Rc.No. RC.No.16021/129/2021-D1 dated 20/03/2023

Sir/Madam,

Sub Jagananna Vidya Deevena – Few colleges are insisting on payment of fee by
eligible students belonging to SC/ST/BC/EBC/Minority communities even before
they are released the fee by the government – Request not to do so – Regarding.

Ref Complaints received from the parents of students of the Colleges

****
It is brought to notice of this office by many parents of students, who applied
for the Jagananna Vidya Deevena scheme that their college is insisting on payment of
tuition fee and special fee to the college by the students and is also levying penalty on
late payment, without waiting till the government releases the fee to the bank accounts
of the mothers of eligible students.
If true, this is highly irregular, as it will cause unnecessary stress on poor
parents and the students, as they cannot afford to pay the fee in advance to the college.
As per norms, the mother has to pay the fee to the college within seven days of
receipt of the same from the government under Jagananna Vidya Deevena scheme.
Insisting on advance payment of fee by the College goes against the very
concept of extending financial assistance under the JVD scheme.
Hence, it is requested not to insist on payment of the fee by the students/parents
before the disbursement of Jagananna Vidya Deevena amounts by the government.
