ACCOMPLISHMENT REPORT

1st CITY DISASTER RISK REDUCTION AND MANAGEMENT COUNCIL (CDRRMC)


QUARTERLY MEETING
MARCH 8, 2021

Rule 5, Section 5 of the Implementing Rules and Regulations of Republic Act 10121
otherwise known as the “Philippine Disaster Management Act of 2010” mandated that
every local disaster risk reduction and management council must convene at least once in
every quarter in order to discuss issues and concerns related to disaster risk management
and climate change adaptation. Following this, the Oroquieta City Disaster Risk Reduction
and Management Council organized a meeting held at the City Library, Towncenter.

The meeting began with an opening prayer, followed immediately by the singing of the
National Anthem. Afterwards, Ms Rowena Magnaong of CDRRMO was called to acknowledge the
presence of the members of the City Disaster Risk Reduction and Management Council who were
present during the meeting. A short welcome remarks was immediately followed by Mr Carlito
Decena of CDRRMO welcoming the members who managed to spare some of their time to attend
the quarterly council meeting. Before the formal part of the meeting was to begin, Mayor Lemuel
Meyrick M. Acosta gave a brief message emphasizing the role of the Council in regards to providing
their whole hearted support to the fight against the pandemic Covid-19.

Right after his message, Mayor Lemuel Meyrick M. Acosta, as the Chairman of the CDRRMC
formally called the meeting to order. Several issues were presented by Mr Lord Vincent Jimenez of
CDRRMO. First was the 2021 CDRRMF 1 st Quarter Utilization Report. Second was a proposal to draft
a resolution approving the identified projects to be charged to the 2020 unexpended CDRRMF which
was motioned and seconded for approval without any objection from the members. Third, was the
resolution from the LIBATAMA requesting the office to conduct a risk assessment at Purok 4
Barangay Talic due to concerns that some informal settlers in the area would be in danger of being
affected by an overflowing creek if heavy rains would continue to pour. In order to address the issue,
dredging was proposed to be conducted by OCPS however it was suggested that before the said
solution could be implemented, the issue with the informal settlers must first be handled. Mayor
proposed that the issue of informal settlers be endorsed to the SOC while the dredging be handled
by OCPS. Fourth, the issue with the landslide incident of SItio Bagong Tipan was tackled. Mr.
Maynard Bongcayao of CENRO proposed that a tree planting program be implemented since the
area was judged to have poor vegetation in order to mitigate another landslide incident. Lastly, the
design of the Emergency Operation Center was presented to the members along with its budget and
when the construction will begin.
With the main issues already addressed, the floor was opened for other matters and
concerns from the members of the council. Mr. Ametancio Bualat of DepEd opened up a concern
about some barangays asking that schools be turned into their evacuation centers in cases of
disaster. He advised that a MOA should be drafted to make clear on who would be assuming
responsibility in case school equipment and properties would end up being damaged during the
period of occupation. CSWD acknowledged his concern and will endorse the matter to their head of
office, Mrs Lillian Gallordo. DTI also informed the members that they would be celebrating the
“World Consumer Rights Day” this coming March 15 and invited the members to join their coastal
clean-up drive on March 12 as their of supporting the theme: “Tackling Plastic Pollution.” The PNP
along with other uniformed personnel gave their commitment to join the clean-up drive. Lastly, to
end the meeting, a presentation was given by the CDRRMO on the earthquake drill that they
conducted at the Oroquieta City Bus Terminal last March 5 along with an invitation to join the 1 st
Quarter National Simultaneous Earthquake Drill which will be held on March 11.

With no other issues, the meeting was formally adjourned by the chairman.
