1. Project Overview
This scope of work document is meant to clarify the division of responsibility between Saturn Power and the
selected EPC Subcontractor. Furthermore, the intention is to explicitly outline the details of these
responsibilities, to a reasonable degree, for transparency and effective communication between the parties.

2. EPC Responsibilities
The selected EPC subcontractor (Subcontractor) will be responsible for all work outlined in this scope of work
document and as summarized in Table 1 – Responsibilities Summary. Subcontractor acknowledges that the scope
of work identifies the basic requirements for the project; however, that it is understood the project is inclusive
of all work required to successfully interconnect and commission the project to the agreed location for Point of
Change of Ownership in accordance to the performance and design requirements identified in the scope of work
and in accordance with all applicable codes, regulations, and industry accepted standards. Subcontractor shall
construct the Project in accordance with the applicable and latest engineering, environmental, construction,
safety and electrical generation codes and Industry Standards including the following, as applicable:
General Provisions
Subcontractor shall adhere to all site safety regulations and reporting standards including the following
requirements:
• Provide all site signage demarking required PPE and access controls
• Wearing of all necessary PPE as marked at the site, including all subcontractors
• Providing daily work plans and progress reports to Saturn project manager and coordinate subcontractor
safety briefings

Subcontractor shall also be responsible for the construction site supervision/project management and the
following general provisions:
• Subcontractor shall follow and abide by all provided OEM installation manuals
• Subcontractor shall comply with site security and access measures, as outlined in this scope of work
• Subcontractor shall possess up-to-date and sufficient general liability and WSIB compliance
• Subcontractor shall schedule and facilitate all required electrical and building permitting & inspections
• Any deviation from the design shall be approved by Saturn prior to installation by the Subcontractor
• Subcontractor shall respect the neighbouring properties and avoid any encroachment and trespassing
• If working in easement areas, the working area or any such area where conservation authority or any
such entity is involved, Subcontractor shall follow all necessary precautions and guidelines, and reinstate
the area in question back to its original condition, upon job completion
• Subcontractor shall supply and operate all necessary site amenities for the duration of construction,
including site trailers/offices, temporary sanitation facilities, any necessary on-site generators, waste
collection and removal, and water access
• Subcontractor shall label all equipment to meet safety codes & requirements
o Each cable shall be identified by circuit number, phase, and location of the opposite end
o The identification tags shall be of a permanent type and securely attached to the cable
o All inverters, transformers, junction boxes, electrical panels, cabinets, disconnects and other
major equipment shall be labelled in a permanent fashion, showing equipment or load
identification and circuit feeds, voltage, phase, amperage, and other pertinent information
• All equipment shall be selected with a minimum 25-year service life expectancy
• Subcontractor is encouraged to provide an alternate or equivalent design if efficiencies and production
gains can be identified
o Subcontractor shall provide substantive evidence of these gains and efficiencies
• All specifications of equipment and design changes shall be reviewed and approved by Saturn
o Saturn shall not unreasonably deny proposed changes
• Supply of all necessary equipment and tools to perform items in this scope of work shall be the
responsibility of the Subcontractor
• Subcontractor shall obtain pre-construction photographs immediately in advance of commencement
of construction and provide a set to Saturn
• Subcontractor shall provide list of material sources for all materials supplied by Subcontractor
• Subcontractor shall comply with all stamped project drawings
• Maintaining control of the receipt, use and final disposition of all Saturn-supplied materials in
accordance with regulatory procedures
• Provide meeting minutes for all discussions and meetings held with sub contractors and suppliers
• Inform Saturn within 24 hours of issues which may lead to delays or claims
• Inform Saturn with 24 hours of any overruns and/or underruns

• Saturn will monitor and review the quality of Subcontractor’s work to confirm that the Subcontractor is
discharging its obligations and responsibilities under the Contract. Saturn will notify the Subcontractor
of any deficiencies in the construction of the Project, instructing the Subcontractor to take appropriate
corrective measures and confirming and reporting the results of the corrective measures
• Subcontractor shall deliver their deliverables in a timely and accurate manner such as shop and
construction drawings all relevant details
• Identify and track any design related issues maintaining sufficient supporting documentation
• Monitor environmental construction related permits to check that they are obtained and adhered to
Equipment Supply
Subcontractor shall be responsible for supplying all equipment specified in this document. This includes
sourcing, shipping, receiving and storing of equipment to the necessary specifications. Subcontractor shall
design systems with best efforts to maximize efficiency and output of the solar facility. All equipment shall be
approved by Saturn prior to procurement and all designs shall be stamped by a Professional Engineer, licenced
in the province of Saskatchewan. Subcontractor shall procure and supply all ancillary hardware required to
connect and operate the project. In addition, Subcontractor shall stack and return in good condition any excess
material supplied by Saturn.
• Subcontractor shall be responsible for preparation of staging area and appropriate traffic control
measures
• Subcontractor shall inspect all received equipment for packaging defects, or other damage that may
have been incurred during transit or before
• Saturn project managers shall be notified within 24 hours upon receipt of damaged equipment
Pile Installation
Subcontractor shall receive, stage and install all piles for the solar facility. Receiving and staging of piles shall be
done according to Receiving & Staging of Equipment. Subcontractor shall be responsible for installation of piles
according to the following requirements:
• Subcontractor shall survey site, locate and flag array blocks corners as per site drawings
• Subcontractor shall survey site, locate and flag centers of piles as per site drawings

• Piles shall be driven to OEM standards as outlined in the foundation design, with the following
parameters in mind:
o Option 1 – Solar Flex Rack – W8x10 Piles, Ungalvanized, 18.75ft length:
▪ Embedment depth – 13’
▪ Number of piles – 3575
▪ Number of racks – 715
▪ Module attachment – Direct bolt
o Option 2 – Polar Racking – 5.5” OD, 0.361WT, Round Piles, Ungalvanized, 19ft length:
▪ Embedment depth – 13’
▪ Number of piles – 3850
▪ Number of racks – 770
▪ Module attachment – Top bolt
• Piles shall be installed to the specified grade and alignment as outlined in final foundation design
documents
• 8 refusals were encountered (of 52 piles) during the pull testing, Subcontractor shall follow installation
guidelines specific to refusals as outlined in OEM manuals
o Refusals will be dealt with as they arise on site with the foundation designer. Refusal mitigation
plan includes the following measures, which Subcontractor shall consider and bid separate prices
for each:
▪ Load test and cut off
▪ Drill and backfill pile
▪ Add concrete collar to pile
• Additional refusals on site shall be documented and the Saturn Power contact as outlined in the Contract
shall be notified within 24 hours
o Documentation shall include video and photographic evidence as well as a detailed report of the
location and nature of the refusal encountered
• If the pile length is to be adjusted on site, Subcontractor shall inform Saturn well in advance and discuss
proposed plan prior to adjusting length to review implications
Racking Installation
Subcontractor shall receive, stage and install all racking for the solar facility. Receiving and staging of racking
shall be done according to Receiving & Staging of Equipment. Subcontractor shall be responsible for installation of
racking according to the following requirements:
Module Installation
Subcontractor shall receive, stage and install all modules for the solar facility. Receiving and staging of modules
shall be done according to Receiving & Staging of Equipment. Subcontractor shall be responsible for installation of
modules according to the following requirements:
Inverter Installation
Subcontractor shall receive, stage and install all inverters (Sungrow SG250HX) for the solar facility. Receiving
and staging of inverters shall be done according to Receiving & Staging of Equipment. Subcontractor shall be
responsible for installation of inverters according to the following requirements:
• Inverters shall be installed as specified in site design package and OEM installation manual
• Subcontractor shall be responsible for supply of Unistrut or equivalent, as well as all necessary hardware
to mount inverters
• Inverters shall be mounted beside tables to avoid shading to the system
• Subcontractor shall be responsible for supply and install of all auxiliary hardware necessary for inverter
connections, such as but not limited to; Y-connectors, OT/DT terminals
• Subcontractor shall supply all cables and terminations and other miscellaneous hardware necessary for
routing and installation of cables
• Any defects shall be reported to Saturn Power project manager within 24 hours and the cable shall be
removed and replaced, cable repairs or splicing shall not be allowed
• The entire AC run from inverters to switchgears shall not exceed 1.0% average voltage drop between all
runs
• The entire DC run from modules to inverters shall not exceed 0.8% average voltage drop between all
runs

• The depth of the trench shall be constructed to the appropriate depth and bedding specifications, as
outlined in the CEC
• All conduit shall be sealed to prevent rodent/weather from entering
• Grounding cable and rods around transformer shall be pulled and installed according to CEC and
Grounding
Electrical Terminations
All electrical terminations shall be executed by Subcontractor. Subcontractor shall be responsible for procuring,
receiving and installing insulating foam or equivalent weather/rodent protection inside all cable entries. All
components shall have appropriate load, voltage and current ratings. In addition, Subcontractor shall adhere to
the following termination requirements.
2.9.3. Grounding
All non-current carrying metal parts and device enclosures in the facility shall be grounded. Subcontractor shall
design ground grid as well as grounding/bonding throughout the site. Subcontractor shall supply and install all
ground and bond site according to the following requirements:

• All ground conductors shall be stranded copper and may be bare if exposed or protected by a conduit
sleeve and green insulated if in a raceway along with the circuit conductors.
• Ground lugs shall be mechanical and acceptable for copper conductor termination
• Equipment grounding conductors shall be routed with the direct phase conductors
• Module mounting structure and junction, or combiner boxes shall be grounded per CEC requirements
• Subcontractor shall procure, supply and install all required grounding rods
• All below grade connections shall be exothermic and UL listed for direct burial applications
• Transformers and inverters units shall be bonded to the ground ring
Site Fencing
Subcontractor shall supply, receive, stage and install all fencing for the solar facility. Receiving and staging of
fencing shall be done according to Receiving & Staging of Equipment. Subcontractor shall be responsible for
installation of fencing according to the following requirements:
• Fencing shall be constructed according to supplied site design package, to a minimum height of 6 feet of
fence mesh topped with 1 foot of 3 strand barbed wire
• Subcontractor shall provide and install secured man gates as required by CEC
• Subcontractor shall provide and install warning signs and restricted access signage as required by CEC
• Subcontractor shall provide and install lockable vehicle access gates at all access roads as required by
CEC
Civil/Site Work
Subcontractor shall approach all site and civil work from a standpoint of minimizing site impact and disturbance.
To adhere to this, Subcontractor shall maintain a photo log of pre- and post- construction site conditions.
Furthermore, subcontractor shall adhere to the following requirements:
• Subcontractor shall abide by all municipal requirements surrounding fugitive dust and emissions control
• Erosion control shall be implemented as outlined in the Saturn Power Erosion Control Plan or to a higher
standard
• Reseeding of the site shall be an appropriate mixture of native grass blends
• Subcontractor shall construct (if necessary) and maintain, in serviceable condition, all temporary access
roadways
• Subcontractor shall be responsible for the collection and containment of spoils during excavation
activities
• Spoils not used for backfilling upon completion of construction are to be disposed of by Subcontractor
in compliance with all applicable laws

• Subcontractor shall leave the parking areas in the same or better condition that what was found at the
commencement of construction.
• Subcontractor shall fix all pavement, utility lines, concrete, roadway and landscaping that is damaged as
a result of project construction to an equal or better condition than before damage was incurred
• Subcontractor shall construct access roads as per municipal fire codes
• Subcontractor shall be responsible for removal of rock piles and old foundation present on site
• Subcontractor shall use the designated laydown area to a reasonable extent to minimize site impact
• MV Pads shall be constructed according to required size and strength so as to satisfy Saskatchewan
building code and support all equipment to be installed on the pad
• All concrete foundations shall be designed according to applicable specifications and stamped by a
qualified Professional Engineer of Saskatchewan
• All equipment shall be set on pads bedded with crushed rock or other means to prevent entrance by
rodents
• The surrounding earth shall be disturbed as little as possible and sloped to provide drainage away from
the foundation
• All equipment shall be dead front with an external “Caution” sign visible to anyone attempting entry,
and a “Danger” sign visible when the enclosure is open, in accordance with ANSI Z535.2 or equivalent
• All equipment shall have ground nut provision for each phase
• If necessary, as per CEC voltage requirements, Subcontractor shall supply and install kirk keys for MV
station isolation procedures
o AlsoEnergy
o Cachelan
• Subcontractor shall ensure compliance with SaskPower monitoring and SCADA requirements
• Subcontractor shall provide a power factor control system at the Point of Change of Ownership to adhere
to SaskPower Connection Impact Assessment and technical requirements
• SCADA shall be a hardwired system
• SCADA system shall be approved by Saturn Power prior to purchase
• SCADA system shall be protected by an uninterruptible power supply (UPS) enabling the system to
survive power outages up to 4 hours
• System shall include all required features, hardware and software, including communication
requirements, to remotely monitor and control the performance of the Project and shut down the facility
in case of emergency or restart the facility after a fault, power outage or grid disturbance
HV & Interconnection
Subcontractor shall supply, receive, stage and install all interconnection, high-voltage and auxiliary equipment
for the connection of the solar facility. Receiving and staging of interconnection equipment shall be done
according to Receiving & Staging of Equipment. Subcontractor shall be responsible for active communication with
SaskPower and satisfying the utility requirements. Subcontractor shall supply, receive, store and install
equipment according to the following requirements:
• Subcontractor shall comply with the terms of the interconnection requirements and fulfill all application,
study and testing procedures to complete the interconnection process
• All costs associated with the electrical interconnection shall be borne by the Subcontractor
• Lightning arresters, surge arresters and power fuses shall be rated to appropriate loads, voltages and
currents

• Current transformers (CT’s), potential transformers (PT’s), bypass switches (if necessary), metering
cabinet and other metering equipment shall all satisfy SaskPower requirements and be rated to
appropriate loads, voltages and currents
• PT’s secondary circuits (relaying and metering) shall be connected in a wiring cabinet and on test
switches (in the protection/control panels)
• Recloser, load break switch, load break switch fuses, directional fault indicators shall be rated to
appropriate loads, voltages and currents
• Subcontractor shall install wood poles (if necessary) with guys, along with required hardware according
to requirements set forth by the utility
• Power quality meter for power factor control shall meet SaskPower power factor control requirements
• Station service, grounding transformer and all grounding required shall be rated to appropriate loads,
voltages and currents
• High voltage bus, ACSR conductors, power cables and high voltage terminations, kits, control cables,
communications cables, cable trays, conduits, cable supports, conductor and cable markers, terminals,
lugs, strain supports, clamps, shall be rated to appropriate loads, voltages and currents
• Equipment specifications and switching locations shall be approved by Saturn and SaskPower
• Every cable shall be meggered and hi-pot tested and ensured to be within acceptable limits
• Phase rotation shall be confirmed by the Subcontractor prior to terminations
• The main substation will also include a grounding grid interfacing with the grounding system of the
complete facility, fencing, and other necessary components
Commissioning
Subcontractor shall commission the project according to industry standards. In addition, Subcontractor shall
submit to Saturn a commissioning plan for approval. The plan shall satisfy all SaskPower requirements, as well
as address the following requirements:
system must be functional independently of the SCADA system. The power factor system/scheme must meet
SaskPower requirements and expectations and operate at a standard power factor of 0.9.
• Final competition shall only be reached after a punchlist rectification period which all items are rectified
• Weekly meetings shall be held between Saturn Power and the Subcontractor’s dedicated project
manager to discuss project progress
• Subcontractor shall submit weekly reports discussing progress as well as provide photographs of
completed activities
In addition to these requirements, during construction, certain milestones require a QC sign off. This sign off
will designate approval and adherence to all construction requirements, and shall be required for the following
installations:
• Module installation
• Racking & foundation installation
• Trenching & cabling installation
• Electrical termination for inverters, MV skids and HV equipment
Subcontractor shall present a quality assurance and control plan for Saturn Power review and approval.
