Ladies and gentlemen, the Silent Drill Company from PSBRC Batch 2023-01. RTC 1, a
premier Police Training Institution in Region 1 is mandated to TRAIN, MOLD, and EDUCATE new
members of the Philippine National Police. The applicants are selected according to standard set
by the duly constituted authorities. Upon acceptance, they will be trained to different Police
Works, Tactics, and other skills related to their job as law enforcers.
September 2023 opened a prospect for many young aspirants who wanted to join the
PNP Organization. A life that is different from what they used to be. After undergoing different
phases of the recruitment process to be able to join the organization, out of more than
thousands of applicants, only few were chosen.
These young professionals who were successful applicants took their solemn oath last
November 2023 at CAMP BGEN OSCAR M. FLORENDO, SAN FERNANDO CITY, LA UNION. They’ve
undergone receptions rites, a time honored tradition for welcoming the chosen few to test their
ambitious worth and determination. Further, through police tactical way of living where every
movement was associated with counts and commands, they will only live with instructions.
These police trainees have been gradually transformed into more disciplined and
responsible individuals. As you can witness ladies and gentlemen, these trainees now stronger
and capable, marching with pride and honor, are very much ready to accept and perform all
duties and responsibilities of an exemplary police officer.

Once again ladies and gentlemen, the PSBRC Batch 2023-01 Silent Drill Company.
The company commander has just rendered salute to the commander, guest of honor
and speaker and the viewing public, signaling the beginning of their performance.
Ladies and Gentlemen, the PSBRC Batch 2023-01 Silent Drill Company will perform a dazzling,
incomparable, silent precision exhibition drill. The drillers will execute series of calculated drill
movements and accurate handling of their hand polished rifles.
CHANGING COLORS
The drill is what we call the CHANGING COLORS. This portrays the transition of trainees
from civilian character to a police character. From Black to White and White to Black. The
changing color is the manifestation of the adaptability of Batch MASINDIG. One of its best
character that helps them go through challenges and difficulties. Color Black stands for the
adaptability of the class to absorb everything and their unwavering determination. White is
clean, simple, and pure. As white light contains all the colors of spectrum, its an inclusive,
impartial color, favoring no single hue and refusing to take sides.
 From the changing colors formation, the drillers now march to different directions to
form the letters H and I. HI from PSBRC Batch 2023-01 Silent Drill Company. A pleasant
