SUBJECT : ENHANCED LOCAL DISASTER RISK REDUCTION AND MANAGEMENT


PLAN FORMULATION GUIDEBOOK

DATE : 22 APRIL 2024

1. The Office of Civil Defense, in partnership with the Japan Internation Cooperation Agency,
initiated the development of the Enhanced Local Disaster Risk Reduction and Management
Plan (LDRRMP) Formulation Guidebook under the Disaster Risk Reduction and
Management (DRRM) – Capacity Enhancement Project Phase II.

2. Said guidebook, which was launched last 11 December 2023, will provide comprehensive
and user-friendly guidelines for planning, implementation, and monitoring systems of the
Regional and Local DRRM Plans.

3. Moreover, it will ensure coordinated efforts of the Local Government Units in communicating
the following goals: reduce disaster human casualties, mitigate economic losses and
prioritize high-risk areas. You may access and secure a copy of the Enhanced LDRRMP

4. Kindly note that the training modules that correspond to the contents and processes of the
Guidebook are still being improved based on the results of its pilot testing and are still
subject to finalization.
