construction sectors given by banks
have grown by 30% in the past five
years.
 The total construction and
infrastructure loans of banks increased to Rs
14.6 trillion in March 2024 from Rs 10.8
trillion in January 2019.
 The RBI has proposed up to 5% provisions on
all existing and new project loans, making
bankers jittery about the growth prospects of
infrastructure loans.
 Once the project reaches the ‘operational
phase’, the provisions can be reduced to 2.5%
of the funded outstanding and then further to
1% if certain conditions are met.
 The guidelines are applicable to all
commercial banks, including small finance
banks and NBFCs.
 Bank loans to the construction sector have
risen by nearly 26% in the past five years.
 Loans to the sector have grown from Rs 1.08
trillion in January 2019 to Rs 1.4 trillion as of
March this year.

4. Sebi Amends Rule to Facilitate Ease of Doing
Business for Companies Planning IPOs
 Notification issued by: SEBI
 Any change in the size of offer for sale (OFS)
requiring fresh filing will be based on only
one of the criteria — either issue size in rupee
or number of shares.
 Aim: To facilitate ease of doing business for
companies planning IPOs
 Further, promoter group entities and non-
individual shareholders holding more than 5
per cent of the post-offer equity share capital
can be permitted to contribute towards the
shortfall in minimum promoters’
contribution (MPC) without being identified
as a promoter.
 Companies promoted by entrepreneurs often
have several rounds of funding prior to listing
their equity shares on the stock exchanges.
 In such situations, the promoters’ holding
may fall short of the minimum promoter
contribution i.e., 20% of the post-offer
equity share capital.
 While the current ICDR (Issue of
Capital and Disclosure Requirements) rule
permits certain categories of investors to
contribute equity shares held by them
towards the shortfall, further flexibility has
been provided.

 After two decades of negotiations and with
collective support, this treaty has been
adopted at the multilateral fora,with a
consensus among more than 150 countries.
 The treaty requires a patent application to
disclose any invention that they claim uses
genetic resources.
 It would be necessary for each contracting
party to demand that applicants provide the
nation of origin or source of the genetic
materials.
 In cases where an innovation asserted in a
patent application is grounded upon
customary knowledge linked to genetic
resources, all parties involved shall oblige
applicants to identify the Indigenous Peoples
or local community, as appropriate, that
contributed the customary knowledge.
 WIPO is one of the 15 specialised agencies of
the United Nations (UN) works to promote
protect intellectual property (IP) across the
world by cooperating with countries as well
as international organisations.

 Russia, the fifth-largest producer,
experienced a 5.7% decline to 6.2 million
tonnes.
 India’s modern steel industry began in 1875
with the Kulti plant near Kolkata. Jamsetji
Tata established India’s first modern steel
plant, Tata Steel, in Jamshedpur in 1907.

launches in India
 Saurabh H Mehta from New Delhi has
