“A RESOLUTION RECOGNIZING THE NAGKAHIUSANG KATAWHAN ALANG SA MALINAWONG

KATILINGBAN (NAKASAMA KA) OF PUROK-1 TO PUROK-7 OF BARANGAY SILOP AS COMMUNITY
VOLUNTEER GROUP. “

WHEREAS, Police Regional office 13 through the Surigao City Police Station, implements the Command
Memorandum Circular No. 32/2023 “KKK” ; Kapulisan ug Katawhan sa Kadalanan “which outlines the policies,
guidelines, and procedures that shall be adhered to by all offices and units of Police Regional Offices 13 (PRO13)
relative to anti-criminality and police security operations to prevent the concurrence of crimes by conducting patrol
operations in partnership with the organized force multipliers, BPATS , Barangay Tanods, Municipality, Brgy.
Officials, and other organizations whose members are peace-loving individuals.

WHEREAS, PRO13 firmly believes that Police Community Partnership applies the philosophy; Of community
policing which emphasizes the partnership between the police and the community in solving peace and order issues
towards a healthy , crime-free and harmonious environment as the issue of addressing peace and order concerns is a
shared responsibility;

WHEREAS, the leadership of Barangay Silop, and it’s constituents are very willing to support the Police Force as in
reality, the police cannot stand alone in the fight against crime and in the maintenance of peace and order, and rely on
the support of the community especially in the gathering crime information and extending the much needed human
resources to curb crime in the Purok and entire Barangay;

WHEREAS, the creation of NAGKAHIUSANG KATAWHAN ALANG SA MALINAWONG KATILINGBAN

(NAKASAMA KA) OF PUROK 1-7 as community volunteer group is an avenue of the peace-loving residents of the
aforesaid Purok, to assist LOCAL POLICE UNIT, Barangay Officials in the effective exercise of law enforcement,
maintenance of peace and order, and the promotion of Public Safety; In this, the community is empowered to become
active in emergency preparedness , well as the fight against crime and community disasters;

RESOLVED FURTHER, that the copy of the resolution to be furnished to City Budget Office,DILG and other office
concerned offices.
