He says the logic of 7 years for small scale mining is that they beleive for a
serious owner of license within 7 years or less you are supposed to have already
finish the ore body within 10 hectars land. Not that much strict laws also because
even if you have heavy machinery you will still be regarded as small scale miner
and even your taxation wont be high on selling gold but also taxation regulations
depend on what the municipal council of particular area have put as rules on
taxation rate.

For large scale license you are given areas in square feet and a long duration also
because of the land area so this is the logic of the goverment. Also LML have many
regulations and strict policies especially for tax. Also they are taxed heavily.
