A RESOLUTION APPROVING AND ADOPTING THE THREE (3) YEAR BARANGAY


DEVELOPMENT PLAN (BDP) 2024-2026 OF BARANGAY TAGUDTUD, BAGULIN, LA UNION

WHEREAS, the Barangay Development Council has endorsed for approval and adoption by
the Sangguniang Barangay the three (3) year Barangay Development Plan (2024-2026) for
Barangay Tagudtud, Bagulin, La Union;

WHEREAS, after review, the said Barangay Development Plan, as attached, is found to be
aligned with the development policies of the Barangay Government and the Municipal Development
Council;

WHEREAS, this planning document is important in implementing responsive


programs/projects/activities as it includes the development needs and priorities from the situational
analysis of the locality as well as those interventions based from the Barangay Agenda for
Governance and Development (BAGAD) and Capacity Development Agenda (CAPDEV);

NOW THEREFORE, on motion of Sangguniang Barangay Member Joseph T. Pintado duly


seconded by Sangguniang Barangay Member Melandro D. Canor;

BE IT RESOLVED, by the Sangguniang Barangay of Barangay Tagudtud, Bagulin, La


Union, in session duly assembled, as it is hereby resolved to approve and adopt the Barangay
Development Plan (2024-2026) as endorsed by the Barangay Development Council;

RESOLVED FURTHER, that copies of the resolution be forwarded to all concerned for their
information and consideration;

APPROVED AND ADOPTED by the Sangguniang Barangay this 27th day of September,
2023 at Barangay Tagudtud, Bagulin, La Union.

HISTORY OF THE BARANGAY


During the time when the Spaniards conquered and governed the Philippines, these
ignited the desire of courageous Filipinos to fight for their freedom which the history tells that
they were successful and were able to be freed from the Spanish regime.
Then came the Americans who also came to conquer the Philippine Island, which
brought the defeat of General Aguinaldo together with his me. The Americans established
their government here in the Philippines and made their own institutions, different laws that
were followed to achieve smooth governance. There was peace, unity, economic growth and
successful agricultural programs because of strong and just governance.

Moreover, American government gave full blanket of authority to authorized people on


the different places in the Philippines to come up with their own place’s name. While they
gave this kind of right to the people, the government people went from town to town to see
how the town leader and barangay leader were coming up in managing their territories.

In this particular barangay, which was formerly called as “Dontog”, came a particular
American, who was somewhat lost in his way. While he was approaching the place, the people
run and hid for they thought that this stranger is a cruel Spanish man who captures and
rapes women for comfort.

However, the stranger was entertained by one woman, who was not able to run because
she is crippled. Despite the fear that she felt, she still entertained the American’s queries
about his location. Since the woman was not able to understand the stranger’s language, she
thought that he was asking about the thing that she was holding which they locally termed as
“pedped”, a kind of leaf which the elders rolled as tobacco that they smoke, so that was
exactly the word she answered to the American’s question which was understood by him as
Barrio Tagudtud. So he said to himself that he is at Barrio Tagudtud. Since then, that name
was already used by the people. So it was then believed that Barangay Tagudtud was formally
registered at such name during the American regime.

This was a story told by Acudan, Bayonna’s husband, the late grandparents of my
mother, Mrs. Licanda C. Balagot. And was arranged by Mrs. Lilibeth B. Balaan and entiltled it
as, “The Legend of Tagudtud”.

Barangay Tagudtud has a population of 1,273 as of the latest household survey for
the year 2022, of which 645 are males while 628 are females. It decreases compared to
population in the previous year which is 1,278.

Barangay Tagudtud was inhabited by indigenous people of Igorot Tribe,


with Kankana-ey as dialect. They believed in the concept of indigenous. They are
practicing rituals in honor of their ancestors which they have inherited from their parent;
pervade important aspects of their lives and that of the community.

2. Number of Households

The total number of households in Barangay Tagudtud is 251. These households


are actually situated in all the seven (7) Puroks of the barangay. Sitio Santol has a total
number of 68 households, Sitio Palali has 35, Sitio Cubas has 39, Sitio Kawayan has 28,
Sitio Libaong has 41, Sitio Nagawa has 13 and 27 households for Sitio Beto.

3. Ratio of Men and Women

In Barangay Tagudtud, the number of male population exceeds the number of


females. Nevertheless, the ratio is almost always 1:1.

4. Housing Materials

A total of 251 households are counted in the barangay. Of the total figure, 45%

are made up of concrete materials. There is only 40% that are made up of semi-concrete
materials while only 15% are made up of light materials.
B. GEOGRAPHIC FEATURES

1. Location and Boundaries

Tagudtud is one of the ten barangays of the Municipality of Bagulin, La Union.


Based on the data obtained from the Bagulin Municipal Profile, Tagudtud has a total
land area of approximately 432.83 hectares.

It is surrounded by five barangays. It is bounded to the north side of


Alibangsay, to the south by Wallayan, Baay to the east, Cambaly to the southwest and
Suyo to the northwest, where the Municipal Hall is located. Tagudtud is composed of
seven (7) sitios namely Cubas, Palali, Santol, Libaong, Beto, Kawayan and Nagawa.

2. Topography

The geographical terrain of Barangay Tagudtud is a mountainous area with hilly


and deep valleys slopes. Its residential area is located among the mountainous and
forested area.

Barangay Tagudtud, just like in any other barangays of Municipality of
Bagulin, experienced a Type 2 climate classification which has no pronounced dry
season but with a very pronounced maximum rain period. Maximum rain period
generally occurs in June until December.

4. Accessibility and Transportation

Barangay Tagudtud is about 8 kilometers away from the Town Proper of


Bagulin, 22 Kilometers to Nagulian and 39 Kilometers from the City of San Fernando.

Barangay Tagudtud has a 2.3-kilometer stretch of the National/Provincial Road.


It does have a Barangay road from Sitio Cubas to Sitio Beto, from Sitio Libaong to
Boundry (Kilong, Cambaly) and Sitio Nagawa. The construction of road widening
(National/Provincial Road) from Lower Tagudtud with 2.2kilometer going to the
neighboring barangay is ongoing. Nevertheless, it is very accessible to all types of
vehicles.
5. Land Use

The 60% of the total land area that is a residential area. The rest of the land area
covers forestland, agricultural land and grassland.

The Barangay has a potential local tourist destination which called Kudal
People’s Park. It can view the barangays of Bagulin, Poro Point, Bacnotan Cement Plant,
Lingayen Gulf, Payocpoc, Bauang Electric Plant, Sto. Tomas Radar Station of Benguet,
over viewing the mountains of Kapangan and includes the soldier-lying mountain called
Mokgong Mountain of Benguet.

C. ECONOMIC

1. Sources of Income

Based on the gathered data, the residents of Barangay Tagudtud engage in


different means of livelihood. Majority of them is tigergrass farmer or softbroom maker
and rice farmer as main source of income. They comprise 70% in the active labor force.

The other residents are employees. Some are working in government institution
while the rest are in private institution in nearby municipalities/province. They comprise
20% in the active labor force. OFWs in Barangay Tagudtud comprise 9%, while with
those who have retired from their jobs also called “pensionados” is (1%).

2. Income Utilization
Barangay Tagudtud residents earn more in order to spend for their basic needs
such as food and household maintenance, education of their children, taxes and utility
bills which include electricity, cellphone loads and cable system, medicines,
transportation communication allowances, socials or entertainment and savings.

3. Tigergrass / Crop Production

The farmers of Barangay Tagudtud produce different crops such as tigergrass,


palay, vegetables, banana and root crops.

Tigergrass or commonly called “Boyboy” in their local dialect is the most


commonly produced crop in the community. In quantity, it comprises 65%. What comes
next is the staple rice or palay, which is 15%. A very common problem among the
farmers who produce palay is the inadequate supply of water. As usual, they all depend
on the occasional visit of the rain.

Garden vegetables (8%), fruits (5%) and root crops (7%) are basically for
domestic consumption only, although some can still manage to market the products
depending on the quantity of the harvest.

4. Livestock / Poultry

Production

A number of households in the barangay are engaged in raising hogs as an extra


source of income. Although some residents are into hog raising, majority raises chicken
basically for home consumption so they can prepare sumptuous chicken dishes especially
when visitors come. Only one household engage in poultry as their business.

Problems

Problems like livestock diseases, lack of medicines and vaccinations, lack of


technical assistance, expensive feeds and vitamins are the common complaints of the
concerned residents.

6. Credits

There is one credit facility in the barangay named, Tagudtud Farmers Credit
Cooperative. It is a financial institution that promotes savings and lending services
owned and managed by the members themselves wherein most of the members are
resident of the barangay.

1. Health

There is a Barangay Health Station in the barangay located at Sitio Cubas nearby
Barangay Hall. The Barangay Health Center has a total personnel compliment of seven
(7) Barangay Health Workers (BHW), one (1) Barangay Nutrition Scholar (BNS), one
Barangay Service Point Officer (BSPO) and one (1) Midwife where a service of a rural
midwife is available every Wednesday of the week. Together with the assistance of the
Barangay Health Workers, they serve the community particularly the children by way of
Operation Timbang, Deworming, Vitamins Distribution, DOTS and Birth Control
Program, Supplemental Feeding and Assistance for Disabled Persons. They are also
responsible for the conduct of various health-related activities such vaccination and other
preventive measures. Patients that needed medical attention are referred to the Rural
Health Unit at Suyo, Bagulin, La Union about seven (7) kilometers from the barangay or
at hospitals.

2. Education

Barangay Tagudtud has its owned two (2) Day Care Centers. It has also
elementary school, Tagudtud Elementary School and high school, Tagudtud
National High School which caters Junior High School and Senior High School
which offers the following strands: TVL- Cookery, Bread and Pastry, Food and
Beverages, Electronic Products Assembly and Servicing (EPAS) and HUMMS.

barangay which are:

E. INFRASTRUCTURE

1. Existing Roads

The present road network covers a total area of 2.4 kilometers for national/provincial
road from Tagudtud-Cambaly boundary to Tagudtud-Baay boundary. With a total of
2.3 kilometers from Tagudtud-Cambaly boundary to Kudal Park road while 2.2
kilometers from Tagudtud-Cambaly boundary to Lower Tagudtud road.

3. Water System
The water source of Barangay Tagudtud is spring from nearby Barangay
(Barangay Libbo) going to the water tank to be distributed to households. Other also
is spring from Sitio Libaong but have limited water supply. During summer,
insufficient supply of water is too much burden to the residents.

F. LOCAL GOVERNMENT

1. Barangay Government Structure

Sangguniang Barangay of Barangay Tagudtud is composed of six (7)


barangay kagawads, SK Chairman, barangay treasurer and secretary headed by an
energetic Punong Barangay. The Barangay Development Councils are represented
by NGOs and congressman’s representative with the Sangguniang Barangay of
Tagudtud. Different institutions of Barangay San Guillermo are properly represented
by kagawad committee chair.
