1. INTRODUCTION

1.1 Preamble

1.1.1 ADNOC OFFSHORE utilizes the services of Third Party Inspection Agencies (TPA's) for
inspection and testing activities, document review and certification during procurement
of new equipment and materials in new Project and Operation.

1.1.2 This revision incorporates the feedback received from the user’s & stakeholders. It also
includes project procurement requirements. Also, this revision includes additional
Equipment and clarifies the definitions of intervention points.

1.1.3 Certification requirements and Inspection & Test Plan (ITP) for Drilling and Wellhead
Equipment can be found in the Inspection and Test Plans of relevant ex-ADMA / ex-
ADCO / ex-ZADCO Standards STD-01, STD-03, STD-124 & STD-05. Refer to items 5.30
to 5.34.

For line pipes (Item 5.35), refer to ADNOC OFFSHORE STD-02 Part-1 & 2 – applicable
for both, SAW & Seamless pipes respectively.

1.1.4 CP-102 Parts, Inspection & Test Plan (ITP) categorization and appendices may be issued
independent of the complete CP-102 document.

1.1.5 Where relevant, data collection for equipment (i.e. Works Identification Number (WIN)
/ Unique Tracking Commodity (UTC) / Equipment Number Inspection Data Sheets and
their attachments) shall be conducted as appropriate in accordance with the relevant
ADNOC OFFSHORE DST-003 & PRO-103. Equipment Data Collection should be read in
conjunction with this document.

1.2 Purpose

To advise ADNOC OFFSHORE Job Officers, Vendors, Company’s PMT/PMC, EPC


Contractors and Third Party Inspection Agencies (TPA’s) of ADNOC OFFSHORE’s
document review, inspection, certification and surveillance requirements applicable to
purchase orders, contracts for new equipment and material in Projects as well as in
Operation.

1.3 Scope

This document applies to procurement of new materials and equipment where stipulated
by ADNOC OFFSHORE in new Projects or in Operation either procured directly by ADNOC
OFFSHORE or procured through Contractors / EPC (Contractors).

1.4 References

1.4.1 General

The latest edition (at the time of the contract) of the reference documentation as listed
in Appendix-C shall be read as an integral part of this Document.

The latest edition/revision of ADNOC OFFSHORE Technical Standards Documents as


indicated in Status List SL-001 shall be utilized.

1.4.2 Equivalent Standards

Standard Documents equivalent to those referred to herein shall not be substituted


without written approval from ADNOC OFFSHORE. Approval of equivalent Standard
Documents will not, in any way, remove responsibility from the Contractor/Supplier or
third parties to meet the best practices and/or requirements of the Technical Standard
Documents referred to herein, in the event of conflict.

Where differences and/or conflicting issues occur between the referenced documents
themselves or the requirements of this document, the requirements of this document
shall overrule unless otherwise advised by ADNOC OFFSHORE. However All conflicts shall
be reported in writing to the ADNOC OFFSHORE Standards Division (TSCAD) for
arbitration/resolution.

The following hierarchy of adherence to standards shall be followed:

a. Whenever ADNOC OFFSHORE Technical Standard Documents (TSD’s) relevant to the


system, service and/or equipment design are available, the same shall be utilized
first.
b. Shareholder’s TSD shall be utilized next in the hierarchy, if the relevant subject is
not covered by ADNOC OFFSHORE standards.
c. National or International standards (tailored to suit ADNOC OFFSHORE needs) shall
be utilized, if the required subject is not covered either by ADNOC OFFSHORE or
Shareholder’s TSD.

The Contractor/Supplier or Third Parties shall equip themselves with copies of all the
referenced Technical Standard Documents referred in Appendix-C of this document and
shall make them readily available to all ADNOC OFFSHORE, or nominated representative,
personnel involved in the work.

1.4.3 MOC for TSDs

Any changes shall be managed based on GDL-070 MOC forms & GDL-040 CR forms,
PRO-001 & PRO-002.

1.5 Abbreviations

The abbreviations used in this Document are listed in Appendix-A.

1.6 Terms & Definitions

The definitions used in this Document are listed in Appendix-B.

1.7 Use of Language

Throughout this document, the words ‘will’, ‘may/can’, ‘should’ and ‘shall/must’, when
used in the context of actions by ADNOC OFFSHORE or others, have specific meanings
as follows:

a. ‘Will’ is used normally in connection with an action by ADNOC OFFSHORE and/or


nominated representative, rather than by a supplier.

b. ‘May/Can’ is used where alternatives/action are equally acceptable.


c. ‘Should’ is used where provision is preferred.
d. ‘Shall/Must’ is used where a provision is mandatory/vital.

1.8 Units

Units shall be in accordance with ADNOC OFFSHORE STD-00 Part-1.

1.9 Lessons Learnt

Upon completion of works related to the scope of this document, a descriptive summary
of lessons learned shall be prepared and made available by the supplier/Consultants/Job
Officer and shall be forwarded to ADNOC OFFSHORE Lessons Learned System as
appropriate.

1.10 Site Conditions & Data

Site Conditions & Data of existing ADNOC OFFSHORE facilities (Umm Shaif, Zakum fields
and Das) shall be in accordance with ADNOC OFFSHORE STD-00 Part-2. For new Fields
development, project specific requirements should be followed or refer to ADNOC
OFFSHORE. All environmental data shall be referred to ADNOC OFFSHORE technical
authority for confirmation prior to usage in the analysis.

1.11 Roles & Responsibilities

The Authorities listed in Appendix-D are primarily responsible to the extent specified
herein for satisfying the requirements of this Document.

2. INSPECTION AND CERTIFICATION REQUIREMENTS

2.1 Pre-Manufacturing/Pre-Inspection Meeting

Company (when required), EPC, Sub-contractors, Vendors and nominated TPA will
attend the pre-manufacturing/Pre-inspection meetings. Such meetings are to be held
unless otherwise advised by ADNOC OFFSHORE. However, pre-manufacturing meetings
may also be held at the request of any concerned party. In this instance, reference
should be made to Integrity Assurance Authority, Quality Management Team of ADNOC
OFFSHORE and/or ADNOC OFFSHORE Project Management Team as applicable. EX-
ADMA GDL-058 gives guidance for conducting Pre-Inspection Meetings.

2.2 Access to Vendor’s Facilities

ADNOC OFFSHORE's representatives (including the Supervising Inspection Engineer


normally affiliated to Integrity Assurance Authority of ADNOC OFFSHORE and appointed
TPA inspectors / auditors) should have free access to all parts of the Vendors premises
and sub-Vendor's works at all times during the period of procuring, manufacturing,
testing and packing.

2.3 Approval of Technical Documents of Vendors and sub-Vendors

Prior to commencement of fabrication / manufacture of material and equipment:

2.3.1 All relevant technical documents including specifications, design calculations, data
sheets, drawings, materials, quality plans, inspection & test plan, FAT Procedures and
welding procedures shall be approved by ADNOC OFFSHORE.

2.3.2 Changes in the technical documents specified in Clause 2.3.1 above shall be highlighted
and addressed to ADNOC OFFSHORE for approval.

2.3.3 Vendor, Contractor and TPA Inspection personnel shall ensure that the inspection,
testing, FAT and/or certification activities are carried out in accordance with the latest
ADNOC OFFSHORE approved technical documents as mentioned in Clauses 2.3.1 & 2.3.2
above.

During inspection, Inspectors and TPA shall verify that Company comments on
documents have been incorporated in the work and shall reflect confirmatory statement
along with Company approval status of key vendor documents in their Inspection
reports.

2.3.4 Vendor, Contractor and TPA shall be responsible to ensure that Company comments on
key vendor documents are available at the place of inspection for verification by
Contractor/Company Inspection personnel/TPA.

Final inspection and FAT shall be carried out only by using final approved documents by
the Company; any noncompliance shall be immediately reported to the Company.

2.3.5 Only ADNOC OFFSHORE approved Vendors and Sub-Vendors shall be utilized. Contractor
and TPA shall check compliance with such requirements; any noncompliance shall be
immediately reported to the company for resolution.

2.4 Preliminary Work

2.4.1 Contractor, TPA inspection personnel and whenever is requested by The Company shall
review comments and endorse the applicable documents from stated below prior to
commencement of manufacture / fabrication of material/ equipment:

a. Vendor's fabrication/manufacturing schedule.


b. Vendor's ITP.
c. Status of sub-orders.
d. Certification of base-stock materials.
e. Welding procedures and qualifications.
f. Qualified welders list.
g. Calibration certificates for each device or instrument used in the test.
h. NDE Procedures.
i. NDE & Inspection Personnel Qualification & Competency.
j. Testing Procedures.
k. Painting/Coating Procedures.

2.4.2 Any queries that arise from the documents listed above should be reported to ADNOC
OFFSHORE Integrity Assurance Authority, Quality Management Team of ADNOC
OFFSHORE and/or ADNOC OFFSHORE Project Management Team as applicable in the
first instance.

2.5 PPM/PIM Agenda

Following items as a minimum shall be discussed during the PPM/PIM. Contractor/


Vendor shall prepare and submit the necessary records notes to Company.

a. HSE Awareness and Procedures to be followed during the PPM/PIM and subsequent
inspections.
b. Availability of P.O, Approved Purchase requisitions, Project specifications with
vendor.
c. Verifying the material traceability and certification requirements.
d. Exceptions and Deviations from PO, if any.
e. Communication and inspection notification channel between Company, Contractor,
Vendor and TPA.
f. Fabrication and inspection schedule (including Sub vendor).
g. Key vendor documents approval status review.
h. Sub vendor list, controls and Company approval status.
i. Review of implementation of Vendor’s Quality System, Organization, Control and
adequacy on sub vendors.
j. Review Qualification of vendor inspection personnel.
k. Shop tour covering fabrication facilities, testing facilities, material traceability,
handling and storage, and checking of Calibration status of test instruments.
l. Specific Inspection and testing requirements such as NDE/PMI/Ferrite/
Painting/Helium leak testing/FE testing/FAT requirements etc.
m. Preservation and packing.
n. Review of ITP and Inspection interventions of all parties involved (including any
observation from Shop tour to be implemented in ITP).
o. NCR handling process.
p. Punch listing process including those of the sub-vendor items.
q. Inspection notifications and release process including those of the Sub-vendor items.
r. Lesson learned to be implemented.
s. Final dossier (Vendor Data Book).

2.6 Production Checks

2.6.1 Contractor, TPA and, when required, the Company shall conduct inspection and
confirmatory checks on the product/product's parts during various stages of production
at vendor/Sub vendor premises to check implementation of production in line with
specification and procedure and to rectify/declare any deviation from the specifications.

2.6.2 During Inspection, any findings/outstanding works observed by Contractor, Company,


TPA shall be brought to the attention of Vendor/Sub-vendor for rectification. In this
regard, Joint inspection report/Minutes of Meetings for action shall be recorded and
signed off by all parties at the inspection location.

In addition, for Non-compliances observed Contractor/Company/TPA personnel shall


also issue Noncompliance report.

2.7 Examination of the Equipment for Dispatch

2.7.1 On completion of manufacture/fabrication, the TPA inspector will examine the integrity
and major parameters of the product.

2.7.2 Non-destructive examinations (NDE) conducted by the Vendor and/or an independent


inspection house should be witnessed and the relevant reports will be endorsed by
ADNOC OFFSHORE TPA. In some cases, ADNOC OFFSHORE Inspector will verify the
calibration of NDE instruments and check the qualifications of NDE inspectors.

2.7.3 It is Contractor/Vendor responsibility to ensure that final inspection shall be carried out
to Company final approved documents (approved with no comments status) approved
Key vendor documents and necessary approval references shall be provided by
Contractor/Vendor to Company/TPA inspectors.

2.8 Testing of the Equipment

2.8.1 Contractor and TPA Inspector shall witness functional, electrical, metallurgical and
Mechanical tests on the equipment / materials and endorse the testing report.

2.8.2 The Vendor should advise the nominated inspector, Contractor / TPA of the testing
procedures and schedule etc. at least 72 hrs. prior to conducting the tests.

2.8.3 Contractor and TPA Inspector may at his discretion examine the testing bed; instruments
etc. and verify the accuracy of the testing equipment.

2.9 Preparation of the Equipment for Dispatch

Prior to dispatch, the Contractor, vendor and TPA will also check the following aspects:

a. Identification: Marking, nameplates and color coding as applicable.


b. Preservation: Cleaning, sand blasting and painting.
c. Preparation for shipping and stocking: i.e. greasing, plugging of holes, packing, etc.
d. Where available, Vendor Data Books/WIN/UTC/Equipment Number/CMMS Data
Sheets have been appropriately completed and all necessary documents are
attached, (reference ADNOC OFFSHORE GDL-009 & Data Sheets DST-003 Part-1,
2&3 for Equipment Data Sheets/Collection as appropriate).

2.10 Reporting

2.10.1 For projects, Contractor shall issue their inspection report to Company within four
working days or as agreed with Company.

2.10.2 TPA inspector will issue Inspection Report to ADNOC OFFSHORE after each inspection
visit within four working days or as agreed with ADNOC OFFSHORE.

2.10.3 On completion of the inspection program, the TPA will issue a Final Release/Non
Acceptance Note/Non-Conformance Report as applicable to manufacturer immediately.

For Project procurement, Contractor inspection personnel shall issue Inspection release
notes duly endorsed by Company TPA. IRN submitted by Contractor without Company
TPA endorsement shall not be accepted.

Contractor and Company TPA shall ensure that at the time of issue of IRN All key vendor
documents are approved in Company final acceptance Code (approved with no
comments) and that all Category A Punch list items are closed and verified by Company
TPA for Any outstanding Engineering items Inspection personnel shall verify Company
acceptance of such items.

As part of Company TPA consultant scope in Projects, TPA shall also issue IRN to
Company provided all approval/inspection release conditions are met.

Contractor Inspection personnel shall also issue IRN for Sub-vendor items to be
delivered to main vendor works or directly dispatched to site and above inspection
release conditions are applicable. The Sub-vendor items requiring IRN shall be to the
extent required by Company and agreed at PIM.

2.10.4 In certain instances, the TPA inspector may issue a Final Inspection Report. Where this
is done, a clause indicating that an inspection report will be following should be included
in the Release Note.

2.10.5 The TPA shall produce daily/weekly/monthly inspection report as agreed with company
highlighting the critical inspection, work progress, and area of concern with evidence
that such issues were brought to the attention of Vendor/Sub-vendor for action.

2.10.6 All inspection documents issued by the Vendor(s) will be reviewed and endorsed by
ADNOC OFFSHORE TPA. These documents include: material certification, works test
certificates, FAT report, compliance certificates, NDT records, and heat treatment charts
etc.

2.10.7 All inspection documents issued by the Vendor(s) and sub-vendors and/or TPA shall be
in English and legible.

2.11 Inspection & Test Plan (ITP)

ADNOC OFFSHORE, Contractor and TPA Interventions, Documentation, Certification,


Inspection & Testing requirements are detailed hereinafter as indicated in Inspection &
Test Plan (ITP).

Wherever Random sampling witness inspection or percent basis witness inspection


interventions are marked up in the approved ITP, it is responsibility of Vendor /
Contractor to ensure that Sample items for random or percentage basis inspection are
offered to Company TPA for selection and such sampling lot are offered on progressive
basis based on the percent completion of items manufactured.

On random or percent witness inspections if there is any failure or rejection occurs, the
extent of inspection shall be doubled and in case of further failure or rejection extent
of Company/Company TPA witness shall be increased to 100%. Same control shall apply
to Contractor Inspection interventions.

In case of Non-Confirming items where NCR is issued further additional testing and
inspection as advised by company through NCR disposition approval shall be carried
out by Manufacturer/Vendor.

Company TPA shall ensure compliance to above during inspections.

The cost of all such additional inspections including TPA cost shall be borne by
Manufacturer/vendor.
3. DESCRIPTION OF CERTIFICATION & QUALIFICATION REQUIREMENTS

3.1 Description of Certificates in Accordance with BS EN 10204

For the purpose of this Code of Practice, ADNOC OFFSHORE requires equipment and
materials with certification in accordance with BS EN 10204 Types of Inspection
Documents as indicated below:

a. Declaration of Compliance with the order '2.1'

Document in which the Manufacturer declares that the products supplied are in
compliance with the requirements of the order, without inclusion of test results.

b. Inspection Certificate '3.1'

Document issued by the manufacturer in which he declares that the products


supplied are in compliance with the requirements of the order and in which he
supplies test results based on specific inspection and testing.

The document is validated by the manufacturer’s authorized inspection


representative, independent of the manufacturing department.

c. Material Test/Inspection Certificate '3.2'

Wherever the Equipment and packages are allocated 3.2 certification clause in this
document, stage wise inspection shall be carried out as per the approved ITP in line
with typical ITPs specified against each of the equipment and package in this
document.

For material certifications including those within equipment and packages with prior
approval from Company it is acceptable to procure items having BS EN 10204, 3.2
certification by Purchaser (Sub-vendors/Vendor/Contractor)’s TPA provided these
agencies are one of the Company approved TPA agencies. In this regard, Purchaser
shall ensure that all inspection and test results required by applicable Company
specification are clearly shown in the Material test certificates.

d. Inspection Report '2.2'

Document in which the manufacture declares that the products supplied are in
compliance with the requirements of the order and in which he supplies test results
based on non-specific inspection and testing.

3.2 Qualification & Competency of TPA Personnel

3.2.1 Welding, Fabrications, Coatings Applications & NDT

Qualifications & competency of Contractor and TPA personnel engaged in inspection,


testing & certification activities of ADNOC OFFSHORE materials and/or equipment shall
meet as a minimum the requirements of ADNOC OFFSHORE SP-1031.

3.2.2 Any other Aspects outside the Scope of ADNOC OFFSHORE SP-1031

Qualifications & competency of Vendor, Contractor and TPA Personnel engaged in


inspection, testing and/or certification activities for ADNOC OFFSHORE materials &
equipment shall meet as a minimum the following requirements:

a. Hold BSc in engineering or equivalent or hold senior level of certified qualification by


recognized certification authority.
b. Have 10 years’ experience in Oil & Gas industry.
c. Have at least 5 years’ experience in the same field of inspection & Certification works
for similar Material/Equipment.

3.2.3 Company Approval

CVs for Contractor and the TPA nominated personnel shall be submitted to ADNOC
OFFSHORE for approval, such CVs shall be attached with a valid copy of their
qualifications. It shall be contractor and TPA consultant responsibility to ensure that
minimum 2 CVs are proposed well in advance for Company assessment; so that
approved inspectors are timely mobilized for inspection without jeopardizing the
Inspection schedule.

Contractors and/or TPA shall provide competent inspection personnel’s CVs only who
having adequate qualification and experience in the same offered Material/Equipment
for the Company approval.

However, Contractor and/or TPA shall immediately facilitate the interview for the
selected inspectors (Telephonic or face to face interview) prior to their engagement in
the work. The approved inspector shall be allocated unique approval no. by ADNOC
OFFSHORE.

Company reserves the right to reject any CV without providing justification to Contractor
and/or TPA.

3.2.4 Competency Matrix

TPA shall maintain and submit Competency Matrix of approved inspectors to ADNOC
OFFSHORE.

3.3 Consistency of Inspectors

TPA shall maintain consistency in the deployment of the approved personnel on the job
and shall not change them. Any change in the deployment of approved personnel shall
require ADNOC OFFSHORE prior approval. Any inconsistency shall be subjected to a
penalty as per contractual obligations.

4. PACKAGE AND CRITICALITY ITEMS

4.1 Package Items

4.1.1 For packaged items and skids, while preparing ITP, Vendor/Contractor shall ensure that
all items covered in P.O; along with each Sub-vendors name and location covered are
included in the Master ITP along with Inspection interventions of all parties.

4.1.2 Main Package Vendor shall ensure that this master ITP is available at all Sub-vendor
locations at the time of inspection and shall be the basis for all inspection interventions
of Contractor and Company/TPA.

4.1.3 For items inspected at Sub-vendor locations, Contractor and TPA shall issue IRN for each
sub vendor items covered in the Master ITP along with associated Category B and C
punch lists.
Unless otherwise agreed with Company, all punch lists shall be closed at the sub-vendors
works prior to dispatch of items to main vendor location or Site.
4.1.4 Items to be excluded from Sub-vendor IRN shall be agreed with Company.

4.1.5 Unless otherwise agreed with Company, Inspection and certification level of items
covered within the Package shall be same as specified for individual items in CP-102.

4.1.6 Sub-vendor Items:

Main vendor shall ensure that all inspection requirements including extent of testing and
inspection interventions by Company/TPA pertaining to CP-102 are communicated to
each sub-vendor and are complied.

Main vendor shall ensure that Company approved inspection and testing documents
including the acceptance criteria are applied by each sub-vendor. Necessary project
documents and status of Company approval shall be available for Company/TPA
verification at sub-vendor location.

During inspections and verification of documents, Vendor QC personnel and


Contractor/TPA personnel shall ensure compliance to all the above.

4.2 Criticality

Whenever, criticality is specified for rotating equipment, Appendix-E will be referred.

regard, TPA shall validate all inspection and test results required by applicable Company
specification. And these results shall be clearly shown in the Material test certificates.
General Notes on Section 5

a. The Equipment/Material listed in section 5 above shall be inspected on receipt by ADNOC


OFFSHORE.
b. When requested by the Job Officer, Integrity Assurance Authority will perform a confirmatory
inspection of equipment and materials other than listed in CP-102, upon arrival in UAE.
c. For Equipment/materials not listed in this Section, refer to Appendix–D.

6. INSPECTION & TEST PLAN (ITP)

6.1 Legend & Definition

A point at which relevant documents or test results shall be approved by ADNOC


OFFSHORE or TPA as per the approved Inspection & Test Plan (ITP) prior to proceeding
with further activities.

H = Hold point

A point at which ADNOC OFFSHORE or TPA shall inspect & clear the activity as per the
approved Inspection & Test Plan (ITP). Otherwise, no further activity shall proceed
without prior permission by ADNOC OFFSHORE.

Note: Random inspection is not applicable to HOLD Points (HOLD means covering all
items).

R = Review

A point at which ADNOC OFFSHORE or TPA shall review the relevant documents as per
the approved Inspection & Test Plan (ITP).

W = Witness, Checking, examination and/or inspection points as appropriate

A point at which ADNOC OFFSHORE or TPA shall attend or witness the activity as per the
approved Inspection & Test Plan (ITP).

The manufacturer shall:

1. Not proceed the activity until the notification time agreed between the manufacturer
& ADNOC OFFSHORE/TPA is lapsed.
2. Proceed with the activity if TPA is abstained without any information. In this case,
the manufacturer shall inform ADNOC OFFSHORE immediately via fax or e-mail.

Note: It is mandatory that Sub-vendors/Vendors/Contractor Inspection interventions


shall be higher than Company or Company TPA inspection interventions.

RW: Random witness

M: Monitoring

A point at which ADNOC OFFSHORE or TPA will visit any work to inspect the activity
during processing as per the approved Inspection & Test Plan (ITP).

6.2 For other items

6.2.1 Items which do not have an Inspection & Test Plan (ITP) given in CP-102, the
manufacturer shall devise an ITP (Inspection & Test Plan) in compliance with the relevant
ADNOC OFFSHORE Standard, International/National Standards referred in PO
description and shall be submitted for Company approval prior to the beginning of
manufacturing.

6.2.2 Outcome of all hold point inspections and critical checks will be reported periodically to
ADNOC OFFSHORE Integrity Assurance Authority or ADNOC OFFSHORE Project
management team as applicable.
