ADMINISTRATION OF THE BREATH-ANALYSER TEST

STANDARD OPERATING PROCEDURE

This standard operating procedure (“SOP”) establishes the process and method for the usage
of Breath-Analyser at the Main Gate of O.P. Jindal Global University (“JGU” or “University”)
to prevent the entry of students and personnel into the campus in an inebriated condition. It
applies to students, faculty members, staff members, and visitors of the University.

1. DESCRIPTION OF BREATH-ANALYSER IN USE

2. OPERATION

2.1. Press the ‘Power On/Off’ button for about 1 second to switch on the Tester.

2.2. When the Tester is on, press the “Power On/Off” button for over 3 seconds to
switch off the Tester.

2.3. The Tester would power off automatically when facing an energy shortage.
Consequently, the batteries should be replaced immediately.

2.4. After the Tester is switched-on, blow into the Tester through the blowing nozzle
properly until the buzzer stops and one could hear a ‘pop’ sound.

2.5. Subsequently, the screen would show ‘processing….’, which means the Tester is
analysing the sample.

2.6. The test result would be displayed once the Tester finishes analysing, including the
sample type and alcohol concentration.

2.6.1. The test result would be considered ‘normal’ if the alarm lamp turns
‘Green’ and blinks.

2.6.2. The test result would be considered ‘intoxicated’ if the alarm lamp turns
‘Red’ and blinks.

2.7. On finishing the test, press any button to return to testing page.

3. USE

3.1. If any person is suspected of being intoxicated/drunk, they shall be liable to be


tested with the Tester.

3.2. The circumstances under which a person would be suspected of being


intoxicated/drunk would include, but not be limited to, situations wherein the
concerned person is unable to walk properly and/or conduct themselves in a
reasonable manner.

Provided that ‘reasonability’ for the purposes of this section shall include, but not
be limited to, (a) walking in a wobbly manner, (b) strong smell of alcohol, (c) any
kind of unprovoked physical or verbal altercation/violence with the security
personnel, or with any other member of the University, including students, either
at the gate or anywhere inside the campus, or (d) destruction of university property.

3.3. The concerned person may be free to deny the test. However, the denial shall be
recorded on camera and shall result in the violation of the JGU Code of Conduct

for students (“Code of Conduct”) under Section 5 Clause 6 (i.e., Refusal to


undergo Breath-Analyser Test at the Main Gate), and Clause 13(a) (i.e., Non-
cooperation with the University Staff / Security Staff).

3.4. The Security Team shall record the details of the person who is either found
intoxicated or denies the test in the prescribed format (i.e., Annexure 1 of the SOP
for ‘Body Frisking’), and forward the same to the Chief Proctor’s Office for
necessary action.
