuals who have assisted and encouraged
me. I am fortunate for the support and inquisitiveness of my students and
colleagues, first at the University of Windsor and Brock University, and
now at the University of the Fraser Valley. Special thanks to Dr. Eric Davis,
Provost at UFV who supported my work time for completing the fourth
edition. I wish to thank University of Louisville graduate student Sarah

Williams who contributed editing and suggestions to content in some of
my chapters, and past graduate students Dan Hess and Bogdan Ciomaga
for their hard work researching content for previous editions of the book.
I am indebted to each student for the questions, suggestions, and strong
attention to detail.
I continue to be grateful for my family and friends who have always
encouraged and shown interest in my academic pursuits. This one’s for
you, Mom!
Finally, I am thankful for my co-author, Mary Hums. Dr. Hums is
known around the world as an accomplished scholar, teacher, and sport
manager. To me, she is all of those things while also being an inspiration
and a true friend. I am honored to be her co-author.
My thanks to you all!

Introduction to Sport

Governance
Mary A. Hums
Joanne C. MacLean
The National Collegiate Athletic Association (NCAA) passes legislation granting autonomy
to the Power Five conferences. A National Football League (NFL) player gets suspended
for domestic abuse. A city’s Parks and Recreation Department creates new programs
for people with disabilities and those who are overweight or obese. A campus recreation

center requires an identification card to enter the facility. The International Olympic
Committee (IOC) changes the sports on the official program of the Olympic Games. The
International Paralympic Committee (IPC) suspends the Russian Paralympic Committee
over allegations of government- supported doping violations. These types of occurrences
in the sport industry deal with issues of membership, regulation, programming, or
organizational structure. All are related to governance and policy development in sport
organizations. Many organizations in the industry act as governing bodies and make
decisions about their everyday operations. This chapter sets the groundwork for you to
see governance and policy development in action in the sport industry.
