EXECUTIVE ORDER NO. 2024-009


AN ORDER REORGANIZING THE MEMBERS OF BARANGAY- DRUG ABUSE
COUNCIL (BADAC) INCLUDING THE BARANGAY ANTI-DRUG ABUSE
COMMITTEE AUXILLARY TEAM (BAT) OF BARANGAY MAMBATANGAN,
MANOLO FORTICH BUKIDNON.

WHEREAS, drug related incidents have been constantly present in our country and resulted in
multiple crime incidents. Despite the effort of the PNP and other law enforcement agencies of the
government, their lingering presence threatens the peace and order in communities nationwide;

WHEREAS, the barangay as the first line of defense, should lead the fight against illegal
drugs through the campaign,” MAMAYAN, Sugpuin ang illegal na Droga “MASID”.

WHEREAS, the government of today is seriously addressing this problem arise not only in our
locality but in the entire Philippines had been observing this kind of dilemma that faced of;

WHEREAS, in order this problem of drug addiction, the Barangay officials, their principal
responsibilities in support of overall government efforts to address peace and order, particularly to
curb illegal drugs and other substances is to strengthen the organization of barangay Anti-Drug
Abuse Council
As one of Anti-Crime Bodies to help out to combat this difficulty that we experienced.

NOW, THEREFORE, I EDWARD D. DAMPAL Punong Barangay of MAMBATANGAN,


Municipality of Manolo Fortich, Bukidnon by the virtue of powers vested by me in law, do hereby
reorganize The Barangay Anti-Drug Abuse Councils to include the BADAC Auxiliary team, to wit:

Section 1. Composition Barangay Anti-Drug Abuse Councils to include the BADAC

SECTION 2. POWER AND FUNCTION


 Conduct regular meetings at least once a month and call for special meeting
whenever necessary;
 Plan, strategize, implement and evaluate programs and projects on drug abuse
prevention in the Barangay;
 Organize BADAC Auxiliary Team to compose and id number of 25 members per
2,000 Population of the Barangay representing streets, puroks, subdivisions and
sitios;
 Orient the BADAC Auxiliary Team of their roles and function and I formulating
plan of action to address the problem.
 Equip Barangay Tanods and BADAC Auxiliary Team on their roles and functions
in the campaign against street- level illegal drugs trade through seminars and
training ;
 Coordinate and collaborate with institutions implementing programs and project
on Drug Abuse prevention at the Barangay level;
 Continuously gather and update data on all drugs related incidents and its effect
on the peace and order situation in the barangay including listing of suspected
drug users and pushers;
 Submit a monthly report to the Municipal Anti-Drug Abuse Council copy
Furnished DILG Municipal Office;
 Refer suspected drugs users to MADAC and other institutions for corresponding
counseling and /or rehabilitation;
 Conduct an information, Education Campaign (IEC) on illegal drug demand
reduction;
 Monitor disposition and progress of drug-related cases filed; and
 Perform such other related function.

Prepare and maintain a use or suspected users, pushers, and financers and /or protectors of
illegal drugs Special Operations Task Force (AIDSOTF); and
Established rehabilitation referral desks and process application for rehabilitation of drug
dependents.
Pre-Operations
Identification of drug house clusters, work, places, streets, puroks and sitios where
Manufacturer, delivery, sale or use of illegal are being conducted and to report the same
immediately to the PNP o Philippines drug Enforcement Agency (PDEA).
Conduct administrative searches of suspected drug dens/ laboratories.
Conduct briefings, meetings, prior to the launching of operation to ensure positive results and
safety of the operating team and the community.

During Operation
The elected barangay official presents during the operation shall execute an affidavit and act
as witness in court hearing in the prosecution of drug cases.
Submit report of drug Clearing Operations conducted , if any, to the Municipal Anti-drug
Abuse Council copy furnished the DILG Municipal Anti- Drug Abuse

For operations conducted / initiated by the PDEA/PNP, an elected barangay official should be
involved immediately after the raid and be present to stand as witness during the conducting of
inventory.

ROLES AND RESPONSIBILITY


Coordinate and collaborate with other institutions in the barangay if, any, (I.E. Barangay
Intelligence Network (BIN),” the eye in the barangay “Barangay Peace Keeping Action Team
(BPAT), etc. in implementing Programs and projects in Anti-illegal drug Abuse.

Conduct consultative meeting with organization in the barangay, such as the Parents,
Teachers, Community Association (PTCA), Youth Groups, Boys and Girls Scouts, religious
organization, senior citizen, home owner association, puroks, and tricycle operators, and
drivers associations (TODA) and other organizations existing in the community to get them
commitment to assist in curbing the drug menace in the community.

Strengthen the family by promoting values, parental care , guidance that will prevent children
from attempting to an/ or use of prohibited drugs

Conduct necessary seminars for the community on the dangers of illegal Drugs in coordination
with the PNP;

Empower the community in reporting drugs related cases through an award/ commendation
system; and

Identify and implement sustainable livelihood projects as a reintegration Program to former


drugs pusher and drug addicts.

SECTION 4. MEETING
The meeting will be done regularly at least once a month.
SECTION 5. SECRETARIAT
The secretariat of the Barangay Anti-Drug Abuse Council shall be the Barangay Secretary to be
assisted by the Barangay Treasurer as the case maybe.
SECTION 6. FUNDING ALLOCATION
The barangay Council will set aside a funding allocation to support programs, projects and
meetings of the Barangay Anti-Drug Abuse Council.
