As you know, The National Assembly is the sole body empowered to adopt the

Constitution and the laws.


The National Assembly makes and amends the Constitution, laws and decides
on legislative programs.
Legal documents promulgated by the National Assembly are the Constitution,
codes, laws and resolutions.
Normally the legislative process is conducted in the following order:
Firstly, .Building a program to develop laws and ordinance
The National Assembly's law and ordinance development program includes
program formulation, program adoption, program adjustment, and program
implementation assurance.
According to the 2013 Constitution of Viet Nam, Article 84: the President, the
Standing Committee of the National Assembly, the Ethnic Council and the
Committees of the National Assembly, the Government, the Supreme People's
Court, the Supreme People’s Procuracy, the VietNam Fatherland Front and its
members as well as the individual Deputies to the National Assembly have right to
present Bills to the National Assembly.
Secondly, Drafting the Bills
According to regulations, agencies and organizations submitting law projects or
ordinance projects, the Standing Committee of the National Assembly establishes
a Drafting Committee which responsible for the progress and quality of the project.
Thirdly, Verifying the Bills
Before being presented to the National Assembly, the Standing Committee of the
National Assembly, Bills are first examined and commented on by the Ethnic
Council and the Committee of the National Assembly.The Bills are then sent to all
Deputies to the National Assembly not later than 20 days before the opening date
of the National Assembly session.
Next, The Standing Committee of the National Assembly considers and gives
opinions on the Bills
After agencies, organizations, and Deputies of the National Assembly submit the
Bills, the Standing Committee of the National Assembly considers and gives
opinions once or multiple times. If the drafting committee has a different opinion
than the Standing Committee of the National Assembly, it must report to the
National Assembly for consideration and decision
And then, Getting opinions on the Bills
The bills have to be published by the mass-media, so that the people and the state
organs at all levels are able to have comments before presentation of those Bills to
the National Assembly.
Passing the Bills
At the National Assembly session, All Bills are discussed first by groups of
members, and then by all the members at a plenary session. Finally, The National
Assembly voted to pass the Bills after hearing the full text read. In cases, National
Assembly delegates still have opinions on a certain issue in the Bills, the National
Assembly will discuss and vote on that issue, then vote to pass the entire Bill.A
Bill becomes duly-adopted law when a single majority of the Deputies to the
National Assembly vote in favor of its adoption.
2.1.7. Announcing legal documents promulgated by the National Assembly

After being adopted by the National Assembly, the Bill must be signed by the
President of the National Assembly. The President of the Republic promulgates the
law, which becomes effective no later than 15 days from the date of its adoption.
