The Shanghai Automotive Industry Corporation (SAIC) wanted to invest the funds so
they could participate in the joint venture of new car models and automotive
technologies (R&D).
At this point, the company was desperate and needed to make a deal. MG Rover
was out of money and it is speculative if they were truly committed to a deal with
either SAIC or TATA Motors.
If MG Rover had been successful in winning the £120 million loan from the
government the outcome probably would not have been different. The company
had accumulated debts of £1.3 billion and more than 6,000 individuals were
unemployed. There would not have been enough funds to keep the company going and
prevent the SFO investigation.

The Phoenix Four managed to maintain their salaries and compensation packages
during the times of job losses. They received total compensation in the amount of £42
million over five years. Although the amount of compensation was said to be small by
the American bailout standards, it was excessive.
WHAT DO YOU THINK THE OUTCOME SHOULD HAVE BEEN FOR THE
PHOENIX FOUR?
The SFO did not find grounds for criminal prosecution. In my perspective the
outcome should not be different.
