AFTER TRAINING ACTIVITY REPORT (ATAR)
TITLE OF ACTIVITY All-Hazards Incident Management Team Training

ICS is an on-scene disaster response tool that is used to


integrate the complex inter-agency structures of different
agencies to work for a common set of objectives during
operations. It has been institutionalized as a disaster
response mechanism of the in the Philippine DRRM System
by virtue of the National Disaster Risk Reduction and
Management Council (NDRRMC) Memorandum Circular No.
4 s. 2012 issued on 28 March 2012.

The previous ICS courses have thoroughly emphasized the


core elements that are essential to constitute a team of
effective ICS practitioners, known as the Incident
Management Team (IMT). Specifically, during the Basic ICS
Course, the founding ICS principles were introduced. During
the Integrated Planning Course on ICS, the roles and
responsibilities of the Planning Section Chief as well as the
importance of the Planning “P” were highlighted. During the
BACKGROUND ICS Position Courses, the roles and responsibilities of the
rest of the IMT members were discussed, particularly the
Incident Commander, the Operations Section Chief, the
Logistics Section Chief, and Finance/ Administration Section
Chief.

To complete participants’ learning and understanding of ICS,


there is a need to integrate all of the discussions in the
previous ICS courses from the core ICS principles, the
Planning Process and the roles and responsibilities of the
IMT positions. This will complete the “learning pyramid” for
the ICS training as it connects the ICS theories into practical
exercises.

In this regard, the All-Hazards IMT Training was conducted


for participants who completed the Levels 1-3 ICS trainings
so they can practice the ICS concepts and forms through
simulation exercises.

The general objective of the training is for the participants to


obtain the knowledge, skills and attitude required for IMT
OBJECTIVE(S)
members towards effective group cohesion and well-
coordinated disaster response.

Specific Objectives
Upon completion of the training, the participants will be able
to:

1. Describe the overview of an All-Hazards IMT;


2. Determine the processes for IMT transition and
management;
OBJECTIVE(S) 3. Determine the roles and responsibilities of the Command
Staff and General Staff;
4. Explain the importance of team dynamics and
collaboration for effective IMT decision;
5. Describe the planning activities to be undertaken by the
IMT in accordance with the Planning P; and
6. Practice effective IMT cohesion through series of
exercises.

Day 0

 The secretariat set-up the venue according to the course


requirements. A training team meeting was led by the
undersigned as Course Coordinator together with the
Course Monitor. The team checked the training
materials; all were labeled for easy access when
needed. Then, the team reviewed the module
assignments per instructor. It was agreed that team

Day 1
 Registration of participants and the opening
preliminaries (prayer, singing of the Philippine National
Anthem, introduction of trainers, course overview, pre-

selected materials and given some parameters.

facilitating, guiding, answering clarifications, and
providing feedback on the participants’ outputs.

submitted. The instructors also had a meeting to plan
and prepare for the Simulation Exercise.

 Corrected IAPs were submitted to facilitators for final


checking, all were handwritten. Minor corrections were
still detected by the facilitators. Thereafter, the
participants were given time to work on their final IAP
output which they submitted signed (by their
designated Incident Commander).

 A simple graduation ceremony concluded the AHIMT


training with OCD CAR Regional Director Albert A.
Mogol awarding the certificates of completion.

Analysis

As shown in the table above, all of the modules which were taught by the resource
persons garnered Outstanding ratings. The ratings are also reinforced by the active and
energetic participation of the trainees especially in the module activities. …….

Average Overall Training Course Rating: 4.97

Analysis

The overall training evaluation is 4.97 (out of 5) or 99.38% which has an adjectival
rating of “outstanding.” The overall rating of the participants indicates very high client
satisfaction in their training experience. The overall implementation of the training,
course content, methodology, resource persons, venue, materials, pre-training
coordination were perceived to be excellent by the participants.

The elements of the training liked the most as written by the participants were:

“Activities were practical and interactive;”


“Working on the IAP;”
“The Operational Period Briefing;”
“Hands-on;”
“Well-planned;”
“The activities required everyone to work as a team;” and
“The application of the lectures from levels 1-4.”

On the other hand, the trainees said they didn’t like the “puyatan” due to the IAP.

Recommendations for succeeding trainings are the following:


1. Continue promoting diverse participants and instructors from different
agencies to maximize learning experience;
2. More materials on hand; and
3. Conduct of ICS Trainings at a regular basis.

ANNEX C: LEVEL 2 LEARNING EVALUATION REPORT

Analysis

In the table above, the scores of the participants all improvement from the pre-test as
baseline. In the pretest, 31 out of 32 passed the test with both the median and mode
within the passing score. After the training, the mean score rose from rose a bit more
including the mode and median values for the post test. This may indicate that the
trainings including this AHIMT helped reinforce and retain the knowledge gained by in
the previous ICS levels. The information are still “fresh” in their minds.

In summary, since the mean, mode and median of the post-test results have exceeded
the 60% passing grade, it can be concluded that the objectives of the training were
achieved.
