INTRODUCTION

E ducation, it is said, is a process of acquiring


knowledge systematically. An education system
provides opportunities for socialization, cultural
transition, career selection, and rational thinking. At the
end, the education system should impart knowledge on the
participant, ensure that the participant has relevant skills
for other career of choice, and provide a springboard for
development. It is for this reason that societies all over the
world emphasize the need for and heavily invest in
education, especially for children and the youth.

United Nations Sustainable Development Goal No. 4


(Quality Education) calls upon nations to “ensure inclusive
and equitable quality education and promote lifelong
learning opportunities for all”. The main objective is to
provide accessible, relevant and high-quality education
opportunities for everyone, regardless of their social,
geographical and economic background or cognitive
ability. J. D. Sachs (2015: The Age of Sustainable
Development) observes that education can not only

become an equalizer if everyone gets an equal opportunity,

but could also be a source of inequality if only the rich get
the best available opportunities. In a nutshell, all those who
ought to get education must be provided with education.

The Constitution of Kenya (Bill of Rights: Article 53-

Children) provides that each child will be granted 'free and
compulsory basic education'. The Basic Education Act No.
14 of 2013 provides for 'the right for every child to free and
compulsory education' and 'protection of every child

against discrimination within or by an education

institution on any ground whatever'. Article 260 of the
Constitution of Kenya defines a “child” as an individual

who has not attained the age of eighteen years. In short,
every child must remain in an institution of basic education

and training throughout their childhood.

Article 55 (Bill of Rights: Youths) requires the State to

ensure that the youth “access relevant education and

training”. Article 260 of the Constitution of Kenya defines
a “youth” as an individual who has attained the age of

eighteen years but has not attained the age of thirty five
years. In this context, education and training is a
continuum that starts at basic education and continues with
training to equip skills for lifelong socio-economic growth
in line with SDG 8 (Decent Work and Economic Growth).
Consequently, education is not complete without training.

At any given time, society and nations must evaluate the progress
towards attaining the SDGs. In the case of Kenya, society must
evaluate progress, based on the SDGs, the Constitution, the Basic
Education Act, other relevant laws, and societal expectations. This
provides an opportunity to appreciate successes and note failures.
The same applies to Funyula Constituency.

Funyula Constituency Office and the State Department for Basic


Education (Samia Sub-County) hosts this Education Day and
Symposium on this day 17th May 2024, with the theme being
'Towards Effective Delivery in Education & Training for Lifelong
Socio-Economic Development in Samia'. The key objectives are to
evaluate progress towards achieving international and national
goals of education and training for the past ten years, to review
results for KCPE, KCSE and KPSEA, reward good performers and
appreciate all stakeholders. The symposium is necessary at this
point in time, considering the changes in the education sector
(towards the end of 844 education system and start of the new CBC
system). During this event, we, the people of Funyula Constituency,
must ask ourselves pertinent questions and provide answers based
on our local context (noting that government policies apply to the

entire country). Some of the questions that we must answer include:

v. What has the education office (MoE and TSC) in Samia
District done to meet the principles of education set out in

the Constitution and the Basic Education Act and support
the aspirations of the Samia child?;

vi. Has the National Government Administrative Officers

(NGAO) supported the education sector in Samia, noting

their roles as spelt out in Section 30 of the Basic Education
Act?;

FU vii. Are the education fraternity and stakeholders ready for the
new CBC system at the senior secondary school level?;
viii. Has the education delivery system laid the foundation for
entry into training opportunities that are relevant for the job
market, entrepreneurship, and other economic activities as
contemplated in Vision 2030 (MTP III & IV) and SDG 8?;
and
ix. What can Samia people do to reposition its children and
youths in the CBC epoch?

In order to get answers to these hard questions, this symposium has


adopted the presentation and plenary approach. The topics to be
covered are herein listed below. Each presenter has been allocated
10 minutes (or longer as the moderator may decide) to highlight the
main points of their presentation. The attendance (parents, teachers,
learners, education officers, Samia professionals, stakeholders, the
general public, among others) form the plenary and have been
allocated 20 minutes to discuss emerging issues related to the
session.

The Education Day and Symposium has been divided into five (5)
sessions, based on a specific cluster of discussion issues. At the end

of this day, key findings and recommendations will be compiled and presented to form our continued intervention in and support
of the education and training sector.

We have set aside part of the day to listen to key speakers; who are select eminent Samia people who hold important positions
and play important roles in Kenya. We hope that their presence and those of the professionals will motivate our learners, students
and parents to focus on improved performance.

Finally, education being largely a national government function, we have invited the Principal Secretary, State Department of
Basic Education, Ministry of Education, Dr. Richard Belio Kipsang, PhD to preside over the Funyula Constituency Education
Day and Symposium. He will listen to our unique challenges and hopefully incorporate the same in the ongoing reforms in the
education sector as the country gears towards implementing the report of Presidential Working Party on Education Reforms.
