INQUEST DISPOSITION/RESOLUTION
On 3 May 2024 at about 4:00 PM, the above named police officers were formed upon an
information from a confidential informant regarding an Illegal Horse Racing Bookies operation
along Camba Street, Barangay 285, Binondo, Manila. It was agreed that PSSG Necessario will
be the poseur bettor. At around 6:50 PM on even date, the team together with a representative
from Games and Amusement Board (GAB) arrived and was able to get near the target area. The
team saw a female person, who later identified as MICAELLA NAZARIO (Nazario), seated at
the table infront of a house along Camba Street collecting bets from two (2) male bettors who
later likewise identified as COSME BALMORES (Balmores) and ANTONIO PAGO (Pago).
They were viewing live broadcast of Horse Racing Channel via Youtube app during that time.
The team likewise observed that Nazario does not have signage as a legitimate Offtrack Betting
Outlet and no proper identification issued by the GAB. Thereafter, PSSg Necessario acted as a
bettor, approached Nazario and placed a bet of Fifty Pesos (Php 50.00) which the latter received
and gave the former a written piece of paper where she wrote his bet.

After receiving the receipt, PSSg Necessario arrested Nazario while PSSg Mendoza
rushed to them and arrested both Balmores and Pago whom they saw earlier likewise placing
their bets. Nazario’s authortity from the GAB was likewise asked of her but she failed to show
any. During arrest, the respondents informed of the nature of their arrest as well as their
Constitutional Rights and was brought to the RSOG Office together with the
confiscated/recoved items for documentations.

The undersigned respectfully recommends for the filing of VIOLATION OF PD1602 in

relation to RA10175 against ALL OF THE RESPONDENTS as they were caught in flagrante
delicto in committing the crime as charged.
