Because of local demand for 25f stamps for
mailing Christmas greeting card abroad, the
Director of Posts ordered that 20,000 copies of
No. 27 be surcharged “25” in Arabic for emer-
gency use. This surcharge was applied locally,
using a hand numbering machine. All copies
were sold at post office counters between
Dec. 13 and Dec. 24, and the majority were
