How to resolve Win 11 won't completely shut down

and won't restart?

After applying the most recent cumulative update to my Win 11 PC, it will no longer completely
shut down and will not restart. It closes all apps and video but the lights and fan continue to run Applies to:
and it won't power off. I have to shut down using the power button. I ran "sfc/scannow" which
repaired corrupted files but didn't resolve this issue. What should I do to troubleshoot this and Windows / Windows 11 /
get it corrected? Performance and system failures

Yes, as stated in my original post, i must use the power button to get the machine to
completely power off. There appears to be some issue with a setting that prevents a
complete shutdown, apparently as a result of the last cumulative Windows 11 update.
It closes apps, closed video but lights and fan continue to run until I use the power
button to completely shut it down. As a result of this issue, it won't perform a restart
- I have to manually shut down using the power button and then start again using the
power button.

Any thoughts out there from you learned Windows practitioners as to what happened
and how to fix this?

Here are some things you can try.

Windows has a feature that allows users to scan for corruptions in Windows system
files and restore corrupted files. I have enclosed the directions below. You can cut and
paste the code.

1. Type CDM in the search box. Do not hit enter.

2. select Run as Administrator then hit enter.

3. Then type without the quotes. "DISM.exe /Online /Cleanup-image /Restorehealth"


and hit enter.

On the same page run these two scans below separately.

sfc /scannow
DISM /Online /Cleanup-Image /StartComponentCleanup

You maybe having a problem with your graphic card drivers being out of date.

You will want to make sure your computer is currently up to date.

This can be done by typing update in the search on the taskbar and opening the
page.

Update the computer. Click on additional or advanced options on the same page and
update if necessary.

Uninstall and reinstall the Graphic drivers

Please type Device Manager in the search and open the page.
Click on Display Adapters. You should now see the Drivers.
You will want to right-click on the Display driver and uninstall it. not the NVIDIA
Drivers if equipped on your computer).
Then restart the computer. Windows will reinstall the driver and many times fix the
problem.

You will want to go to the NVIDIA website and download the most recent drivers.

Sometimes the Windows Graphic will take over the Display drivers. Here is something
you can try.

1, Please check with the maker of your computer such as Dell, Lenovo, HP, etc. to see
if they have a bios update.

2. Lower any overclocking.

3. Disable and Enable the Driver.

Click on the Window Key and S key at the same time.


Type Device Manager and hit enter.
Click Display Adapters.
Right-click on the Nvidia graphics driver and select Disable device.
Restart the computer.

Go to the Device Manager again and click Display Adapters.


Right-click on the Nvidia graphics card, and select Properties.
Click on the Driver tab and select Enable.

Restart the computer.
See if this fixed the problem.

4, Update the NVIDIA drivers using the NVIDIA updater. Be sure to run as
administrator.

If you continue to have a problem, go to the maker of your computer such as Dell, HP,
etc. It is their responsibility to make sure your computer has the proper drivers so
their computer will work with Windows. You will want to download the most current
Display Adapter drivers. Their support can assist you if you have a problem.

After an extensive search and many non-working solutions...


I've had the same problem for months. Have to hold down the power button to make
the computer shutdown on its own.

The fix is a surprising one...


Device Manager -> Universal Serial Bus Controllers
Go down the list and any of them that has a "Power Management" tab, uncheck
"Allow the computer to turn off this device to save power".

At least this worked for me. Apparently its the USB controllers preventing the proper
shutdown for some reason.

Hi people.

For me the .NET Framework 3.5 put my laptop into the not turning off or restarting
state. As I read the faulty install preventing the Windows to do a complete restart
cycle.

This happened when I intalled GTA5 and the Rockstar games launcher automatically
installed the .NET FM 3.5.

It was difficult to find out why the thing is happening. Because I had GTA5 installed
before and did not have any issues before.

I used the System Restore Function to roll back my windows install.

Because uninstalling the .NET 3.5 did not solve the issue. (removing from the
Windows Features)

Whenever I downloaded the 3.5Mb web installer and when I downloaded the 230Mb
full intaller and installed the .Net Framework. I just got to the same issue.

I solved it by installing the .NET framework throught the Windows Features option.

I hope I could help someone out.

I tried the sfc /scannow (no errors) and the DISM as well, freezing at 63.5%.

This is mostly caused by the system not going into hibernation correctly, thus leaving
the only option to hard power down using hold the power button until it turns off.
You will also get a startup error the next time you turn on and the option to restart
which will start the system as normal.

The option of disabling the power management on the Universal Serial Bus
Controllers will work most of the time, but if you stop the system from hibernation it
should solve the problem all the time.

MS introduced fast start which creates a file that is use to speed up the booting of
your computer, put you back to your last state, this file is cleared if you restart the
computer.

The error here is writing that file on shutdown.

If you edit the registry and turn off hibernation the system should work as expected
with shutdown.

Run regedit with elevated permissions


go to
Computer\HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Power
and change the value HibernateEnabledDefault to 0
restart the machine and then shutdown should work.

Downside is your computer might take a little longer to boot.


Upside, shutdown works and you always get a clean boot.
