CHAPTER-I – BACKGROUND

A. INTRODUCTION:

THE COVID-19 PANDEMIC

Philippines, one of the high – risk countries from the Wuhan, China
coronavirus outbreak, recorded the first death outside China. The government
has announced lock-down of Metro Manila, followed by the entire Luzon island
and is mulling over more localized lock-downs. The Philippine government
declared a state of calamity in the country for six months on 17 March.

Most people infected with the COVID-19 virus will experience mild to
moderate respiratory illness and recover without requiring special treatment.
Older people, and those with underlying medical problems like cardiovascular
disease, diabetes, chronic respiratory disease, and cancer are more likely to
develop serious illness.

The best way to prevent and slow down transmission is be well


informed about the COVID-19 virus, the disease it causes and how it spreads.
Protect yourself and others from infection by washing your hands or using an
alcohol based rub frequently and not touching your face.

The COVID-19 virus spreads primarily through droplets of saliva or


discharge from the nose when an infected person coughs or sneezes, so its
important that you also practice respiratory etiquette.

At this time, there are no specific vaccines or treatments for COVID-


19. However, there are many ongoing clinical trials evaluating potential
treatments. WHO will continue to provide updated information as soon as
clinical findings become available.

As to this date, the Local Government of Sagay City establishes


strictly adheres the Minimum Health Standards set by the Inter-Agency Task
Force to minimize the transmission, boarder restriction strictly monitors, home
quarantine facility of the locally stranded individual, and contact tracing.

B. HISTORY OF THE SCHOOL:

In 1947, the first public high school in Sagay City was opened under
the command of Mayor Jose B. Puey Sr, and Vice Mayor Amalio Cueva Sr.
The School started with 218 first and second year students, with third and
fourth-year curricula added in the following two years. The campus
originally consisted of temporary classrooms in the old municipal hall. A
year later, temporary classrooms were set up on the site were the present
city gymnasium is located, to educate the 343 first to third-year students.

In 1950, an eight-hectare school site was purchased from Januario


Jison Sr., who donated the sites for the Catholic Church and City Hall in
1954, with the opening of the Gabaldon Building, the school operation was
transferred to the site. The first graduation was in 1951. Sagay Municipal
Night School opened in September 1968 and lasted until 1989. The school
was converted from provincial to national in 1984. Special Science Classes
(ESEP) started in 2001, initiated by Milagros Mainit, the principal. The Open
High School Program began in 2007. The Strengthened Technical Vocational
Education Program (STVEP) and Special Program in the Arts (SPA) started in
2009, initiated by Ma. Theresa Q. Bingcang.Sagay National High School is a
central public secondary school situated at National Highway Barangay
Poblacion 2 Sagay City Negros Occidental. Consisting an estimated
population of 6, 234 students working hand in hand with 232 teaching and
non-teaching personnel, structured with 42 buildings with 112 classrooms.
Accommodating Sagaynon’s within the city proper and the neighboring
barangays. Major source of income are both agricultural and fishing, of
which 40 % were employed in both public and private institutions.

The city experiences rainy days within the month of June to


December and dry seasons from January to May every year. The school is
always vulnerable to natural and man-made hazards like typhoon,
earthquake and fire. However, the school itself also faces the greatest
challenge of facing the global pandemic (COVID -19) on its pursuit to deliver
quality education to students. It is the great desire of the school to comply
all necessary requirements and preparedness to resume its transition from
limited face-to-face to full face-to-face implementation. School preparedness
and resiliency were always considered through the supervision and
implementation of the SDRRM coordinator in coordination with the Division
DRRM, Local IATF and the CDRRMO.

Sagay National High as a central secondary school was geographically


located at urban center of the Sagay City with the coordinates of 10°53’30.2N
and 123°24’39.53”E.
