EXECUTIVE ORDER NO. 1

RE-ORGANIZING THE BARANGAY VIOLENCE AGAINST WOMEN AND

CHILDREN (VAWC) DESK

WHEREAS, Republic Act 9262 underscores the commitment of the state on safeguarding
the dignity of women and children while guaranteeing full respect of their human rights and
to protect them from violence and threats to their personal safety;

WHEREAS, Republic Act 9710, otherwise known as the Magna Carta of Women, is a
comprehensive women’s human rights law that seeks to eliminate discrimination against
women by recognizing, protecting, fulfilling and promoting the rights of Filipino Women,
especially those in the marginalized sectors. Section 12 D, Rule IV of the Rules and
Regulations Implementing the Magna Carta of Women provides for the establishment of
VAWC Desk in every barangay to ensure that violence against women cases are fully
addressed in a gender responsive manner;

WHEREAS, there is a need to set up VAWC Desk within the area of Barangay Hall of
Barangay Bagong Silang, Mabuhay, Zamboanga Sibugay, to ensure confidentiality, privacy,
and safety of victims/survivors with a designated VAW Desk person trained in gender
sensitive handling cases;

WHEREAS, I, EUSEBIO O. MOMO, Ed.D. of Barangay Bagong Silang, Mabuhay,

Zamboanga Sibugay, in my official capacity as Punong Barangay by virtue of the powers
vested in me by law, do hereby ordain;

SECTION 1. DUTIES AND RESPONSIBILITIES. The barangay VAW Desk shall

perform the following tasks:

1. Respond to gender-based violence cases brought in the barangay

2. Record the number of gender-based violence case handled by the barangay and
submit a quarterly report on all access of VAWC to DILG and MSWDO
3. Keep VAW cases records confidential and secured, and ensure that only authorized
personnel can access it
4. Assist of VAWC in securing Barangay Protection Order (BPO) and access necessary
services
5. Develop the Barangay Gender Responsive Plan in addressing gender-based violence,
including support services, capacity building, and referral system
6. Address other forms of abuse committed against women, especially senior citizens,
women with disabilities and other marginalized groups

7. Coordinate with and other refer cases to government agencies, non-government

organizations, NGOs, institutions and other service providers as necessary
8. Lead advocate on the elimination of VAW in the community; and
9. Perform other related functions as deemed necessary.

SECTION 2. DESIGNATION OF VAWC DESK OFFICER. That HON. JACINTA T.

PERIGO shall be designated VAW Desk Officer and to be assisted by the Barangay
Secretary in the accomplishment of forms. In the absent of the absent of the SB Chairman on
the Women and Family, the caretaker Officer-In-Charge for the day shall be automatically
assist the victims through the assistance of the Barangay Secretary.

SECTION 3. EFFECTIVETY. This order shall take effect immediately.
