1. PURPOSE

a) To establish good working practices, and standards for Post Governance of LT ABC Schemes and
save network for damages through tampering

2. OBJECTIVE
Following are the intended objectives of the SOP

 Keep close monitoring of theft infested ABC converted areas


 Save ABC network from tampering/damages
 Reduce the Commercial losses
 Improve Safety

4. RESPONSIBILITIES
4.1 GM/DGM (Commercial)

4.1.1 GM/DGM must be cognizant of all IBC activities, including Post Governance of LT ABC Network.

4.1.2 The role shall be delegated up to the GM, in case of Low Loss IBC, and/or non-functional DGM
hierarchy, briefed as under:

a) The respective GM/DGMs keep close eye on commercial losses of the IBC and especially LT
ABC converted schemes.
b) Cascade and assign slots down the line as per the requirement within IBC sections.
c) Enable all their direct reports to be as productive as possible by identifying impediments and
red tape and focalize effective strategies for post governance.
d) Coordination with GM/DGM Technical for requirement of resources

4.2 Manager IBC

4.2.1 Manager will act as a Team Lead and will oversee all the functions of AM/DM including
the following roles:
 To ensure proper data analysis on monthly basis
 Identification of patrolling targets effectively and efficiently.
 Ensuring sub-ordinates are aware of all relevant SOPs for scope of work.
 Raise critical on-site issues promptly with DGM/GM, HSE and relevant stakeholders
 Coordination with projects/technical department for mapping activity during ABC or Post ABC
conversion
 Coordination with Smart Grid department for availability/upkeeping of AMR meter
 Ensure TBT at center and provide trainings to field staff for regular day to day operation
performed with safety

4.3 Deputy Manager / Assistant Manager IBC


 Conduct TBT at center and ensure On site TBT using tool box talk risk identification card (TRIC)
 Monitor and supervise all site patrolling activities with utmost regards to personnel safety.
 Identify kunda infested areas by analyzing loss bearing pockets & transformers beforehand and
target the same for patrolling
 Promoting a conducive work environment, while making sure all set targets are met.
 Request additional resources from Manager as per the extent of work.

 Communicating hindrance/resistance faced during execution to Manager promptly.


 Coordinate with RC/DC section for removal of isolated individual hook.
 Report progress at EOD to the Manager and maintain records of same.
*The additional duties / jobs may be assigned by Managers as per requirement of project.

5. PROCEDURE
5.1 AMR Meter Availability
 GM/DGM Commercial IBCs shall ensure availability of AMRs Meters on Complete feeder
where ABC is being or has been converted
 GM/DGM Commercial IBCs shall ensure upkeeping of AMR meters on regular/day to day
basis
 Any transformer where AMR meter is not available or there seems any connectivity issue
same shall immediately be resolved in coordination with smart grid department
 Smart Grid Department shall perform troubleshooting within a day
 Feeder level AMR shall be monitored continuously
 Optionally, IBC can propose and install additional check meter for suspected spans /area to
pin-point the wrongdoers

5.2 Consumer Mapping


 Consumer mapping of ABC conversion scheme shall be carried out at the time of execution
of LT ABC Scheme
 Technical/Projects Department involve in conversion of bare conductor into LT ABC shall
coordinate with IBC for verification of consumer mapping
 IBC shall biannually update/verify the consumer mapping of transformer
 Consumer mapping verification shall be on transformer level
 Technical team (DGM CM) shall communicate any change of feeding to commercial
department within same day. Mapping of same shall be shared with commercial team for
update accordingly. Please refer clause 7.4 for consumer mapping change template

5.3 Commercial Losses


 GM/DGM IBC shall keep an active eye on network that has been converted into LT ABC
 Post monthly losses of ABC Network shall not increase in comparison with pre losses
 Pre and Post ABC conversion monthly comparison shall be performed by IBC
 Top 100 transformers on monthly basis shall be identified for patrolling and Kunda Removal
Drive where losses are increased or not reduced after conversion into ABC. Template for
working on commercial losses is provided in clause 7.1
 Improvements shall also be monitored after attempting remedial actions as provided in
clause 5.4 and below. Refer clause 7.2 for improvement comparison

5.4 Patrolling and Kunda Removal Drive


• Monthly patrolling of top 100 transformers shall be carried out by IBC RPR teams and it shall
be continuous monitoring activity
• Identification of habitual customers shall be communicated to respective AM/Manager for
legal action or FIR registration
• Proof (picture/video) of hook usage by chronic customer shall be acquired
• Identification of Kunda Infested areas shall be communicated to respective AM/Manager for
Kunda Removal Drive using Police Mobile
• At EOD, a progress report is to be prepared and shared to the manager and above, detailing
the stats of the operation. Please refer clause 7.3 for patrolling report template

5.5 Irregular Billing (IRB)


• The identified metered theft, traced to a consumer; is liable for the payment of IRB up to a
period of 03 months, or 06 months accompanied by an FIR against said consumer as per the
official policy governing the same.
• It is critical that all incidents of theft are recorded or photographed and must be maintained
in the library for the processing of IRBs.
• In case of non-metered theft, i.e. where the illegal connection is untraceable, the same shall
be identified and informed to officials responsible for Kunda removal drive so that same
cable must be removed to its maximum extent and confiscated.
• Confirm cases of puncturing ABC or other infrastructure must incur costs on the perpetrator
or power thief in addition to an IRB.

5.6 Network Improvements


• Identified deteriorated network shall be provided to technical team for replacement through
system Improvement proposals or corrective actions as deemed necessary
• Technical team shall coordinate closely with commercial team to identify areas where with
the help of network modification Hooks can be eliminated or loss can be reduced
• Segregation of High Loss transformers shall be planned annually
• Tail end spans may be removed if they are without any service and causing easy access for
hook connection for surrounding areas.
• Regular monitoring of transformer load shall be carried out by respective technical
department and system improvement proposal shall be planned/initiated in coordination
with relevant stakeholders.
• SOP for Service Connection and Meter Installation shall be followed for providing new
connection on ABC Network.

5.7 ABC Repair/Replacement Criteria


• Repair of ABC network shall be carried out using pre insulated sleeves only and PVC tapping
of joint is not allowed in any case. Pre insulated sleeves may be used for repair of damaged
cable caused due to individual hook

• Two joints per span per phase shall be tolerated however in case of any additional joint
complete span shall be replaced
• In case of illegal connection is tapped using Insulation Piercing Connector (IPC) than illegal
service cable shall be removed up-to maximum possible extent
• ABC deteriorated/punctured spans shall be replaced by technical department (CM/PM)
• ABC spans may also be replaced during preventive maintenance, if required
• Preventive maintenance department shall include LT ABC spans replacement requirement
during their planning/survey activity and same shall be executed with APM shutdown

6. SECURITY AND SAFETY


• Considering the nature of the patrolling job, the team members must be attentive at all times,
especially in anticipation of an aggressive response from the residents in the more sensitive
theft prone areas, which may lead to verbal abuse and even physical assault.

• In the unfortunate scenario of physical assault on the team or any other KE personnel, the
manager must be immediately intimated, who will further report it to HSE and DGM/GM
promptly.

• While the first aid of the assaulted KE personnel(s) should be paramount, it is also imperative
that an FIR be lodged against the perpetrators at the earliest, which mandates the witness of
the damages and/or wounds of said assault in their full severity, first hand by the Sub
Inspector or Head Constable (minimum) of the concerned Police Station. The FIR procedure
will then generally proceed for the Medical Report (proof), which consequently entails first
aid.

• This not only serves to cement the accurate version of the incident, but also gives legal
precedence to concerned IBC official in case a counter FIR is lodged by the culprits.

• GM/DGM IBC shall coordination with security department for support, if required.

• The team/personal assigned for patrolling shall take precautions before dispatch and during
field activity

• Mobile Phones / mode of contact shall be available and active for maintaining contact with
relevant AM/DM

• Line Isolation SOP (KDTP-P602-20-05, latest applicable) shall be followed while performing
any job on HT/LT distribution network

6.1 PPE & SPE Requirements

 KE approved rubber insulated gloves Class’0’ for Lineman working on LT mains and Meter
installation.
 KE approved rubber insulated gloves Class’2’ for Lineman working on HT/Composite
Lines.
 Leather Protective Gloves for Lineman.
 Working Gloves for Karkun and labor for material handling and ground jobs.
 Safety Shoes for all execution labor, Supervisor and site AM/DM.
 Front position full body harness along with lanyard to be worn by Lineman for working on
height
 Face Shield will be used especially in jobs where flash is a hazard or where needed.
 Safety Goggles to be used as and when required.
 Safety Helmets to be worn by all KE/PQC personnel on-site.
 Live Line Tester and Short & Ground Rods.
 KE Standard Uniform.

7. REPORTING TEMPLATE
7.1 Commercial Losses

7.1.1 The purpose of this template is to analyze ABC converted high loss PMTs/SS and selection will be
in descending order for patrolling and other remedial measures.

7.3.1 The purpose of this template is to prepare patrolling report of LT ABC converted transformers.
Target of completing whole PMT in one go shall be preferred. This template shall be signed by

7.4 Mapping Report
