During my time working at the public employment services office such as DOLE Philippines and PESO, I

had the opportunity to learn about the proper etiquette and behavior expected of a public servant
through observation and firsthand experiences. Currently, I am in the process of applying for a teaching
position in the Sultan Kudarat Division. While waiting for a permanent vacancy, I was fortunate enough
to be appointed as a substitute teacher. I am aware that as I practice my profession, it is essential for me
to exemplify the qualities of a true public servant by adhering to the directives and policies set by those
in authority.

Recently, I came across the Distance Learning Program (DLP) established under Republic Act 6713. It was
introduced to me by one of my co-teachers who recommended that I enroll in the program to obtain the
associated certificate. This certificate holds significance as it could potentially enhance my chances of
securing a teaching position within the Department of Education (DepEd). In order to comply with the
requirements, I decided to enroll in the DLP.

Initially, my decision to enroll in the DLP was solely motivated by the need to meet the compliance
standards. However, I never anticipated the immense gratitude I would develop towards the program.
Engaging in the DLP has broadened my knowledge and understanding of various aspects related to
public service, such as ethics, administration, and governance.

As a government employee, adhering to the Code of Conduct and Ethical Standards outlined in Republic
Act 6713 is of paramount importance. This legislation lays down the guidelines and principles that
govern the behavior and responsibilities of individuals employed in the public sector. It promotes ethical
conduct, transparency, and the highest standards of professionalism among government employees.

One of the significant aspects of RA 6713 is the emphasis on prompt and efficient public service.
Government employees are expected to address public concerns and requests in a timely manner. This
provision ensures that citizens receive the support and assistance they require from the government.

Furthermore, RA 6713 strongly condemns graft and corruption practices. It strictly prohibits government
employees from engaging in any form of corruption, such as accepting bribes or misusing public funds.
Upholding the values of honesty and integrity is vital in fostering a culture of trust and accountability
within the public service.
Another pivotal requirement introduced by RA 6713 is the disclosure of assets, liabilities, and net worth
by public officials and employees. This provision serves to prevent illicit accumulation of wealth and
enables public scrutiny of the financial dealings of those in government positions. By promoting
transparency, this provision enhances public trust and confidence in the government.

The Distance Learning Program (DLP) implemented under RA 6713 is a valuable initiative designed to
enhance the professional skills and competencies of government employees. Through the DLP,
individuals like myself have the opportunity to enroll in various courses and modules tailored to their
specific fields of work. These courses cover a wide range of topics, including ethics, public
administration, and governance, ultimately enabling us to become more effective in our respective
roles.

By actively participating in the DLP, government employees demonstrate their commitment to


continuous learning and self-improvement as public servants. The program not only ensures compliance
with the Code of Conduct outlined in RA 6713 but also provides individuals with the chance to acquire
new knowledge and insights that can contribute to their personal and professional growth.

In conclusion, Republic Act 6713, or the Code of Conduct and Ethical Standards for Government
Employees, sets the guidelines and expectations for individuals employed in the public sector in the
Philippines. Compliance with this code of conduct is crucial for public servants to fulfill their
responsibilities and serve the public interest effectively. The Distance Learning Program introduced
under RA 6713 further enables government employees to enhance their skills and competencies
through continuous learning. By embracing this program and adhering to the principles outlined in the
