Safety Integrity Level (SIL) Classification and Verification


SIL Classification and Verification study services from MEC

The basic purpose of the safety instrumented level (SIL) classification is to determine whether a Safety Instrumented Function (SIF)
was needed or not, and if the other independent protection layers were sufficient for controlling risk to As Low As Reasonably
Practicable (ALARP), and then classify the SIL rating for each SIF to mitigate the risk to tolerable level.

The concept of SIL rating has been developed over time and is now an integral part of the engineering design in most process related
industries. The accepted methods are laid out in various standards including:

IEC 61508 Functional Safety of Electrical/Electronic/Programmable Electronic Safety-Related Systems; and


IEC 61511 Functional Safety: Safety Instrumented Systems for the Process Industry Sector.

These documents set out the minimum requirements for Safety Instrumented Systems (SIS) and the individual SIF that makes up the
SIS.

SIL Classification study is usually carried out to ensure reliability of SIS system, which actually plays the most important role to
prevent accident from an initial event such as overpressure, over filling, overflow. If function of a SIS system is properly classified,
then:
It helps to ensure reliability of safety instrumented functions in a SIS system.
Reducing process risk to tolerable level.

protection layers. That help more accurate quantitative risk analysis. It also prevent over design and reducing project investing
and operating cost.

When SIL classification is needed?


Normally, the SIL classification study should be conducted in:
FEED design stage as a basic requirement for SIS system.
During the normal operation, the SIL classification study should be performed when changes or modifications are applied to the
facilities.
After completed SIL classification, SIL Verification calculations have been performed. This determine the SIL rating for each SIF by
using database for failure rates of system components. This also provides for evaluation of architectural constraints to IEC 61508/IEC
61511.

Our Approach
Depend on cuscomer’s demand, MEC are able to carry out both qualitative and quantitative SIL classification study according to IEC
61508/IEC 61511 standards.
Qualitative SIL classification study – is using risk grahp to select SIL for each safety instrumented function SIF.
Quantitative SIL classification study – is using quantitative LOPA study and quantitative consequence analysis to select SIL for
each safety instrumented function SIF.

We begin our SIL classification study with a review of the available technical documents such as HAZOP study reports, Cause and Effect
diagram, P&ID diagram to support our analysis.

Depend on customer’s choice between qualitative or quantitative SIL classification, MEC shall facilitate SIL classification workshop as
following:
Qualitative SIL classification study steps:
Step 1: Review of the available technical documents such as HAZOP study reports, Cause and Effect diagram, P&ID diagram.
Step 2: Working with customer/end user to determine Risk graphs defination and parameters ranking.
Step 3: Prepare and confirm safety function list.
Step 4: Identify all demand scenarios where the SIF needed to be activated
Step 5: Determine protection layers.
Step 6: Analys protection layers to determine independent protection layers IPL.
Step 7: Determine Risk Reduction Factor for IPLs.
Step 8: Determine Consequence of demand scenarios.
Step 8: Select SIL for each safety instrumented functions. - the final SIL was the highest SIL identified from the various
scenarios related to this SIF.
Step 9: Define Safety Requirement Specification according to IEC-61511.
Step 10: Issue SIL classification study report.

Quantitative SIL classification study steps:


Step 1: Technical documents such as HAZOP study reports, Cause and Effect diagram, P&ID diagram.
Step 2: Working with customer/end user to determine tolerable risk. Decide the Target Mitigated Event Likelihood (TMEL) for
each SIF with respect to personnel safety (S), environment (E), and commercial asset (C).
Step 3: Prepare and confirm safety function list.
Step 4: Identify all demand scenarios and its frequency where the SIF needed to be activated.
Step 5: Determine protection layers.
Step 6: Analys protection layers to determine independent protection layers IPL.
Step 7: Using Fault Tree method to carry out quantitative Layer Protection Analysis that resulting Likelyhood analysis.
Step 8: Using Event Tree method to carry out Consequence Analysis to determine Consequence of demand scenarios.
Step 9: Calculate the PFD;
Step 10: Select SIL for each safety instrumented functions - the final SIL was the highest SIL identified from the various
scenarios related to this SIF.
Step 11: Define Safety Requirement Specification according to IEC-61511.
Step 12: Issue SIL classification study report.

SIL Verification
After the SIL Classification and SIS system and each SIF designed, but before any safety functions of SIS are implemented, the
performance requirements of the safety functions must be verified against the requirements as documented in the Safety Requirement
Specification. SIL verification shall be carried out to comply with functional safety standards including:

IEC 61508 Functional Safety of Electrical/Electronic/Programmable Electronic Safety-Related Systems; and


IEC 61511 Functional Safety: Safety Instrumented Systems for the Process Industry Sector.
