DEFINITIONS
Major Classification. – Organizations registering under this program shall be classified primarily into:
(a) YOUTH ORGANIZATION – shall refer to an organization with members in good standing entirely composed of
the youth, whose ages range from fifteen (15) to thirty (30) years old with a core advocacy that serves the
youth.
(b) YOUTH SERVING ORGANIZATION – shall refer to registered organization with members in good standing 1
whose principal programs, projects and activities are youth-related and youth-oriented, and whose
composition are not limited to the youth. The organization should be duly recognized or accredited either
by proper national or local government registering entities.

Organizational Level. – Registering organizations shall be classified according to their scope of membership and
operations, as follows:
(a) NATIONAL ORGANIZATION – a youth organization or youth-serving organization with members coming from
the three (3) island groups, and whose major programs are national in nature and scope
(b) INTER-REGIONAL ORGANIZATION – a youth organization or youth-serving organization with members
coming from at least two (2) regions but not from the three (3) island groups, and whose major programs
are either regional or national in nature and scope.
(c) REGIONAL ORGANIZATION – a youth organization or youth-serving organization with members coming from
at least two (2) provinces within a region and whose major programs are regional in nature and scope
(d) PROVINCIAL ORGANIZATION – a youth organization or youth-serving organization with members coming
from at least two (2) cities and/or municipalities of a province and whose major programs are provincial in
nature and scope
(e) CITY/MUNICIPAL ORGANIZATION – a youth organization or youth-serving organization with members
coming from at least two (2) barangays of a city or a municipality and who’s major

Sub-Classification. – Registering organizations shall be further classified according to the majority of its membership,
as follows:

(a) COMMUNITY-BASED ORGANIZATION – refers to a youth organization or youth-serving organization whose
programs, projects and membership are based only in a certain locality or community.
(b) FAITH-BASED ORGANIZATION – refers to a youth organization or youth-serving organization whose
membership belongs to a certain religion or sect or religious belief.
(c) SCHOOL-BASED ORGANIZATION – refers to a youth organization or youth-serving organization whose
membership are students belonging to schools, universities or colleges legally recognized by the state.
(d) CONSORTIUM/ FEDERATION – a youth organization or youth-serving organization whose members are at
least two (2) youth organizations and youth-serving organizations which agreed to consolidate their efforts
to pursue a common interest.
BRIEF DESCRIPTION & OBJECTIVES (maximum of 300 words only)

The Kamunggay-Lusbak Youth Association (KLYA) is a vibrant and progressive organization devoted to the
empowerment and development of the youth in Sitio Kamunggay and Sitio Lusbak. The association is built on the
pillars of leadership, community service, cultural enrichment, and environmental sustainability, aiming to shape the
future leaders of our community. KLYA strives to provide a nurturing platform for young individuals to develop their
skills, realize their potential, and contribute positively to society. Their mission is to inspire and equip the youth with
the necessary tools to become proactive, informed, and responsible citizens. KLYA envision a community where the
youth are empowered to lead, innovate, and drive sustainable change, ensuring a prosperous and harmonious
future for the youth.

SUBMISSION OF REQUIREMENTS
The documentary requirements of registering youth organizations and youth-serving organizations may be
submitted to the appropriate office:

(a) Those municipal or city organizations shall apply for registration at their respective Municipal or City Youth
Development Office, the designated personnel, in the absence of an LYDO, or its equivalent;
(b) Those provincial organizations shall apply for registration at their respective Provincial Youth Development
Office, the designated personnel, in the absence of an LYDO, or its equivalent;
(c) Those regional and national organizations, and consortiums and federations shall apply for registration to
the National Youth Commission.

In the absence of a Local Youth Development Office or its equivalent in a certain local government unit, the
organization may apply for special registration and verification with the National Youth Commission. The president
of the organization shall put into writing, addressing to the NYC Commission Proper through the YORP Secretariat,
their request for special registration and verification:

CONSTITUTION AND BY-LAWS OF
KAMUNGGAY-LUSBAK YOUTH ASSOCIATION
Established May 03, 2023 Adopted June 20,2023

Article I. Name
Section 1. This organization shall be known as Kamunggay-Lusbak Youth Association
a. Throughout this document, this organization shall be referred to as KLYA

Article II. Vision, Mission, and Objectives


Section 1. The organization shall envision an inclusive environment where every young
person can thrive and contribute meaningfully to the well-being and growth of their
community.
Section 2. The organization shall pursue to engage and empower local youth through
education, mentorship, and community involvement, fostering leadership skills and
civic responsibility for a brighter, more connected community.
Section 3. The organization shall have the following objectives:
a. Create safe spaces for youth to express themselves, build relationships, and
collaborate on community-based projects.
b. Advocate for youth voice and representation in local decision-making
processes.
c. Organize community service projects to instill a sense of responsibility and
empathy while addressing local needs.

Article III. Membership


Section 1. Any individual who meets the following qualifications shall be eligible to
become a member of the organization:
a. A member who is Fifteen (15) to Thirty (30) years of age.
b. A member residing at Purok 3 and Purok 4 bearing the sitio names of Sitio
Lusbak and Sitio Kamunggay at barangay Bacong in the municipality of
Anda in the province of Bohol, Philippines.
c. A member who expresses a commitment to the mission and values of the
organization.

Section 2. In order to become a member, a qualified candidate shall:

a. Register to the Katipunan ng Kabataan Profiling obliged by the


Sangguniang Kabataan Council of Barangay Bacong.
b. Must register to the List of Members in Good
Standing of the Youth Organization Registration Program
c. Must submit to the organization his personal information for the organization
profiling.

Section 3. The Secretary

The secretary shall keep the organization's membership roster. All official
decisions, processes, and actions of the organization, including but not limited
to meetings, elections, and communication, must be accurately and up-to-
date recorded by the Secretary. In addition, the secretary will be responsible
for maintaining the organization's bylaws and constitution, making sure they
are regularly examined for correctness, applicability, and conformity with legal
requirements. They will assist in implementing any suggested changes or
additions to the bylaws and constitution in accordance with the established
protocols.

Section 4. Attendance Requirements

a. Members are expected to attend 50 % of scheduled meetings and events


per year to maintain an active status.
b. Excused absences may be granted by the Board of Officers for valid reasons
such as illness, family emergencies, or educational commitments.
c. Members failing to meet attendance requirements without valid excuse may
be subject to probation or removal from the Organization.

Section 5. Voluntary Withdrawal

a. Members may resign from the Organization at any time by submitting a


written resignation to the Secretary.
b. Resigning members shall not be entitled to a refund of dues paid for the
current term.

Section 6. Force Removal of Members

a. Grounds for Force Removal


Members may be subject to force removal from the KLYA (hereinafter referred
to as "the Organization") for any of the following reasons:
i. Gross misconduct, including but not limited to acts of violence,
harassment, theft, or dishonesty.
ii. Persistent violation of the constitution and bylaws of the Organization.
iii. Conduct detrimental to the reputation or objectives of the
Organization.
iv. Failure to comply with disciplinary actions imposed by the Board of
Officers.
v. Any other actions deemed by the Board of Officers to warrant force
removal are in the best interests of the Organization.

b. Procedure for Force Removal


i. Any member of the Organization may submit a written complaint
against another member alleging grounds for force removal to the
Board of Officers.
ii. Upon receipt of a written complaint, the Board of Officers shall conduct
a thorough investigation to determine the validity of the allegations.
iii. The member against whom the complaint is made shall be provided
with a written notice of the allegations and given an opportunity to
respond.
iv. Following the investigation and review of the members’ response, the
Board of Officers shall convene a meeting to vote on whether to
proceed with force removal proceedings.
v. Force removal proceedings shall require a two-thirds majority vote of the
Board of Officers.
vi. If force removal is approved, the member in question shall be notified
in writing of the decision and the effective date of their removal from
the Organization.
vii. The removed member shall have the right to appeal the decision within
15 working days by submitting a written appeal to the Board of Officers.
viii. The decision of the Board of Officers regarding the appeal shall be final.

Section 7. There shall be an advisor of the organization who shall be selected by the
Board of Officers and is selected by qualifications on a term of service.

a. Qualifications of Advisors:
i. The advisor shall be a resident of either Sitio Kamunggay or Sitio Lusbak
(Purok 3 and Purok 4 ) of Barangay Bacong in the municipality of Anda
in the province of Bohol.
ii. The advisor shall be a registered voter in the barangay.
iii. Advisors shall be individuals who have demonstrated a commitment to
the development and well-being of youth within the community.
iv. Advisors should possess expertise, experience, or a strong interest in
areas relevant to the mission and objectives of the organization, such as
education, leadership development, community engagement, or youth
advocacy.
b. Selection of Advisors:
i. Advisors may be nominated by members of the organization or
identified through outreach efforts within the community.
ii. The selection of advisors shall be conducted through a transparent and
inclusive process, which may include applications, interviews, or other
appropriate methods determined by the organization's leadership.
iii. The final selection of advisors shall be approved by 50% of the members
of the Board of Officers
c. Term of Service:
i. The term of service for advisors shall be three years and is renewable
upon mutual agreement between the advisor and the organization.
ii. Advisors may be removed from their position by the Board of Officers
and a written petition by 50% of the members of the organization for
reasons such as misconduct, neglect of duties, or inability to fulfill
responsibilities.
d. Compensation:
i. Advisors shall serve on a voluntary basis and shall not receive financial
compensation for their services.
ii. However, advisors may be reimbursed for reasonable expenses incurred
in the performance of their duties, subject to the approval of the
organization's leadership and in accordance with the organization's
budget and financial policies.

Article IV. Officers


Section 1.The organization shall be headed by a Board of Officers which will be
composed of:

a. President. Serves as the highest authority in the organization, represents


members of the organization in activities, programs, and transactions done
with other legal persons and individuals, leads the meeting of the Board of
Officers, signs all documents of the made by the organization, and
approves activities that are suggested and proposed by committees and
members;
b. Vice President. Assists the President in the performance of his duties, and
takes over in times when the President is unable to perform his duties and
function due to temporary or permanent absence;

c. Secretary. Keeps the minutes of the Board of Officers, as well as other


pertinent documents and communications necessary for the operations of
the organization;

d. Treasurer. Keeps the financial resources of the organizations safe and


secured and oversees its disbursement for projects and activities;

e. Auditor. Ensures the honest use and proper disbursement of organization’s


resources by reviewing financial statements and other pertinent records;

f. Press Information Officer. Disseminate relevant information about the


organization and its activities.

g. Elected Sangguniang Kabataan Member. Represents the SK Bacong


council in official functions and events of the organization. Oversees the
implementation of programs and projects of the SK council on the
organization.

Section 2. Any member who are able to meet the following qualifications shall be
eligible to be elected to any position within the organization:
a. Age Requirement:
i. Must be within the eligible age range specified in the organization's
by-laws, typically within the youth age bracket of 15-30 years old.
b. Membership in the Organization:
i. Must be a registered member of the Katipunan ng Kabataan and in
good standing with the Youth Organization Registration Program.
c. Commitment to the Organization's Mission and Values:
i. Demonstrates a strong commitment to the goals, objectives, and
values of the organization, as outlined in its constitution and by-laws.
ii. Shows a genuine interest in serving the community and advocating
for the welfare of youth.

Section 3. The term of office of elected officers shall be three (3) years. Elections shall
be conducted every three (3) years.

Article V. Meetings
Section 1. The regular meeting of the Board of Officers shall be held quarterly. In
evidence of a lack of a quorum the regular meeting will be postponed until further
notice of the secretary.

Section 2. The members of the Board of Officers must be notified about the upcoming
meeting no less than two (2) days before the meeting including the place, time and
the agenda of the meeting, if it was not decided on the previous date. Notification
of the special Meeting that is called to solve urgent issues can be sent by electronic
messaging a day before the date of the Meeting. It is possible to make decisions on
urgent issues by means of surveying the members of the Board of Officers through
electronic messages. Decision which is made in such a manner must be recorded and
affirmed on the next meeting of the Board of Officers

Section 3. The Board of Officers makes its decision by open simple majority voting of
the present members. If all attempts to break the tie through discussion,
reconsideration, and additional voting rounds fail, the Chairperson, as the presiding
officer, may cast a tiebreaker vote to decide the matter. It’s essential that the
Chairperson's tiebreaker vote is exercised impartially and in the best interest of the
organization, without personal bias or preference.

Article VI. Standing Committees


Section 1. The following standing committees shall be constituted:

a. Committee on Sports and Development


i. Organize and oversee sports activities and events within the
organization.
ii. Develop and implement programs to promote physical fitness and
healthy lifestyles among youth members.
iii. Identify and provide opportunities for youth participation in various
sports competitions and tournaments.
iv. Maintain sports facilities and equipment, ensuring their accessibility
and safety for all members.

b. Committee on Education
i. Design and implement educational initiatives and workshops to
enhance the academic and intellectual growth of youth members
ii. Committee on Socio Cultural Activities
iii. Committee on Environment and Disaster Risk Reduction and
Management.

Section 2. Every committee shall be composed of a Chairperson and at least two (2)
members. The following are the qualifications to become a committee chairperson
and a committee member.

a. Qualifications of a Committee Chairperson

i. Membership Requirement: For committee chairperson, a


candidate must be an active and current member of the organization
for a minimum of one year.
ii. Age Requirement: Candidates must be between the ages of 15
and 30 at the time of election.
iii. Good Standing: Candidates must be in good standing with the
organization, having no outstanding dues or disciplinary actions against
them.
iv. Nominations: Candidates must be nominated by at least three
active officers of the organization.
b. Qualification of a Committee Member

i. Membership Requirement: All committee members must be


active members of the organization. New members must have been
part of the organization for at least six months.
ii. Age Requirement: Members must be between the ages of 15
and 30.
iii. Good Standing: Members must maintain a good standing within
the organization, including being current on dues and free from
disciplinary actions.
iv. Selection Process: Committee members may be selected
through a volunteer process, appointment by the committee
chairperson, or through elections as determined by the organization’s
board of officers.

Article VII. Impeachment


Section 1. Any officer may be removed from office on any of the following grounds:
a. Culpable violation of the rules and regulations of the organization;
b. Dishonesty, oppression, misconduct while in position, gross negligence, or
dereliction of duty;
c. Abuse of authority;
d. Three (3) consecutive absences in regular and special meetings;
e. Involved in scandals and civil interdiction, that may destroy the image of the
organization.

Section 2. During the investigation, the officer who is under such will be suspended
until all due processes are undertaken by the Board of Officers.
Section 3. If proven unworthy of his post, with due process and evidence, the officer
involved will be impeached upon the approval of the Board of Officers. Their decision
shall be final and irrevocable.

Article VIII. Amendments


Section 1. Amendments and additional provisions that will be made to this Constitution
and By-Laws shall be affirmed by two-thirds of the general membership in a meeting
called for this purpose.
