PROPOSAL FOR CENTRE OF EXCELLENCE FOR


VEGETABLES, DHARWAD
As a Unique Public Private Cooperation Model

OVERVIEW

AGGRAGANNYA SKILLS PRIVATE LIMITED is pleased to submit this proposal for services to support THE CENTRE
OF EXCELLENCE FOR VEGETABLES, KUMBAPUR FARM DHARWAD, KARNATAKA. Aggragannya makes this
proposal to COE to provide complete farm operations services to COE for an agreed fee. This proposal is
made with a win-win objective in mind as the next few paragraphs will enumerate.

The Objective
The Centre of Excellence for Vegetables is a Central government funded project with Israeli collaboration.
However, although it was started with a greater aim of helping and teaching growers the intricate
knowledge needed the achievement of the aim has been slow to succeed as far as effective and
successful execution and implementation is concerned. In short the investment has not seen the expected
returns even after it was commissioned a few years ago. In such a scenario Aggragannya Skills Private
Limited, a horticultural skill building company with more than 100 years of collective experience as trainers,
growers, auditors and turnkey consulting have come up with an idea to work in cooperation with COE,
Dharwad to achieve the following as seen under;

• To provide farm operations services by taking over the greenhouse and net house structures from COE
on long term basis and cultivating high quality vegetables and herbs. This will be done by
Aggragannya Skills Private Limited.
• Produce exotic varieties of vegetables and herbs that have a good remuneration from the intended
market.
• COE sells all the fresh produce and keeps 100 percent of the profits.
• Aggragannya gets to use the facilities at COE to help teach their students various horticultural subjects
as per the aim of their company.
• The COE will benefit in terms of becoming the facility it is created to be and earn sufficient revenues
and an independent contractor gets to carry out the farm operations. The COE can then become a
show case of modern horticulture using protected cropping best practices.
• This will be a great example of public-private cooperation where COE and Aggragannya work
together for mutual benefit. This can be replicated in all COE’s in India.

The Opportunity

• COE by handing over the farm operation to a private company with more than necessary skills to
achieve the very objectives for which the COE was built stands to gain immensely and become a
horticultural marvel.
• The Public money spent on building the COE can be finally justified in a short span of time.

• Aggragannya Skills Private Limited, a start-up within the horticultural skilling space with highly
experienced and knowledgeable growers and trainers within its ambit, will get to use the COE’s
facilities, wherein, all greenhouse structures will be used to grow top quality vegetables, herbs and
nursery plants.
• Aggragannya will thus help COE to earn considerable revenues by keeping 100 percent of the profits
from the sales of fresh produce all to COE’s account.
• Aggragannya will stand to gain by using the COE’s facilities for its skilling and training objectives.

The Solution

• Recommendation #1: COE hands over the farm operations to Aggragannya.


• Recommendation #2: Aggragannya takes over the complete growing operations within the protected
structures for an agreed fee.
• Recommendation #3: Fresh Produce from these structures will be handed over to COE for onward sales
into markets.
• Recommendation #4: Aggragannya will in addition to providing growing operations will be allowed by
COE to conduct its own training programs independently.

OUR PROPOSAL

Centre of Excellence, Dharwad

is a start-up company formed by Lt Cdr CV Prakash (retd), Indian Navy, Basavaprabhu Pattanashetti and
Channabasava Pattanashetti.

Brief background of the promoters. (Elaborate resumes are also attached to this proposal)

-Lt Cdr CV Prakash (retd) has had two long innings in diversified areas. He served in the Indian Navy for
twenty years in the elite Submarine arm. Upon retirement, he moved to Australia and entered into the
Agriculture industry, specifically into a niche area of horticulture called Soilless horticulture/Hydroponics. He
moved back to India after developing immense experience in the field of Soilless cultivation in the year
2008. He is also known as India’s Father of Hydroponics as he pioneered the concept in India for the very
first time. In the last ten years he has with his project fondly called the Pet Bharo Project done ground and
path-breaking work in the field of Soilless Cultivation. CV is an eminent trainer, a greenhouse auditor, plant
nutrition expert, an erstwhile grower as well.

-Basavaprabhu Pattanashetti

• Bassu Pattanashetti has immense years in nursery production, greenhouse erection experience as well
in marketing. His product KICKSTART a super selling micro-nutrient was incubated at the UAS, Dharwad
and it has been a runaway success in North Karnataka. They have nearly 350 distributors.
-Channabasava Pattanashetti

• Channu Pattanashetti is an Master’s of Science in Agriculture and has excellent Agronomy skills
especially in the area of floriculture. He has worked in Canada as well as in Holland. He also helps his
father at their family run nursery farm at Dharwad in Seedling production.

Rationale
The raison d’etre of making this proposal is that through mutually beneficial cooperation between
Aggragannya and COE, the following key benefits will ensue:

• Research opportunities
• Market opportunities
• Alignment with mission of COE
• Current resources/technology can be exploited
• Educating growers using Protected Cropping.

Execution Strategy
Our execution strategy incorporates proven methodologies, extremely qualified personnel, and a highly
responsive approach to managing deliverables.

Following is a description of our project methods, including how the project will be developed, a proposed
timeline of events, and reasons for why we suggest developing the project as described.

Once Aggragannya is given the charge of complete farm operations, it will do the following:

1. Conduct a survey of current systems and practices being followed by the COE and record various
operation inputs being used and their efficacy.
2. Aggragannya will give a report to COE of its findings.
3. Aggragannya will advise the COE as to what changes/repairs are to be done so that fresh farming
operations can start keeping in view industry best practices.
4. Aggragannya will select the crops to be grown based on highest remunerations possible in the
market.
5. Aggragannya will hand over fresh produce as and when ready to COE for their onward market
sales.
6. COE keeps 100 percent of the profits.
7. Regular meetings once a fortnight will be held between COE and Aggragannya officials to assess
and take stock of any problem areas and how these are to be addressed.
8. COE must provide all the necessary inputs like seeds, media, fertilizers (water soluble), electricity
and water, farm implements and all that is necessary support in addition to their already existing
labour.

The crux of making this proposal is that Agggragannya fills in the necessary problem gaps which
COE is facing and allow its mission to be fully and logically realized. Lt Cdr CV Prakash (retd) has
nearly 19 years of growing experience both in India as well as Australia. Along with the
Pattanashetti brothers who also have many years of agricultural knowledge the implementation
and acceptance of this proposal will go a long way to achieve the pinnacle of success.

AGGRAGANNYA SKILLS PRIVATE LIMITED to meet project milestones, this material must be supplied on
schedule. The due dates included in the following table represent our best guess based on current
proposed project dates:
