1. Floods are not new to India and this sub-continent, but in recent years the problem has
received much greater attention perhaps largely because it has led to much greater
damage than in the past. Even though information on the impending occurrence of
floods is now more accurate and certainly more timely, often there is very little or support
infrastructure in place by which damage can be minimised. This is particularly true in the
case of flash floods resulting from sudden and excessive heavy rain.
2. In the case of India, flooding is very much a function of the seasonal nature of our
rainfall. The monsoons are spread over a short period during the year and often bring a
concentrated volume of rain, which cannot be absorbed by the earth and finds outlet
only in the form of streams that join up with our major river systems. One major factor
that could lead to a higher severity of flooding in the future is the danger of climate
change which happens due to increased concentration of greenhouse gases. It could
happen that the Indian subcontinent witnesses and suffers the effects of a significantly
changed pattern of monsoons. One set of scientists has estimated that the monsoon
could be shorter in duration but far more intensive.
3. At the local level also human actions have heightened the danger of flood through the
cutting of trees in the mountains as well as in the plains. In the case of India, the
ecological damage through deforestation of the Himalayas has led to large- scale
erosion of the mountain slopes and high levels of siltation. This leads to deposition of silt
on the river beds in the plains and hence spill over of water whenever the volume in the
river reaches a certain level. With siltation on the river beds, flooding occurs even at very
shallow water levels. The vulnerability of the population has increased substantially
because of population pressures, symbolised, for instance, by the stubborn and perhaps
helpless settling of slum dwellers on the banks of the river Yamuna in Delhi.

4. Flood forecasting is critical to minimising the damage from floods. It is for this reason
that the Central Water Commission has set up a network of forecasting stations, which
cover the most important flood prone inter-state rivers in the country. These stations
produce forecasts that are used to alert the public to mobilise various official agencies so
that they take both preventive as well as relief measures whenever required. However,
even in cases where forecasts have been timely and generally accurate, people have
often been reluctant to move away, because in most cases they lack the means and
physical options for moving away from a danger zone to a one that is relatively safe. In
the case of flash floods, forecasts are difficult to make and often the time available for
relief is very short.

1. Every single day, in over 80 countries worldwide, more than 11,500 ICRC field staff are
making a difference to people facing the consequences of conflict and violence. An
independent and neutral organisation, the ICRC is financed mainly by donations from
governments, National Red Cross and Red Crescent societies, supranational
organisations ( such as the European Commission) , regional organisations, municipal
authorities, the private sector and members of the public. All funding is voluntary.
2. The ICRC’s activities are based on assessments done by teams on the ground of the
needs of people in its operations worldwide. Donors contribute according to these needs
and have the opportunity to specify which country or programme they want to support
when making a donation; however, we cannot accept donations for a specific school,
village, project, groups of individuals or a specific area in a country.
3. At the end of each year, the ICRC launches two budget appeals to cover its activities in
the field and at the headquarters during the coming year. Apart from this, annual
emergency appeals alert donors to the suffering of millions of people and show what we
are doing to help these people, build their resilience and prevent further violations of the
rights.
4. The ICRC does not wait to receive funds before it responds to urgent needs in the field
and counts on the goodwill of its contributors to provide the funds as quickly as possible.
The ICRC’s annual budget in recent years has been in the region of one billion Swiss
francs. The ICRC accounts for its funding and expenditure in its annual report which is
available to the public.
5. Since its inception in 1863, the ICRC traditionally delt with States. After World War II,
there was a rise in non International armed conflicts ( civil wars) and internal violence.

Consequently, in line with its role as a neutral, impartial humanitarian actor which is in
dialogue with all parties in situations of armed conflict, the ICRC started engaging with
non-state bodies such as armed groups and other actors like NGOs.

From the late nineteenth century, the British colonial government in east Africa also
encouraged local peasant communities to expand cultivation. As cultivation expanded,
pasturelands were turned into cultivated fields. In pre-colonial times, the Maasai
pastoralists had dominated their agricultural neighbours both economically and
politically. By the end of colonial rule the situation had reversed. Large areas of grazing
land were also turned into game reserves like the Maasai Mara and Samburu National

The Peninsular plateau is a tableland composed of the old crystalline, igneous and metamorphic
rocks. It was formed due to the breaking and drifting of the Gondwana land and thus, making it a part
of the oldest landmass. The plateau has broad and shallow valleys and rounded hills. This plateau
consists of two broad divisions, namely, the Central Highlands and the Deccan Plateau. The part of
the Peninsular plateau lying to the north of the Narmada river, covering a major area of the Malwa

Je suis au lycée depuis deux ans et l’allemand ne m’a jamais intéressé. Je l’ai trouvé
