Subject: License Amendment Request 24-02 for the Approval of an Amendment to

Material License SNM-2010 to Revise License Condition 10.k and Approval of
Revision 14 of the ETC Movement Plan for Transportation of Classified
Centrifuge Components and/or Materials between the Tripartite Countries and
the Treaty Partners US and France

In accordance 10 CFR 70.34, Louisiana Energy Services (LES), dba Urenco USA (UUSA),
hereby requests approval of an amendment to Materials License SNM-2010 to revise License
Condition 10.k to approve and incorporate Revision 14 of the ETC Movement Plan for
Transportation of Classified Centrifuge Components and/or Materials between the Tripartite
Countries and the Treaty Partners US and France.

Enclosure 1 provides the background, proposed change and basis for the change. Enclosure 2
includes Revision 14 of the Movement Plan.

Enclosures 1 & 2 contain Security-Related Information and disclosure to the public could
present a security vulnerability. UUSA requests that these enclosures be withheld from public
disclosure in accordance with 10 CFR 2.390(d)(1).
