1 GENERAL

1.1 INTRODUCTION

1.1.1 GENERAL PROVISION

It is the intent of these Specifications and accompanying Plan(s) to describe


and set forth the details of technical matters such as performance,
capacities, construction, equipment, material, etc., required for building a
vessel suitable for carrying Liquefied Natural Gas (LNG).

The vessel to be designed, constructed, equipped, tested and delivered to


the Buyer by the Builder in accordance with the Contract, these
Specifications and Plan(s).

The Builder to furnish the vessel all items required by the Rules and
Regulations as specified in section 1.6 "CLASSIFICATION, RULES AND
REGULATIONS, GUIDELINES AND RECOMMENDATIONS ", except those
items specifically stated herein as to be supplied by the Buyer.

The details which are not mentioned in these Specifications but which are
essential for a vessel of this class to be furnished in accordance with the
current Builder's practice.

Any requirement of the Buyer, which is in excess of the requirements of the


contents of these Specifications to be subject to the adjustment of the
contract price, deadweight, delivery date and/or any other items, if any, as
the case may be.

If any item(s) is mentioned twice or more in these Specifications, it is to be


understood that this item(s) will be supplied and/or equipped only once.

If any inconsistency is found between the Contract and these Specifications,


and/or these Specifications and Plan(s), the former is to prevail and govern
unless otherwise specifically agreed.

It is regarded that chapter "1. GENERAL" prevails whole other chapters of


these specifications.
In the event of conflict or inconsistency between the terms of the parts of the
Specifications, the Hull part to prevail in respect of hull items, the Machinery
part in respect of machinery items, the Electrical part in respect of electrical
items, and the cargo part in respect of cargo plant items.

Any amendment or change in the Rules and Regulations as specified in


section 1.6 "CLASSIFICATION, RULES AND REGULATIONS, GUIDELINES
AND RECOMMENDATIONS", coming into effect after signing the contract, is
to be carried out subject to adjustment of the contract price, deadweight,
delivery date or any other item, if any, as the case may be.

Any amendment or change in these Specifications and/or Plan(s) to be


treated similar to above.

If the Buyer will desire to apply the said amendments and/or changes to the
vessel, the Builder will submit a written document stating their effect on the
contract price, deadweight, delivery date or any other items, if any, as the
case may be.

Amendment and change to come into effect after agreement has been
reached between the Buyer and the Builder, and a written consent has been
signed by both parties.

Amendment and change to be recorded in a memorandum or a written


document signed by the Buyer and the Builder, will be supplements to these
Specifications.

Metric system to be adopted for designing and construction of hull, machinery


and equipment unless otherwise specifically stated in these Specifications.

The draught of the vessel specified in these Specifications to be of moulded


figure unless otherwise specifically stated.

The deadweight of the vessel is specified in section 1.4 of these


Specifications.

All plans, booklets, name plates, caution/identification plates and whatever


documents required for implementation of the Specifications to be in English.

If any other language than English is required by any reason whatsoever, the
text of translation to be provided by the Buyer and the cost incurred
therefrom to be borne by the Buyer.

The Plan(s) listed below to form an integral part of these Specifications.

1.1.2 GENERAL DESCRIPTION OF VESSEL

The vessel to be designed and constructed as a type 2G ship specified in


IGC code, suitable for carrying LNG of which vapour pressures are within the
range from atmospheric pressure to 0.25 bar g.

The vessel to be of continuous deck with trunk/without forecastle and to have


a bulbous bow, lowered mooring deck, transom stern, open water type stern
frame, single rudder and single screw propeller driven directly by a steam
turbine.

The engine room and all living quarters including navigation bridge to be
located aft.

The suitable house to be located on the trunk deck to accommodate


compressor room and cargo treatment system as shown on the General
Arrangement Plan.

The cargo area to be of double decks, double hull, and cofferdams which are
located at forward and after part of cargo area and between cargo tanks with
double bottom construction, and consist of four (4) center cargo tanks with
Gaz-Transport & Technigaz(GTT) MARK III membrane system.

Aft part and forward part of ship to be designated as fuel oil tanks (Fuel oil
means heavy fuel oil unless otherwise specified) and other miscellaneous
tanks and compartments to be arranged as shown on the General
Arrangement Plan.

Under trunk deck passageways to be provided port and starboard for access
over the cargo tank length of the vessel. These passageways to be also used
as pipe and cable passages where practical.

Pipe duct to be arranged in the center of double bottom in way of cargo area
as shown on the General Arrangement.

Water ballast tanks to be arranged in side and bottom of cargo tanks and
peak tanks as shown on the General Arrangement Plan.

1.2 TRADING AREA

The vessel to be designed to meet the ship/shore compatibility in following


LNG terminals for this size of vessel as far as practicable. Buyer shall furnish
all information concerning ship/shore facilities as soon as possible so as not
to disturb Builder’s progression and development of the basic design.
However, the Builder shall assist to get the required data within the time
schedule, and the minor modification of the vessels may be made, if
any.

- Mooring force calculation, layout and including fender reaction force
- Parallel middle body with fender contact area matching in ship’s
conditions
- Working range of gangway (high and low), landing position and
envelope, with detailed arrangement
- Working range of loading & discharging arm (high and low), and
envelope, with detailed arrangement
- Ship/shore communication (including Optical Fiber Data Link)
- Emergency shutdown system
- Fire Fighting
- Storage and crane, etc
- Breasting Dolphin(BD) layout including equipment
- Mooring Dolphin(MD) layout including equipment
- Alongside of terminals(Port and Starboard side)
- Tidal level(High and Low) of terminal
- Other information of terminals(Depth of water, Weather criteria, etc.)
- Any special navigation or working light requirements on the ship
According to the SIGTTO Port Information, this size of vessel does not meet
the Port requirement for the following LNG terminals.

1.4 DEADWEIGHT AND CAPACITY

1.4.1 DEADWEIGHT

★ The deadweight in sea water (specific gravity of 1.025) to be about 74,293


metric tons at the design draught of 11.35.

The deadweight to be calculated before delivery by subtracting the


lightweight of the vessel from the displacement at the assigned draught.

The lightweight, i.e. the weight of:

— The empty ship


— Spare parts and inventories according to the requirements of the Class
and other contractual Regulatory Bodies
— Oil and water inside the machinery, tanks, vessels, heat exchangers,
pipes and valves in the engine room directly related to main steam
turbine based on the minimum quantity necessary for main steam turbine
starting.

The deadweight thus to include:

— Cargo and/or ballast water


— Fuel oil, gas oil, lubricating oil, fresh water, distilled water, stern tube
cooling water and all other system oil/lubricating oil in pipes and tanks
except those mentioned in lightweight column.
— Spare parts and inventories in excess of the requirements of the class
and other contractual Regulatory Bodies
— Tools and test equipment
— Crew, their luggage and effects
— Provisions
— Stores of all kinds
— Spare anchor, spare propeller and propeller shaft, if fitted
— All other outfitting items supplied by the Buyer, if any

Note : The volume of water ballast tanks specified above means only

Ballast capacity and distribution to be sufficient to allow the vessel to achieve


even keel arrival in ballast with the required amounts of heel in the cargo
tanks and with consumables at 50% capacity plus three days reserve.

1.5.1 MAIN PROPULSION

1.5.2 SPEED

*** Service speed at the design draught of 11.35 m and at normal continuous
rating (36,000 SHP) of steam turbine with 21% sea margin at the condition of
clean bottom in calm and deep sea to be 19.54 knots.

1.5.3 FUEL OIL CONSUMPTION

Daily fuel oil consumption at normal continuous rating (36,000 SHP) of steam
turbine to be about 181.44 metric tons based on fuel oil of 10,280 kcal/kg in
higher calorific value and ISO reference for above draught condition.

1.5.4 DURATION OF CRUISE

Duration of cruise at normal continuous rating (36,000 SHP) of steam turbine


and on the condition of the fuel oil consumption only for propulsion using full
bunker (based on heavy fuel oil; specific gravity of 0.97, 10,280 kcal/kg
higher calorific value, filling ratio of 95%, dead oil 50 ton, margin 15%)
except boil off gas to be about 27 days plus 3 days margin.

1.5.5 CRUISING RANGE

Cruising range on the condition of above mentioned duration of cruise and


service speed of 19.7 knots to be about 13,000 sea miles, plus 3 days
reserve

1.6.1 CLASSIFICATION

*** The vessel including its hull, machinery and equipment to be built under the
survey of the Classification Society of the Lloyd's Register of Shipping and to
be classed and registered as +100A1 Liquefied Gas Tanker Ship type 2G,
Methane in membrane tanks suitable for S.G. up to 0.5, Max. Vapour
Pressure 0.25 bar g, Minimum Cargo Temperature Minus 163℃, *IWS,
"ShipRight(SDA, FDA+, CM)", +LMC, UMS, ICC, NAV1, IBS, SCM, TCM,
BWMP(S), EP, LI with descriptive notes "pt HT steel".

1.6.2 RULES AND REGULATIONS

*** The vessel to be registered in a port of Bahama and to be built in compliance


with the following Rules and Regulations which are in force at the date of
signing the contract.

IMO amendments coming into effect and becoming compulsorily applicable to


this type of Vessel up to 31st December 2010 as defined in the Lloyds
publication “Future IMO legislation 2003” dated February 2003 shall apply.

The Builder to pay the charges for official measurements, certification above
stated and Classification but the registration of the vessel to be of the Buyer's
responsibility.

One(1) original and three(3) copies of each certificate to be provided.

Should any of such certificates be not available at the time of the delivery of
the vessel, the Builder to obtain and furnish to the Buyer such temporary
certificates in order to serve the needs of the Buyer until the certificates are
available.

Shipboard Oil Pollution Emergency Plan(SOPEP) to be prepared by the


Buyer, and The Builder to be provided the available plans and
information.

1.8 MODEL TESTS

The hull model to be tested in a tank basin at Hyundai Marine Research


Institute for following tests/measurements.
— Resistance test at the ballast and design draughts
— Self propulsion test at the ballast and design draughts
— A three dimensional wake survey at the ballast and the design draught.
— Flow line paint test at the service speed and at design draught
— Cavitation test with design propeller at the ballast and the design draught.
— Seakeeping test at the ballast and the design draught in irregular waves
of sea state 5, 6 and 7.
Heave, pitch and speed loss in head sea to be measured.
— Manoeuvring (Planar motion mechanism) tests and manoeuvring
simulation at service speed at the ballast and design draughts.
The simulation to be made turning (35/35 deg.), spiral (10-10deg.) and
zigzag (10-10 deg.) characteristics
— Open water test with design propeller
— Smoke visualization test
— Self propulsion test with design propeller at the ballast and design
draughts.
— Hull pressure fluctuation measurements at the design draught and ballast
draught at service speed.
The test results to be submitted for the Buyer's reference.

1.9 TRIM & STABILITY AND LOADING COMPUTER


1.9.1 TRIM AND STABILITY

The preliminary trim and stability calculation to be submitted to the Buyer as


soon as possible for the Buyer's consideration for the following loading
conditions.
1) Light ship
2) Docking condition with arrival bunker
3) Ballast condition, departure and arrival
4) Full loaded condition with LNG (98%, s.g. : 0.47), departure and arrival
5) Following group loading conditions (s.g. : 0.47), departure and arrival
— One tank loading condition
— Two tanks loading condition
— Three tanks loading condition
6) Round trip condition (Qatar – UK, Qatar – Lake Charles)
7) Ballast water exchange condition (sequence)
8) Bow thruster check condition
9) Stern tube check condition
For each calculation, bunker and other consumable supplies are presumed
as follows:
— At departure :

For the adjustment of trim, stability, bending moment and shear force at the
above loading conditions, ballast water may be partially and/or fully loaded, if

Should other loading conditions be envisaged, they might be considered

structural soundness, etc.

Final trim and stability calculation on above mentioned loading conditions to


be carried out based on the position of center of gravity of the vessel
obtained from inclining experiment and submitted to the Buyer.

1.9.2 LOADING COMPUTER

A loading computer to be provided giving accurate information at any


selected distribution of cargo, ballast, bunkers, etc., on longitudinal still water
bending moment and shear forces at multiple points, trim, weight and GM
values.

Information on damage conditions to be provided.

The system to be capable of off-line and on-line operation with levels and
capacities of cargo tanks, ballast tanks, distilled water tank, fresh water tank
connected to the loading computer for following calculation functions.

1.11 NOISE LEVELS AND VIBRATION

1.11.1 NOISE LEVELS

Sound insulation and isolation treatment to be provided as necessary to keep


noise levels within the following values at normal sea going condition:
— Machinery spaces 110 dB (A)
— Engine control room 75 dB (A)
— Work shop in engine room 85 dB (A)
— Cargo control room 60 dB (A)
— Galley and pantry, without food processing
equipment operating 70 dB (A)
— Wheelhouse including chart space 65 dB (A)
— Private cabin 60 dB (A)
— Mess and recreation rooms and offices 65 dB (A)
All other areas shall comply with IMO Resolution A.468 (XII) "Code on Noise
Levels on Board Ships 1981.

The noise level measurements to be carried out when the vessel is running
ahead steadily at 90% MCR of steam turbine during sea trial under the
following conditions and at MCR of steam turbine for reference only.

— Machinery unnecessary for normal navigation to be stopped.


— Mechanical ventilation and air-conditioning equipment shall be in normal
operation.
— All doors and windows of the room to be closed.
— No intermittent sound and noise to be included. (i.e. from air horn,
sanitary flushing, laundry machine, emergency generator, telephone,
speaker, foot-step noise in stair and corridor space, etc.)
— The measurement to be taken at a height of 1.2 m to 1.6 m above deck
in the center of each room.
— Mean value of graduations on the meter to be taken as the noise level.
An inter-cabin noise reduction level of 45 dB(A) to be provided between each
cabin and between cabins and public spaces.

If the noise level exceeds above the specified value, the Builder to make
necessary improvement to a practical extent mutually agreed between the
Buyer and the Builder.

1.11.2 VIBRATION

The vibration levels in accommodation area to be within the range "Adverse


comments not probable" zone as defined by ISO 6954-1984(E) “Guidelines
for the evaluation of vertical and horizontal vibration in merchant ships (peak
values)” with the vessel in the sea trial condition with normal continuous
rating of main steam turbine

Whole ship vibration analysis shall be carried out during detail design stage
and the results to be submitted to the Buyer for reference.

The torsional vibrational characteristics of the complete drive line for all
forward and astern modes of operation to be calculated in accordance with
the requirements of the Classification Society.

If vibration level exceeds the defined criteria, the Builder to make necessary
improvement to a practical extent mutually agreed between the Buyer and the
Builder.

The Builder shall prepare a schedule for recording the level of noise and
vibration and measurements shall be done in accordance with IMO
resolutions A.343 (IX) and A.468 (XII).

Vibration test to be carried out during sea trials, to establish resonant


frequencies of hull girder and deckhouse and ensure they lie outside the
normal vessel operating conditions.

Exciter test to be carried out for the hull girder and superstructure in
accordance with Builder's practice.

1.12 DRAWINGS, INSTRUCTION BOOKS AND OPERATINON MANUALS

1.12.1 PLANS FOR APPROVAL

All drawings, Specifications and other documents relating to the vessel to be


written in English, and all values throughout these documents to be
expressed in SI units.

Four(4) copies of the Builder's key plans and the major maker's plans to be
submitted to the Buyer for approval in accordance with "LIST OF DRAWING
FOR APPROVAL".

The Builder's standard Plans and subcontractors' or makers' Plans may be


used as working Plans or Plans for approval.

Providing there is no revision between first vessel of the series and other
remained vessel(s), the Plans and materials for the remained vessel(s) not to
be subject to the Buyer's approval except the items required by the
Classification Society or Regulatory Bodies.

A copy of the technical correspondence between the Builder and


Classification Society regarding approval of basic design, between the
Builder and Gaz-Transport & Technigaz(GTT) regarding license of cargo
containment to be sent to the Buyer representative for reference, if the
Buyer shall require.

1.12.2 FINAL PLAN

At the time of delivery of the vessel, four(4) copies of the final plans to be
furnished to the Buyer for each ship in accordance with "LIST OF FINISHED
PLANS".

In addition, two(2) copies of following drawings to be furnished to the

Four(4) copies of instruction books of the vessel's major machinery,


equipment and system to be furnished to the Buyer in accordance with "LIST
OF FINISHED PLANS".

Three(3) copies of cargo operation manual to be furnished to the Buyer.

Builder to submit the draft of operating manual for Cargo and for Machinery,
as required by the STCW and IGC Codes, for Buyer's approval.
Draft to be submitted to the Buyer at least six(6) months before delivery.

The Builder also to prepare three(3) sets of data booklets for the hull,
machinery and electric equipment giving the name/address of makers and
references to such information as maintenance instruction books and/or
spare parts list.

1.13 INSPECTION, TRIALS AND COMMISSIONING


The inspection, test and trial during construction of the vessel to be carried
out by the Builder and/or the maker at the maker's shop or onboard in
accordance with the requirements of the Classification Society and/or the
Regulatory Bodies concerned to demonstrate satisfactory workmanship,
suitability for the purpose intended and compliance with the Specifications in
the presence of the surveyor of the Regulatory Bodies as far as they are
concerned and in the presence of the Buyer's representative who is informed
by the Builder to attend the inspection, test or trial.
The list of inspection and test items to be submitted to the Buyer for approval
in advance construction schedule of vessel. The construction schedule is to
be submitted to the Buyer’s representative.
Preliminary schedule for shop test to be informed at least one(1) month
prior and detailed schedule to be informed at least two(2) weeks prior.
The Buyer to inform the Builder of the machinery which requires the Buyer's
attendance at the maker's shop test so that the Builder inform the Buyer of
the shop test schedule.
The inspections, tests and trials to be carried out under prevailing
circumstance and the results can be corrected according to design condition,
if necessary.
The Buyer's representative on receipt of the information, not to delay
unreasonably to attend the inspection, test or trial so that the delayed
attendance of the Buyer's representative may not disturb the Builder's
construction schedule.
The Builder shall give the Buyer’s superintendent a notice in advance as
to the test and inspection which the Buyer’s superintendent shall
attend. If the Buyer’s superintendent is unable to attend, such
inspections and tests to be performed in the presence of the Builder’s
inspector and/or the Classification Society’s surveyor if required, and
such party or parties attended being satisfied, The Buyer shall accept
the results as submitted.
The demonstration for unfamiliar supplier’s equipments to be carried
out during the opportunity of onboard test, sea trial, etc. with the
cooperation of the Builder and manufacturer. Any additional
demonstration to be minimized and mutually agreed to avoid
interruption of building schedule.
The results of these inspections, tests and trials to be submitted to the Buyer
as necessary.
As to the details of inspection and test of machinery and electric equipment
and installations, refer to relevant part.
All onboard test to be carried out according to the Buyer approved test
procedure including purpose, procedure and criteria.

All onboard test to be carried out under the proper piping, cabling and
arrangement etc. unless physically difficult to carried out.

1.13.1 INCLINING EXPERIMENT

The inclining experiment to be carried out upon the substantial completion of


the vessel in the presence of the Buyer's representative and the
Classification Society's surveyor and the result to be presented to the Buyer
together with all necessary information for the calculation of the trim and
stability under varied loading condition, as well as for the measurement of the
lightship weight and resulting deadweight.

The inclining experiment to be carried out for the first vessel only subject to
the approval of the Classification Society.

The results to be submitted to the Classification Society for approval.

1.13.2 DRY DOCKING

The vessel to be dry-docked within three(3) weeks of the commencement of


sea trial.

1.13.3 DOCK SIDE TRIAL OF STEAM TURBINE

The dock side trial of the steam turbine to be carried out prior to the sea trial
in accordance with the SNAME Technical Bulletin C-8 “Code on Installation
and Shop Tests” on a suitable draught while the vessel is moored.

1.13.4 OFFICIAL SEA TRIAL

When the vessel is substantially completed, the official sea trial to be carried
out by the Builder in accordance with the sea trial schedule and test
procedures submitted to the Buyer prior to sea trial.

The sea trial to be carried out at the even keel condition as much as
possible and at the ballast draught corresponding to the model test report.

The speed at the sea trial to be measured by a conventional measured mile


course or a D.G.P.S.

The speed trial results to be corrected based on BSRA method. But if


the weather condition exceeds Beaufort Scale 3, wave correction to be
applied by ISO method.

The speed and power curves and a complete report of the trials to be
furnished to the Buyer prior to official vessel delivery.

During the sea trial following test and trials, as well as other items required
by the Classification and/or the Regulatory Bodies concerned to be
conducted.

cleaning of filters etc. to be carried out, after the sea trial with overhauling
in accordance with mutual discussion/agreement between the Buyer and the
Builder.

1.14 MATERIAL AND WORKMANSHIP

1.14.1 MATERIAL

Materials, machinery, equipment, appurtenance and outfit to be of normal


shipbuilding and marine engineering quality, tested, inspected and
certificated as required by the Classification Society and Regulatory Bodies
concerned.

Physical dimension and chemical composition of material, equipment,


machinery, etc. to be generally in accordance with KS/JIS, the Builder's
standard and the maker's standard as long as the standards are not
inconsistent with the requirements of the Classification and/or Regulatory
Bodies concerned.

Maker's standard type, size and material of machinery, equipment, and


fittings to be adopted in a way satisfying the requirements of these
Specifications in principle.

All material and equipment to be used must be new.

The Builder shall propose only those manufacturers for the major equipment
who are properly equipped to meet the requirements of the Specification,
which includes :
- satisfactory performance records (current experience)
- quality assurance system
- international reputation
- proper technical support
- after sale services network, and
- anticipated spare availability for a minimum of 10 years
Wherever the Builder's Specifications states differently from the Specification
of selected and agreed maker, such part of the Specifications shall be
changed accordingly to follow that of maker provided such a Specification is
not the items to be readily changeable by the request of the Builder but firm
and fixed maker's special standard design.

Grease nipples to be of ball type (JIS B 1575 A-PT 1/8 or equivalent type,
material : brass).

Stainless steel described without grade notation means SUS 304.

1.14.2 WORKMANSHIP

The vessel to be built in accordance with the shipbuilding practice and


workmanship of the Builder's yard, which has been approved as required by
the Classification Society.

1.15 BUYER'S SUPPLY

1.15.1 ITEMS TO BE INSTALLED

The Buyer shall supply, and the Builder shall install onboard the Vessel, the
following items in the manner as more fully provided in the Contract.

Installation manual and packing list to be in English.


— Entertainment equipment as mentioned, in these specifications, if any as
the Buyer's supply
1.15.2 ITEMS TO BE STOWED

The Builder shall provide guidance for the Buyer and/or its sub-suppliers to
cooperate with the Builder.

The Builder also shall assist the Buyer to arrange the following items in order
on the vessel by providing such as crane lift services etc.
— Hoses, steel wires, mooring ropes other than those mentioned in these
Specifications
— Charts, nautical and radio station books, house flag and national flag
— Consumable stores required for her maiden voyage
— Medicine and medical equipment
— Boatswain's and Carpenter's tools other than those mentioned in these
Specifications
— Chandlery (soaps, lamp oil, etc.)
— Bedding and linen (blankets, sheets, covers, etc.)
— Napery (serviettes, table clothes, etc.)
— Cooks and steward's utensils (crockery, cutlery, silverware, earthenware,
glasses, pots, pans, etc.)
— Lubricants, grease/hydraulic oil, working oil and other consumable liquid
necessary for her maiden voyage
— Portable tank cleaning machine and portable gas freeing fan
— Four(4) pairs of seven(7)-power binoculars

1.15.3 ADDITIONAL ITEMS

In case the Buyer requires to store and/or install any additional stowage
and/or equipment in addition to the items listed here-above (i.e. ; 1.15.1
and/or 1.15.2), the cost required for placing them onboard and/or the cost of
foundation(s), seat(s), and lashing facilitie(s) if required for them to be borne
by the Buyer.

1.16 SHIP’S MODEL

One(1) sets of ship’s model, with a scale of 1/250, to be provided for each
vessel.
