1. The Department of Education (DepEd), through the Bureau of l,earning


Delivery (BLD), will conduct the 2023 National Festival of Talents as provided in
Department Memorandum No. 23, series of 2023 with the theme, Reinforcing
21st Century Learners and Fostering Creative Industries through Talents and
Skills Exhibition. In line with this, the Schools Division Office of Rizal will conduct
the 2023 Division Festival of Talents (DFOT) on May 16-26, 2023.

2. The 2023 Division Festival of Talents (DFOT) aims to provide opportunity for
learners from elementary, junior high schools and senior high schools, to showcase
their skills and talents in Filipino, English, Science, Araling Panlipunan, MAPEH
(Sining Tanghalan), EPP/TLE/TVL, Kindergarten, Inclusive Education (SNED and
ALIVE). It will also serve as a platform for assessing learners' artistic abilities,
language, numeracy, scientific, technological and livelihood skills, critical analysis
for deep reasoning, among other abilities which are set in the K to 12 Basic Education
Curriculum, and for making meaning out of their experiences during the
implementation of Distance Learning Modality.

3. The official participants in the Regional Festival of Talent for EPP/TLE/TVL


Technolympics are the winning student-participants and teacher-coaches from the
2022 Division Festival of Talent. A separate memorandum will be issued for the
schedule of training and cliniquing in preparation for the competition.

4. Participation in the 2023 DFOT is voluntary and shall not, in any way, affect
the time-on-task of teachers as this activity's target learning standards and
competencies are already embedded in teachers' actual classroom teaching and
assessment process.

5. The 2023 DFOT will be conducted through Virtual Showcase and Limited Face
to Face platforms. Both platforms will ensure strict compliance of health and safety
protocols set by Inter-Agency Task Force (IATF).

6. It is expected that the Sub Offices will conduct competition and selection
processes. The Sub offices champion will serve as their representatives in the
Division Festival of Talents. For Science STEMAZING, the cluster Champion shall be
the representative for DFOT.

7. The specific guidelines for each learning area are contained in the following
enclosures:

a) Enclosure No. 1 – ENGLISH AND FILIPINO


b) Enclosure No. 2 – SCIENCE
c) Enclosure No. 3 – ARALING PANLIPUNAN
d) Enclosure No. 4 – SNED AND ALIVE
e) Enclosure No. 5 – MAPEH AND KINDER

8. There shall be no registration fee during 2023 DFOT. Travelling, meals and
other incidental expenses of participants shall be charged against school MOOE,
subject to the usual accounting and auditing rules and regulations.

assigned to each learning area are advised to coordinate closely with their focal
persons to provide details on the arrangements on venues and working committees.

Event Rules and Mechanics

Before the Quiz Bee Proper/Preparations

1. The coach must register the learner-participant using the link to be


provided. The deadline for registration is on May 15, 2023.

2. The Division Pop Ed Quiz shall be conducted in face-to-face format.

3. Registered contestants shall be in the specified venue, 30 minutes before


the contest.

4. Contestants shall observe the guidelines and etiquette throughout the event.

5. All contestants shall wear their school uniform.

6. Each participant must prepare a whiteboard and a marker with eraser.

7. Only correct answers that are acknowledged by the proctors shall be


given points.

a. Category 1- EASY: The category 1 will have 8 questions. Each correct


answer will be given 1 point. Total score is 8 points.
b. Category 2 - AVERAGE: The average category will have 7 questions.
Each correct answer will be given 2 points. Total score is 14 points.
c. Category 3 - DIFFICULT: The difficult category will have 6 questions.
Each correct answer will be given 3 points. Total score is 18 points.

2. Each participant shall prepare a whiteboard and a marker to be used in


answering the questions for three CATEGORIES. Participants will write their
answers on the white board.
3. For Categories 1 and 2, participants will be given 10 seconds to write their
answers while in Category 3, participants will be given 15 seconds to write
down their answers. If the question needs computation, participants shall be
given 30 seconds to answer the question. A buzzer shall indicate that the time is
up. Answers should be written in full, with no abbreviations or acronyms.
Articles and prepositions should be correct. Answers with wrong spelling will
be considered wrong. Corrections may be made by the participants, but the
previous answers must be fully erased or fully crossed out within the given
time allotment.
4. Each question in three categories will be read twice. After the Quizmaster reads
the question the second time, he/she will say ‘GO’. Only then will the
participants write their answer. When the time is up the Quizmaster will say
Markers Up’. Participants will then hold up their markers and a white board to
show their answers. The Proctors will read aloud the answers of each
participant. The scorers will record the answers accordingly. A cumulative
score per participant will be announced by the Quizmaster after each round
before moving on to the next category.
5. The Division Committee and Sub Committee on Test Development and Quiz
Mechanics shall provide technical support and clarification deemed necessary
by the Board of Judges.
6. Scoring Systems. There will be three (3) scoring systems to ensure correctness
of tabulations. They are (1) by computer, (2) manually, and (3) tally board,
using scoring sheets and a tabulation board prominently displayed for the
reference of the student-participants the Board of Judges, the committees,
coaches and other guests.
7. After the completion of three categories, the cumulative points earned by each
participant in the three will be tabulated. The results will be examined and
verified by the PopQuiz Organizing Committee. When the results have been
verified, these will be submitted to the Board of Judges and announced
accordingly by the quizmaster.
8. The Chairman of the Board of Judges shall declare the First, Second and Third
Place Winners. The first place winner shall represent the Division Office in the
Regional Competition.

9. ln case of a tie, tiebreaker question/s shall be asked until definite winner/s


emerge. At the start of the tiebreaker round, the scores revert to zero.
10. Should there be questions or protests, the Board of Judges shall decide on the
matter. Their decision is final.

I. Oratorical Contest Mechanics

I. Contest Mechanics:

A. The Online Oratorical Speech showcase is open to Junior and Senior High
Schools public - school learners enrolled during the SY 2022-2023.

B. The Oratorical speech must be an original composition written and delivered in


Filipino.

C. The piece composition must be based on the theme and must integrate positive
Filipino values and anchored on the Comprehensive Sexuality Education.

D. Each participant wearing simple Filipiniana attire shall deliver his/her speech
in 2-3 minutes.

E. The performance will be pre-recorded. Participant will shoot in their respective


homes or schools.

F. The video shoot in MP4 format must be a whole body and preferably with blue
background.
