1.0 Introduction

We feel pleasure to implement Mutual Aid Emergency Response Plan (MAERP)


among the Shell, PSO and CAA based at IAP.
MAERP is one-step forward to support each member of OMCs and CAA in case of
an Emergency. Health, Environment and Safety, (HES) is our common objective
and must be given First Priority.

1.1 Purpose

For members to jointly assist each other in any emergency.

1.2 Scope

Emergencies in the premises of services stations and surrounding areas of


member companies/Agencies, which may pose a threat to life, property,
environment and their ability to conduct business.

1.4 ASSOCIATE MEMBER

Membership can be offered to other operators at the airport subject to the


approval by all OMC’(Shell &PSO) and CAA.

2.0 Definitions

2.1 Emergency
A situation or a potential situation, which may adversely affect a member or
member (s).

2.2 Emergency types

 Fire

 Oil Spill

 Medical emergency

 Bomb Treat

 Natural Calamities / Riot and War

2.3 Minor Emergency

An Emergency that can be dealt with effectively by a member from within its own
resources.

2.4 Major Emergency

Emergencies that cannot be dealt with effectively by a member from within its
own resources and therefore require assistance from other members and
outside agencies.

3.0 Organisation

MAERP operates through the forum of IAP Oil marketing Companies(Shell


Aviation, PSO and CAA .

MAERP comprises of following two committees:-

 Working Group Committee


 Site Working Committee

3.1 Working Group Committee

It comprises of heads of all Oil Marketing Companies and CAA based at IAP who
shall meet on as and when required basis to review proposals /
recommendations made by Site Working Committee.

3.2 Site Working Committee

It comprises of focal points nominated by each member company, & who will
meet once in a Quarter or as and when required basis and prepare action plans
concerning HES and Joint Fire / Emergency drills and other relevant issues.

4.0 Resources

4.1 Communication

Telephone. will be used for proper communication. Each member has to inform
others in case of an emergency by using telephone/Mobile #.

4.2 Medical Aid

Medical aid will be arranged by the members in accordance with the resource
list.

4.3 Traffic Control

Each member company have to control traffic and give direction to other
companies for their assistance.

4.4 Right to Invoke MAERP Resource

Affected member will invoke the MAERP and all other members will respond by
immediate assembly at the assembly point of affected member along with
manpower, fire-fighting equipment, and oil spill clean up equipment, Personal
Protective Equipment, and transport committed by each member as per the
resources list. See page # 23

4.5 Costs and Liability

Cost of resource utilised will be reimbursed by the user member, based on cost
of replacement.

List of resource utilised must be verified by the user members with in one week
of the emergency, which will form basis of the reimbursement claim.

Cost of resource utilised, in an emergency outside the premises of member


companies, will be shared equally amongst all members.

Expenses incurred by member companies in setting up MAERP and allied matters


will also are shared equally amongst all members.4.6 Emergencies outside
the Premises

In the event of an emergency outside the premises of member companies, the


member who first reaches the emergency site will assume the role of the
affected member who will invoke the MAERP and will be responsible for Traffic
Control.

4.7 Review / Critique

Must follow, through a meeting called by the affected member at its premises,
within one week of MAERP being invoked.

4.8 Incident Log Sheet

Messages sent, received and actions taken, with date and time, will be recorded
on the Incident Log Sheet (appendix-B) by all members.

5.0 Responsibility for Personal Injury and Damage to Property

Injury to a person or damage to property, because of an emergency, shall be the


sole responsibility of the member company to which the individual or property
belongs.

6.0 Public Affairs

The affected member, only, will deal with the Civil Administration, News or Media,
etc.

7.0 Training

 Fire Fighting training, (in-house & joint).

 Orientation of Mutual Aid Emergency Response Teams (MAERTs) with each others

Fuel Farm / service stations.

 Mock MAERP drills once a quarter - follow up review and remedial action plan.

 Maintain training records.

8.0 Plan update

 MAERP will be reviewed annually for effectiveness and updated accordingly.
