Even as the Chief Minister Pramod
Sawant announced to get envi-
ronmental clearance (EC) for un-
dertaking sand extraction along
three riverbeds within a month
time, Goa will have to wait till
March 31, 2024 when the National
Green Tribunal (NGT) is expected
to hold �nal hearing in the matter
related to sand mining activities
in the State.
Until then, no permits would be
granted for sand mining and all
the applications related to grant
of environmental clearance (EC)
would be kept on hold by the Goa
State Environment Impact Assess-
ment Authority (Goa-SEIAA).
The NGT via an order dated
March 17, 2023 had stated that
SEIAA cannot issue any permits
for sand extraction in the State
till the �nal hearings takes place,
which is now scheduled on March
31. Accordingly, the SEIAA during
its meeting held in June 2023, re-
solved “a�er perusing the order
dated 17/3/2023, issued by Nation-
al Green Tribunal, Western Bench
Pune, the Authority decided to put
the matter on hold until the �nal
hearing of NGT”.

matter continues to remain pend-
ing before the NGT; State cannot

in Zone 6 Agarwada, in Zone 3 Ca-
murlim and Zone 4 in Revora. It
alleged that the EC by the Goa-
SEIAA are against the law laid
down by the Supreme Court and
the tribunal.
The Goa-SEIAA had in Octo-
ber 2021, granted EC to North Goa
District Collector to carry out sand
mining in River Chapora, manual-
ly by traditional communities. The
decision of SEIAA was taken on
the basis of a report submitted by
the National Institute of Oceanog-
raphy (NIO).
While illegal sand mining is
rampant, the legal activities are
banned in the State since 2018 af-
ter GRSPN had approached the
High Court of Bombay at Goa seek-
ing restrictions on the number of
sand mining permits. DMG had is-
sued over 300 sand mining permits
for the 2017-18 seasons with a cap
of 6,000 cu. on extraction.

Amidst questions over the
lack of meeting quorum, the
much-awaited meeting of the
South Goa District Planning
Committee (DPC) �nally took
place on Thursday, with the
planning body giving its nod
for the dra� District Devel-
opment Plan and resolved to
submit the plan to the govern-
ment for implementation.
Perhaps for the �rst time
in the 24-year history of the
constitutionally-mandated
planning panel, the South
Goa DPC compiled a dra� Dis-
trict Development Plan for the
entire district by consolidat-
ing plans received from the
Panchayat bodies and the Zil-
la Panchayat.
Around 3400-odd propos-
als for development works re-
ceived by the DPC -- 3119 from
the panchayat bodies and
346 from the South Goa Zilla
Panchayat -- pegged at an es-
timated cost of Rs 148 crore,
have been consolidated into
the dra� District Development
Plan. The plan was discussed
at the DPC chaired by Chair-
person Suvarna Tendulkar
and later approved.
However, of the total 89
Panchayat bodies in South
Goa, only 53 Panchayats have
sent their development plans
to the DPC for consolidation.
While none of the eight mu-
nicipal bodies had forwarded
their development plans, an
engineer of the Margao Mu-
nicipal Council submitted a
development proposal to the
DPC just minutes before the
meeting could commence at
the South Goa District Collec-
torate building on Thursday.

In a major development, the
Administrative Tribunal has
set aside the election of Aam
Admi Party (AAP) Benaulim
Zilla Panchayat member Han-
zel Fernandes as null and void.
The order comes two
months a�er the High Court
had set aside the caste cer-
ti�cate issued by the Margao
Deputy Collector to Hanzel
that he belongs to the Vish-
wakarma/Chari/Mesta com-
munity.
Hanzel told The Goan that
he has already moved the Su-
preme Court with a petition
against the High Court judg-
ment, setting aside the OBC
caste certi�cate issued to him.
“Since the matter pertain-
ing to the High Court’s or-
der on my caste certi�cate
is pending in the Supreme
Court, today’s decision by the
Administrative Tribunal will
be fought in the apex court.
I am con�dent that the top
court would give me justice,”

to grant protection to people and their

mographic swings, acculturation due
to neo-colonization and new waves
of immigration, and changing polit-
ical and economic priorities have all
contributed to a paradigm shi� in our
people’s perception of wildlife, which
is now being increasingly viewed as
threat to human life, assets and aspi-
rations.
Suddenly the idea of coexistence
with the wild seems bizarre and un-
feasible, and whole discourse of con-
servation appears extraneous; and
our age-old ethos of voluntary ‘forest
custodianship’ changes into a pro-
found burden in absence of tangible
incentives.
Is our wildlife spilling into urban
spaces, or is wilderness getting in-
creasingly urbanized? This ‘con�ict
of jurisdiction’ must be rationalized
and amicably resolved by respect-
ing boundaries. While we must con-
sciously refrain from getting closer to
wild spaces, any wildlife that enters
‘our space’ must be o�ered a ‘safe pas-
sage’ to its rightful place.
The authorities must list the ‘con-
�ict species’ of their jurisdiction and
prepare a detailed rescue plan inclu-
sive of capture and translocation. The
‘high and mighty stakeholders’ may
do well not to be opinionated and joc-
ular, and instead rely on real experts
who resist political conciliation and
refuse to change their spots just like

Given India’s incredible diversity, it’s no
surprise that the cultural components
that flow through the country are equally
diverse and di�erent. Every state in India
has its own distinct identity as far as
dance form is concerned. Andhra Pradesh
has Kuchipudi, Gujarat has Garba, Kerala
is famous for the Kathakali dance, Bangra
is popular in Punjab and Odissi in Odisha
to name a few. Goa too has several musi-
cal dance forms which includes Mando.
Fugdi is the folk dance of Goa. Kunbi is a
festival dance of the state while Dhalo is
a popular ritual folk dance and Corredin-
ho is a Portuguese-influenced dance of
Goa. Of late the ‘Kottiacho Nach’ (coconut
shell dance) is gaining popularity among
Goans. At the ‘Burgeanchem Fest’ held at
Navelim this dance form was very much
on display. The dance involves making a
rhythmic sound by banging two halves of
the coconut shell, colourfully painted and
are hung by a string from the neck. It is
pertinent to note that last year a ‘Kotti Fug-
di’ performance by ‘Goan Dance Group’
was on show at Goa@60 Roadshow at
Mysore in Karnataka. The ‘Kottiacho Nach’
needs to be popularized in a big way in
the state.

thinking about loved ones dur-
ing a boring meeting? Or going
over the plot of a movie you
recently watched during a drive to the
supermarket?
This is the cognitive phenomenon
known as “mind wandering”. Research
suggests it can account for up to 50% of
our waking cognition (our mental pro-
cesses when awake) in both western
and non-western societies.
So what can help make this time pro-
ductive and bene�cial?
Mind wandering is
not daydreaming
Mind wandering is o�en used inter-
changeably with daydreaming. They are
both considered types of inattention
but are not the same thing.
Mind wandering is related to a
primary task, such as reading a book,
listening to a lecture, or attending a
meeting. The mind withdraws from that
task and focuses on internally generat-
ed, unrelated thoughts.
On the other hand, daydreaming
does not involve a primary, active task.
For example, daydreaming would be
thinking about an ex-partner while
travelling on a bus and gazing out the
window. Or lying in bed and thinking
about what it might be like to go on a

the principles of tolerance, universal
acceptance, and the importance of
spiritual values in human life.
One prominent theme in Viveka-
nanda’s teachings is the concept
of self-realisation. He emphasised
the importance of understanding
one’s true nature and recognising
the divinity within oneself. In a con-
temporary context, where societal
pressures, peer expectations, and
the rapid pace of life can o�en lead
to a sense of disconnection, Viveka-

Some tasks also require a lot of con-
centration in order to be safe. If you’re
thinking about a recent argument with a
partner while driving, you run the risk of
having an accident.
That being said, it can be more dif-
�cult for some people to control their
mind wandering. For example, mind
wandering is more prevalent in people
with ADHD.
What can you do to maximise the
bene�ts?
There are several things you can do to
maximise the bene�ts of mind wan-
dering.be aware: awareness of mind
wandering allows you to take note of and
make use of any productive thoughts.
Alternatively, if it is not a good time to
mind wander it can help bring your at-
tention back to the task at hand context
matters: try to keep mind wandering
to non-demanding tasks rather than
demanding tasks. Otherwise, mind
wandering could be unproductive or
unsafe. For example, try thinking about
that big presentation during a car wash
rather than when driving to and from the
car wash
content matters: if possible, try to
keep the content positive. Research
has found, keeping your thoughts more
positive, speci�c and concrete (and less
about “you”), is associated with better
wellbeing. For example, thinking about

Malaysian influencer has sparked debate on social
media a�er she claimed that she bought tickets for
all the seats in a movie theatre to avoid a crowd.
Influencer Eriyca Baiduri posted a video of herself in
an undisclosed empty cinema hall on video-sharing platform
TikTok. In the video, Ms Baiduri, who runs a beauty brand, is
seen munching on popcorn, wearing spectacles, and waiting
for the movie to start.
‘’We are the introverted type! So we bought all the seats,’’
she said in her caption. The video shows there are about 10
rows of seats in the hall, with each row consisting of 16 seats.
The video has sparked a discussion on social media, with
some people saying that she went too far. However, others
who also identi�ed as introverts, said that there was nothing
wrong with her decision.
Maldives and Laughing at
Ourselves!

hough the remarks by the Maldives deputy
minister in ridiculing our PM as a ‘clown’ and
a ‘puppet’ are immature and uncalled for, I do
believe the bigger thing to have been done in this
situation was for the PM to have laughed it o�, instead
of making it a focus of so much discussion and activity.
Suddenly a huge amount of money is being poured into
Lakshadweep in retaliation, but are there better causes
for those same funds than that of building an alterna-
tive to the Maldives tourism, just to retaliate?
Can the Lakshadweep infrastructure take huge num-
bers of tourists without it’s ecological system being
damaged?
Allowing others to poke fun of us without getting
insulted, removes a weapon from an adversary’s hand.
And unless one learns to allow a laugh about oneself,
and to also laugh at oneself, life becomes a series of
hate episodes!
This is one of comedian Bill Cosby’s strategies for
successful living. The octogenarian comedian has
known hard times, yet he once summarized his atti-
tude this way: “You can turn painful situations around
through laughter. If you can �nd humor in anything...
you can survive it.”
Then there’s this touching incident around Ka-
tie. Katie was a teenager dying of leukaemia. Katie’s
mother once said how her daughter approached her
disease. She talked about a time, shortly a�er a bone
marrow transplant, when Katie’s head was slickly bald,
as she put it. One day Katie heard the doctor coming
on rounds and ducked into the bathroom. Her mother
heard her giggling and asked, “Katie, what is so fun-
ny?”
She put her �nger to her lips, pulled a Nike ski cap
onto her head and crawled into bed.
When the doctor came in, she said, “Well, Miss Ka-
tie! How are you feeling today?”
Katie frowned and said, “I am OK, I guess... but I just
have this splitting headache.” She pulled o� her ski
cap and there on her bald head was a huge red crack,
which she had drawn with a marker. As the doctor
recovered from her initial shock, the room exploded in
laughter.
Katie did not survive the cancer, but she conquered
depression and despair and found an authentic way to
live as fully as possible by laughing at herself.
There are many ways to respond when situations
take a serious turn, one of the best is to �nd some
humor. It does help and you come out of the situation
with the world cheering for you!
Mark Twain says that the human race has unques-
tionably one really e�ective weapon; laughter. Laugh-
ing at the twists and turns of life may not be your �rst
response, but it can be one of the best!

The Centre has released 614.99 bln
rupees to states for capital expendi-
ture under 50-year interest-free
loans in the current financial year
upto December, the Department of
Expenditure's summary report for
December showed.
In the same period, loans to the
tune of 1.01 trln rupees were ap-
proved for states, the report said.
The government announced 1.3-
trln-rupee interest-free loan to states
in the Budget for 2023-24 (Apr-Mar).
Under the loan, the government will
give 1 trln rupees to states in propor-
tion to their share of tax devolution.
The 1.3-trln-rupee allocation is
part of the Centre's 10.11-trln-rupee
capital expenditure outlay for this fi-
nancial year. The government has
released 729.61 bln rupees to states
for December as per the recommen-
dations of the 15th Finance Commis-
sion, the report showed. An earlier
release by the finance ministry had
said that the government had de-
volved an additional tranche of
equal amount in December.

The GST intelligence unit de-
tected tax evasion of more than
Rs 1.98 lakh crore last year and
arrested 140 masterminds who
were involved in defrauding the
exchequer, the finance ministry
said on Thursday.
In 2023, the Directorate Gen-
eral of GST Intelligence (DGGI)
detected significant GST eva-
sion in diverse sectors like on-
line gaming, casinos, insurance
and secondment (import of
manpower services).
"DGGI has achieved an in-
crease in detection of cases of
evasion and voluntary pay-
ments. In 2023, DGGI detected
6,323 cases involving evasion of
duty of Rs 1,98,324 crore with a
voluntary payment of Rs 28,362
crore. 140 masterminds in-
volved in GST evasion were ar-
rested," the ministry said in a
statement.
This is a significant improve-
ment as compared to 2022
wherein 4,273 cases were detect-
ed, amounting to duty of Rs
90,499 crore, and voluntary pay-
ment of Rs 22,459 crore and 97
arrests were made.
There was a 119 per cent in-
crease in the year-on-year
amount of duty evasion detect-
ed by DGGI and 26 per cent in-
crease in the voluntarily pay-
ments made, the ministry said.
With regard to detection of
fake Input Tax Credit (ITC)
claims, the ministry said DGGI
has initiated a special drive
against ITC fraudsters to plug
the leakage in government rev-
enue. As a result, 2,335 cases
with ITC fraud of Rs 21,078
crore were detected, with a vol-
untary payment of Rs 2,642
crore.
As many as 116 masterminds
were arrested to check the men-
ace of fake invoicing, it said.

Central GST collections are ex-
pected to exceed the Budget esti-
mates for 2023-24 by Rs 1 lakh
crore and Rs 10,000 crore, respec-

MOHALI: As the Mullanpur Cricket Stadium gears up for its Indian
Premier League debut this year as the home base for the Punjab
Kings, the Board of Control for Cricket in India (BCCI) secretary Jay
Shah visited the new stadium on Thursday to take stock of things.
In the city to attend the �rst T20I between India and Afghanistan,
the BCCI secretary was accompanied by the o�ce-bearers of the
Punjab Cricket Association and the Union Territory Cricket Asso-
ciation during the visit. The Mullanpur stadium regularly hosts
BCCI-a�liated domestic tournaments, but has still not hosted
any international �xtures. Though there were e�orts to host the
India-Afghanistan �xture, the state association decided against it
as some works were still pending.
