the highest priority that must be ensured.
The protectionist measures taken by Bangladesh and Indonesia have prompted SPC to continuously monitor
developments and take action if necessary.

The 37th Interim Meeting of the Asian Shipowners’ Association (ASA) Shipping Policy Committee (SPC) in this
regard resulted in discussion points including:
SPC expressed disappointment with the decision of the EC & UK to end the
Consortia Block Exemption Regulations.
ASA collaborates with other associations to advocate for the maintenance of the anti-trust immunity
system in other countries worldwide.
SPC notes the recent regulatory and legislative developments regarding maritime issues in the
United States.
ASA agrees to support the industry's opposition to that position in order to promote fair trade.

Committee (SPC) are summarized as follows:
SPC expresses its appreciation to ACP for its efforts to maintain canal operations amid the water
shortage issues faced.
SPC notes the need for certainty in fair treatment among types of ships, the potential introduction of market-
linked pricing policies by ACP, and reviewing tariff setting based on medium- to long-term investment cost
estimates.
ASA will take the initiative role in developing a common position in the industry and also seek to establish regular
dialogue with ACP and SCA.

The recent actions taken by ASA SPC regarding this were reported at the 33rd ASA AGM
in Hong Kong, which include: Individual Service
• Submissions to Suez Canal Authority (SCA)
Letter to SCA on 26th October, in response to toll increase.
Joint follow-up letter on 7th December with ASA, BIMCO, ICS,
Intercargo, Intertanko, and WSC.
(no response to the joint letter has been received so far)
• Submissions to Panama Canal Authority (ACP)
Letter to ACP on 15th August, in response to implementation of preferential
treatment for a certain type of vessel.
By the end of October 2023, ACP withdrew the policy in the circular
(Advisory to Shipping)

LATEST GHG DEVELOPMENTS AT IMO
AND EU-ETS
Mr. Simon Bennett's presentation focused on the benefits of the levy-based
contribution tariff system and the effective implementation issues of the EU-ETS
starting January 2024.
SPC fully supports ICS in exploring the initial establishment of a global GHG pricing
mechanism, including the ZESF and Feebate Mechanism proposed.

Considering the projection that around 750,000 seafarers need to be trained in managing
alternative fuels, with a priority on LNG and batteries, by 2050, SPC agrees to explore the possibility
of collaboration with ASA SC to attract new seafarers.
With Asia's advanced geographical position in supplying seafarers and shipowners covering half of
the world's tonnage, SPC also advocates for a smooth transition for existing seafarers to meet
onboard decarbonization requirements.
