Mental health problems among seafarers

The Committee has received many reports on seafarers’


mental health problem. It has been widely recognized that
the mental health problem directly impacts the behavior of
seafarers and represents an immense risk for the wellbeing of
individual seafarers and for the safety of navigation.

Therefore, some Asian shipping companies have adopted


good practice to help their seafarers avoid or reduce the
negative effect of the mental problem. However, seafarers’
mental health problem is often regarded as a lesser pressing
problem by some shipping companies.

Non STCW training is now being developed in Indonesia.

Seafarers’ identity documents and ILO Convention 185

The Committee is concerned about reports received from some ASA


member shipping companies regarding foreign seafarers facing
significant fines imposed by Brazilian immigration authorities for not
having biometric SIDs issued under ILO Seafarers' Identity Documents
Convention (No. 185).

A large number of seafarers from Asia still carry paper-based identity


documents issued under ILO Convention No. 108. Of the 38 countries
that have ratified ILO Convention No. 185, 37 countries continue to
pragmatically accept paper-based alternatives for the time being.
Brazil’s policy to refuse paper-based identity documents results in
unwarranted fines for seafarers and shipping companies.

Maritime autonomous surface ship (MASS) and
seafarers

The use of MASS and the shore-based remote


operation center requires new training programs
for upskilling and reskilling seafarers.

An IMO working group has considered how best to


address training provisions for those personnel
involved in the operation of MASS, which
would include crew on board a MASS and shore-
based remote operators, and acknowledged
the need to develop high-level training provisions
for the MASS Code whereby the detailed
competency and knowledge, understanding and
proficiency (KUPs) provisions may be developed by
the HTW Sub-Committee at a later stage when the
Code has been finalized.

Seafarers’ safety in southern Red Sea

The Committee is concerned about the safety of seafarers on ships


passing through southern Red Sea, where M/V True Confidence
was fired upon in March 2024 by missiles from Houthi forces,
resulting in the loss of lives of two Filipino seafarers, serious injury
to several other seafarers onboard and substantial damages to the
ship. In these circumstances, seafarers on board ships that have to
transit the area are faced with extreme pressure both physically
and mentally.

The Red Sea is a crucial waterway linking Europe and Asia. Many
ships passing through the affected area are crewed with seafarers
from Asia. The Committee condemns the attacks on civilian
merchant ships and the seafarers on board and urges the
international community to find a solution to this unprecedented
threat to seafarers.
