1.0 OVERVIEW OF THE INSTITUTION

Politeknik Sultan Haji Ahmad Shah (POLISAS) or Kuantan Polytechnic as it was formerly known
was established in 1976 temporarily sharing the Kuantan Technical Institute premises in Alor
Akar. It moved to its present 75-hectare campus in 1983 and was officially opened by His Majesty
DYMM Sultan of Pahang on the 9th November 1985. On October 16, 2002 the 27.2-hectare
Maktab Perguruan Tengku Ampuan Afzan Campus was given to POLISAS as the Maktab later was
relocated to Kuala Lipis. This has resulted in the tremendous increase in student population from
120 in 1976 to more than 6,000 in 2010.

POLISAS was established with the objective of producing semiprofessionals in various fields
namely Civil Engineering, Mechanical Engineering, Electrical Engineering, Commerce and Food
Technology to support the development of Malaysia. Since its inception, POLISAS has produced
about 33,000 graduates in various fields of expertise.

Currently there are 14 diploma courses offered by 5 departments. POLISAS also offers part time
courses to promote Life Long Learning among polytechnic graduates with certificate
qualification, a chance to pursue their diploma.

In line with the Polytechnic Transformation Plan, POLISAS has upgraded its facilities to provide
conducive learning environment to the students. POLISAS also aims to achieve Excellent
Academic Performance by providing excellent quality in education. This is proven when it was
awarded the MS ISO 9001:2000 certification in January 2004 and then the MS ISO 9001:2008 in
June 2009.

2.0 INTRODUCTION TO THE DEPARTMENT OF ELECTRICAL ENGINEERING

Electrical Engineering is a field of engineering technology that is fast developing in Malaysia. This
field combines the knowledge of science and technology including the study of electrical
technology, electronic systems, digital systems, electronic repair tools and computer aided
design.

Department of Electrical Engineering, POLISAS is an important department in carrying out its


responsibility to produce quality and competitive human capital. Graduates produced by the
Electrical Engineering Department, POLISAS are often in high demand by the public and private
sectors of the country.

Department of Electrical Engineering POLISAS currently offers three academic programmes:

1. Diploma in Electronic Engineering (Communication) - DEP


2. Diploma in Electronic Engineering (Computer) - DTK
3. Diploma in Electrical and Electronic Engineering - DEE

These academic programmes provide an integrated educational experience directed toward the
ability to apply knowledge to the identification and solution of practical problems in related
engineering field. In addition, industrial training with related industries may further supplement
a student’s learning experiences.

In the pursuit of academic programme, students are also expected to develop competency in
generic skills such as communication skills, team working & leadership, entrepreneurship,
professional ethics, lifelong learning and an awareness of the relationship between technology
and society. These generic skills are embedded in the academic courses to prepare students
ready for the workforce as in line with the requirement from the Malaysian Qualification
Framework (MQF).

Department of Electrical Engineering also encourages electrical students to participate actively


in extracurricular activities at polytechnic to boost higher self-esteem as well as to create more
exciting and productive students’ life experiences. At Department of Electrical Engineering for
example, students are welcomed to enroll in Electrical Student Club (Electron Club), Robotic Club
(ROBOSAS) and Entrepreneur Club (Neutron One Stop Centre).

5.0 OUTCOME-BASED EDUCATION (OBE)

Outcome-Based Education (OBE) is an approach that focuses on the attainment of intended


learning outcomes where students develop behaviors that are authentic to their discipline and
are assessed holistically within the context of their learning. OBE comprises of four major
components which cover curriculum design, teaching and learning methods, assessment, and
continual quality improvement (CQI) and monitoring.

OBE is an educational process that focuses on what student can do or


the qualities they should develop from what they have learnt

OBE involves the restructuring of curriculum, assessment & reporting


practices in education to reflect the achievement of higher order
learning

OBE requires the students to learn the required skills and content

OBE discourages traditional approaches based on direct instruction of


fact & standard methods

Both structures & curriculum are designed to achieve those capabilities


or qualities

5.1 OBE IMPLEMENTATION PROCESS

In OBE curriculum, Programme Learning Outcome (PLO) are designed in alignment with
Programme Educational Objectives (PEO) while at the same time ensuring the attainment of the
subject matter. Course Learning Outcome (CLO) are the objectives of the syllabus that students
should achieve at the end of the course, while Learning Outcomes (LO)are the outcomes that are
addressing the weekly learning objectives of any course conducted.

5.2 THE ELEMENT OF OBE: CONSTRUCTIVE ELEMENT PROCESS

The three domains of learning are cognitive domain, psychomotor domain and affective domain.
The cognitive domain is the knowledge outcomes; core concepts and material knowledge of a
particular discipline, while the psychomotor domain is behavioral and skills outcomes; physical
ability of the student. The affective domain is attitudes and values outcomes; maybe the least
understood, and in many ways, the most important of the learning domains.

A knowledge profile records skills, tools, practices, and social networks. It highlights
competencies, identifies gaps, helps with learning programmes to address deficits, realize

6.0 PROGRAMME OVERVIEW

Electrical engineering is the field of study which generally deals with the application of electrical
and electronics towards designing, testing and development of circuitry and equipment for well-
defined engineering activities. It requires the application of scientific and engineering knowledge
and methods combined with practical skills in supporting well-defined engineering activities to
prepare students for their future role in the industry.

The electrical engineering diploma graduates of the Polytechnic’s Ministry of Education Malaysia
are exposed to a comprehensive curriculum consisting of courses in personal development,
mathematics, science, electrical disciplines and workplace competencies requirements. Graduates
of the electrical engineering diploma programme will be equipped with specialized knowledge and
skills which include power engineering, green technology, energy efficiency, computer technology,
communication, medical electronics, optoelectronic and industrial automation.

DIPLOMA IN ELECTRONIC ENGINEERING (COMMUNICATION) - DEP

The Diploma in Electronic Engineering (Communication) is a three-year full-time programme


comprising of five semesters coursework with one full semester of industrial training. It covers
broad discipline of electronics engineering, with specialization in communication technology
which includes, electrical and electronic fundamentals, computer fundamentals and programming,
communication system fundamentals, semiconductor devices, and computer aided design, while
emphasizing the area of specialization. The specialization courses include telecommunication
network, fiber optic communication system, data communication and networking, wireless
communication and microwave devices.

DIPLOMA IN ELECTRONIC ENGINEERING (COMPUTER) - DTK

The Diploma in Electronic Engineering (Computer) is a three-year full-time programme


comprising of five semesters coursework with one full semester of industrial training. It covers
broad discipline of electronics engineering, with specialization in computer technology which
includes electrical and electronic fundamentals, computer fundamentals and programming,
semiconductor devices and computer aided design while emphasizing the area of specialization.
The specialization courses include microprocessor fundamental, computer architecture and
organization, database system, operating system, internet-based controller, computer diagnosis
and maintenance, CMOS IC design and fabrication and project.

DIPLOMA IN ELECTRICAL AND ELECTRONIC ENGINEERING - DEE

The Diploma in Electrical and Electronic Engineering is a three-year full-time programme


comprising of five semesters coursework with one full semester of industrial training. It covers the
broad discipline of electrical and electronic engineering which includes electrical and electronic
principles, computer fundamental and programming, computer aided design, semiconductor
devices, communication systems, wiring installation, power system, electrical machine and
programmable logic controller. The green technology elements are also incorporate in the
curriculum to provide awareness towards the importance of the sustainable energy.

7.0 PROGRAMME EDUCATIONAL OBJECTIVE (PEO) AND LEARNING OUTCOMES (PLO)

The Programme Educational Objectives (PEO) are statements that describe the expected
achievements of graduates in their career and professional life within three to five years after
graduation. Programmes offered by Department of Electrical Engineering, POLISAS (DEP, DTK,
DEE) have the common Programme Educational Objectives (PEO) and Programme Learning
Outcomes (PLO) as follows:

7.1 PROGRAMME EDUCATIONAL OBJECTIVES (PEO)

The engineering programme should produce balanced TVET graduates who are:

PEO1: Practicing technician in electrical engineering related field.


PEO2: Contributing to society with professional ethic and responsibilities.
PEO3: Engaging in enterprising activities that apply engineering knowledge and
technical skills.
PEO4: Engaging in activities to enhance knowledge for successful career
advancement.

7.2 PROGRAMME LEARNING OUTCOMES (PLO)

Upon completion of the programme, graduates should be able to:

PLO1: Apply knowledge of applied mathematics, applied science, engineering


fundamentals and an engineering specialization as specified in DK1 to DK4
respectively to wide practical procedures and practices.
PLO2: Identify and analyse well-defined engineering problems reaching
substantiated conclusions using codified methods of analysis specific to
their field of activity (DK1 to DK4).
PLO3: Design solutions for well-defined technical problems and assist with the
design of systems, components or processes to meet specified needs with
appropriate consideration for public health and safety, cultural, societal,
and environmental considerations (DK5).
PLO4: Conduct investigations of well-defined problems; locate and search
relevant codes and catalogues, conduct standard tests and measurements.
PLO5: Apply appropriate techniques, resources, and modern engineering and IT
tools to well-defined engineering problems, with an awareness of the
limitations (DK6).

PLO6: Demonstrate knowledge of the societal, health, safety, legal and cultural
issues and the consequent responsibilities relevant to engineering
technician practice and solutions to well-defined engineering problems
(DK7).
PLO7: Understand and evaluate the sustainability and impact of engineering
technician work in the solution of well-defined engineering problems in
societal and environmental contexts (DK7).
PLO8: Understand and commit to professional ethics and responsibilities and
norms of technician practice.
PLO9: Function effectively as an individual, and as a member in diverse
technical teams.
PLO10: Communicate effectively on well-defined engineering activities with the
engineering community and with society at large, by being able to
comprehend the work of others, document their own work, and give and
receive clear instructions.
PLO11: Demonstrate knowledge and understanding of engineering management
principles and apply these to one’s own work, as a member or leader in a
technical team and to manage projects in multidisciplinary environments.
PLO12: Recognizes the need for, and have the ability to engage in independent
updating in the context of specialized technical knowledge.

Notes:

DK 1: A descriptive, formula-based understanding of the natural sciences applicable in a


sub-discipline.
DK 2: Procedural mathematics, numerical analysis, statistics applicable in a subdiscipline.
DK 3: A coherent procedural formulation of engineering fundamentals required in an
accepted sub-discipline.
DK 4: Engineering specialist knowledge that provides the body of knowledge for an
accepted sub-discipline.
DK 5: Knowledge that supports engineering design based on the techniques and procedures
of a practice area.
DK 6: A descriptive, formula-based understanding of the natural sciences applicable in a
sub-discipline.
DK 7: Knowledge of issues and approaches in engineering technician practice: ethics,
financial, cultural, environmental and sustainability impacts.

8.0 ENTRY REQUIREMENTS

The general minimum requirement for student entry:

1. Citizen of Malaysia.
2. Passed “Sijil Pelajaran Malaysia” (SPM) or equivalent with the minimum of: -
a. Passed Bahasa Melayu.
b. Passed Bahasa Inggeris.
c. Passed Sejarah. (SPM 2013 and above)
d. At least credit in THREE (3) subjects including: -
i. Mathematics or additional mathematics.
ii. ONE (1) relevant subject in science / technical / vocational subject.
iii. ONE (1) other subject.
3. No color blindness.

13.0 COURSE ENROLMENT RULES

13.1 COURSE ENROLMENT


13.1.1 Course enrolment is done at the beginning of each semester within (7) seven days
from the official date of the beginning of the academic semester.
13.1.2 Students must make up the total credits permitted by adding other courses that are
on offer in the current semester.
13.1.3 Head of Academic Departments are responsible to submit the course enrolment
information to the Examination Officer.
13.1.4 Student transferring from another polytechnic must complete student registration
process at the Student Affairs Department (refer to Polytechnic Student Intake and
Management Manual) prior to course enrolment at the Academic
Department.

13.2 COURSE CREDIT


13.2.1 Credit value for each course is as specified in the Curriculum Document and
Programme Structures approved by the Polytechnic Curriculum Board.
13.2.2 The total number of credit a student should enrol for each semester is between
twelve (12) to twenty (20), or as specified in the respective Curriculum Document
and Programme Structures.
13.2.3 The minimum number of credits needed for graduation is specified in the
respective Curriculum Document and Programme Structures.

13.3 CREDIT TRANSFER AND COURSE EXEMPTION (CTCE)


13.3.1 Students can apply for credit transfer and course exemption within three (3) weeks
from the start of lecture for the first semester if they meet the requirement
stipulated in the Polytechnic Educational Programme Credit Transfer and Course
Exemption Guideline.

13.4 ADDING A COURSE


13.4.1 Students can add a course (s) provided the total number of credit allowed for the
particular semester is not exceeded.
13.4.2 Students are allowed to add a course from the beginning of week three (3) until
week (6) of a particular academic semester. Students should first seek advice and
endorsement from their Academic Advisor and/ or Head of Academic Programme
and approval from the respective Head of Department.

and endorsement from their Academic Advisor and/ or Head of Academic
Programme and approval from the respective Head of Department.
13.5.3 Students are not allowed to drop a course after the specified time frame.

13.6 ENROLLING IN A COURSE


13.6.1 Student who has enrolled in a course has a responsibility to follow all learning
activities and comply with all the requirements of the course.
13.6.2 Student must fulfil the minimum attendance percentage as stipulated in directive
18.1.2 in order to be evaluated for all learning activities associated with the
registered course.

13.7 REPEATING A COURSE


13.7.1 Student who failed compulsory, core courses and discipline core courses in a
particular semester should;
13.7.1.1 Enroll and repeat failed courses from the previous semester.

13.7.1.2 Undertake all the learning activities associated with the repeated
courses.
13.7.2 Student who failed elective courses should;

13.7.2.1 Repeat the failed elective courses, either take the same elective courses
or any other elective courses at the following semester if the courses
offered except in circumstances that do not allow students to do so and
approval thereof; and
13.7.2.2 Meet the minimum elective course credit hour requirements based on
the curriculum standard program or manual;
13.7.2.3 Undertake all the learning activities associated with the repeated
courses.
13.7.3 Enrol and repeat failed courses in the current semester if he/she is a final semester
student who failed two (2) or more courses.

13.8 IMPROVING COURSE GRADES

Students who passed with grade C-, D+ or D for any course;


13.8.1 is allowed to improve course grade for a particular course once during his or her
duration of study.
13.8.2 should undertake all the learning activities associated with the course during any
subsequent semester including short semester. will have the highest grade earned
used to compute the grade point obtained for the particular course.

of credit taken should not exceed twenty (20) credits. Under circumstances where

14.0 EXAMINATION AND ASSESSMENT RULES AND REGULATION

14.1 ELIGIBILITY TO SIT FOR FINAL EXAMINATION

Students should meet the following conditions before being eligible to sit for the final
examination:
14.1.1 officially enrolled in the related course as stated in directive 11.
14.1.2 attended 80% or more of the lectures/tutorials/practical for a specified period of
time; and

officer or private; or
ii. Medical certificates from private medical practitioners are limited to
two (2) consecutive days and limited to a total of eight (8) days per
semester
14.1.4.2 he/ she is not eligible to sit for final examination;
14.1.4.3 his/ her overall assessment is annulled;
14.1.4.4 he/ she is required to retake the course and will be considered as
taking the course for the first time; or
14.1.4.5 under certain circumstances, the Director can use his discretion in
implementing the directives in item 15.1.4.1, 15.1.4.2 and 15.1.4.3.
14.1.5 Students not meeting the requirements in directive 15.1.2 without any valid
reasons:
14.1.5.1 Will not be eligible to sit for the final examination;
14.1.5.2 Will be given grade F with Grade Point 0.00 for the course; and
14.1.5.3 Will be considered to have enrolled and failed the course
14.1.5.4 Under certain circumstances the Director can use his discretion to make
decision on the matter.

14.1.6 Students suspended from their study due to disciplinary misconduct under Act 174,
and not meeting the requirements in directive 15.1.2:

14.1.6.1 Will not be eligible to sit for the final examination;


14.1.6.2 Will have their overall assessment annulled;
14.1.6.3 Will be required to retake the course and will be considered as enrolling
in the course for the first time; and
14.1.6.4 The semester will be taken into account in the overall calculation of the
students’ maximum duration of study.
14.1.6.5 Directives 15.1, 15.1.4, 15.1.5 and 15.1.6 also applied for courses that are
assessed based solely on coursework.

14.2 ATTENDANCE DURING EXAMINATION

14.2.1 Students are required to sit for examination for courses that requires them to do
so, unless they:

14.2.1.1 have obtained prior written approval from the Director permitting them
not to sit for the examination; or
14.2.1.2 Have valid reasons for not attending,and they or their representative
should immediately notify the Director in writing and get written
approval pertaining to the matter; or
14.2.1.3 are unwell, and they or their representative should inform the Director,
supported with a medical certificate from a government medical officer
or other approved medical practitioner as an affirmation; or
14.2.1.4 are barred from sitting for the examination by the polytechnic
disciplinary authority as a punishment for disciplinary misconduct.
14.2.1.5 Under certain circumstances the Director can use his discretion in
implementing directives 15.2.1.1, 15.2.1.2 or 15.2.1.3.
14.2.2 Students who did not attend final examination for reasons as in item 15.2.1.1 to
15.2.1.3, will have all their coursework assessment marks be considered.
14.2.3 Students who did not attend the final examination without any valid reason will be
given grade F with the grade point value 0.00 for that particular course. They shall
be deemed to have enrolled and failed the course.
14.2.4 Students who did not attend the final examination for reason as in item 15.2.1.4 will
be given grade F with the grade value 0.00 for the course. They shall be deemed to
have enrolled and failed the course.

15.0 METHODS OF ASSESSMENT

15.1 GRADE POINT SYSTEM

Polytechnic adopts an assessment system that is based on a quantitative measurement of


students’ achievement in a particular programmed known as Sistem Nilaian Mata (SNM) or
Grade Point System.

15.1.1 Based on SNM, students’ academic achievements in a particular programme is


measured using two (2) grading systems;

i. Grade Point Average (GPA)

Marks obtained by students in a particular course will be given a grade and a respective grade

15.3 CATEGORIES OF ASSESSMENT RESULTS

Assessment result for each semester will be categorized as below:


15.3.1 Full Pass (LP)
Final semester students who acquire a CGPA that is equal to or more than 2.00,
fulfil the required conditions, are qualified to be awarded a certificate.

15.3.2 Good Standing (KB)


Students who acquire a CGPA that is equal to or more than 2.00.

15.3.3 Conditional Standing (KS)


Students who acquire a CGPA that is equal to or more than 1.60 but less than 2.00

15.3.4 Fail and Termination of Study(GB)


Fail and termination of study status will be given to students who:
16.3.4.1 Attain a CGPA that is less than 1.60; or
16.3.4.2 Attain a GPA that is less than 1.00 ; or
16.3.4.1 Fail a particular course three (3) times, which include the special final
examination or special assessment or short semester; or
16.3.4.2 Attain KS standing three (3) times consecutively; or
16.3.4.1 Fail Industrial training course TWICE; or
16.3.4.2 Have exceeded the maximum duration of study for a particular
programme.

16.0 APPEALS

16.1 APPEAL AGAINST A RESULT

16.1.1 Appeal Against Assessment Result


Students who wish to appeal against the assessment result obtained can do so by
writing to the Polytechnic Examination Committee within fourteen (14) working
days of the official result announcement. All relevance supporting evidence must
be provided at the time the appeal is submitted.
Students will be charged a fee of RM50.00 for every appeal submitted and
payment should be made in the form of postal order/ money order payable to the
Director of the respective polytechnic.

16.1.2 Result Of Appeal


Students will be informed by the Examination Officer from the date the result is
obtained from the Polytechnic Examination Committee. The decision of the
Committee is final and cannot be the subject of any further appeal.

16.2 RE-EVALUATION OF THE FINAL EXAMINATION ANSWER SCRIPTS

16.2.1 Students may apply for a re-evaluation of their answer script for a particular
course. The application for re-evaluation must be submitted in writing to the
Polytechnic Examination Committee within fourteen (14) working days from the
official date of the examination result.
16.2.2 Students will be charged a fee of RM25.00 for each course and payment should be
made in the form of postal order/ money order payable to the Director of the
respective polytechnic.

16.2.3 Students will be informed by the Examination Officer from the date the result is
obtained from the Polytechnic Examination Committee. The decision of the
Committee is final and cannot be the subject of any further appeal.

17.0 INDUSTRIAL TRAINING

17.1 Students bound for industrial training must satisfy all the conditions stipulated in
the Guidelines for Polytechnic Industrial Training Management and Assessment
Method.
17.2 Industrial training result will not be included in the calculation of CGPA.
17.3 Industrial training result will be announced before students’ progress to the next
level of study. Those who failed are required to repeat industrial training in
subsequent semester and they are responsible to secure placement in the relevant
industry.
17.4 Students are only allowed to repeat industrial training ONCE.

17.5 Students who fail their industrial training TWICE will be graded as failed and their
enrolment terminated (GB).
17.6 Appeal on the industrial training results can be done according to directive 30.

18.0 DIPLOMA AWARD QUALIFICATION

18.1 Student who meet specific criteria are eligible for the Diploma Award of a
programme:
18.1.1 Passed all the required courses in the programme (HPNM = 2.00 and
above).
18.1.2 Earned total credit hours required by the programme.
18.1.3 Completed Industrial Training and satisfied the corresponding
requirements.
18.1.4 Fulfilled all criteria required by the programme and endorsed by the
Examination Board.
