(2) They shall come into force on and from the date of their publication in the
oftlcial Gazette.

.Amendment t (D Rrl" 6t oithe Principal Rules shall be substituted as under:

Rule 61.
..The Returning OfTicer shall at least one week before the date fixed for
the poll, appoint the place or places in any institution. ofTice etc. located in the
Autonomous District Council areas where the counting of votes rvill be done and
the date and time at which the counting u'ill commence and shall give a notice of
the same in writing to each candidate or his election agent:

Provided that if for anl reasorl the Returning Ofticer tjnds it necessar)'so
to do he may alter the date. time and place or places so tlxed- or an!' of them to be
located in the Autonomous District Council areas. after giving noticr' of the same in
writing to each of the candidate or his election agent."
