LOCATION DESCRIPTION

Kom-Munai LLP has developed Komsomolskoe oil field. Komsomolskoe oil field is located at a distance of 387 km
to the north-west of Aktau. Komsomolskoe operational facilities are located in Mangystau district of Mangystau
region. The Oil Receiving Facility (ORF) is a part of Komsomolskoe field development, it is located at a distance of
84 km from the field across Sor Kaidac area. The nearest settlements to Komsomolskoe facilities are Akshymyrau
village located at a distance of 84 km and Kyzan village located at a distance of 100 km from Komsomolskoe field.
There are two camps with total number of personnel 200 persons on average in Komsomolskoe field.
ORF is located at a distance of 2 km from 6 th railway pass-by in Mangystau region, Sai-Otes village is located at a
distance of 30 km from ORF. Average number of persons living in ORF camp is 50 persons.

WORK OBJECTIVE
1. Provision of maintenance and repair services of air conditioners and cooling equipment for Komsomolskoe
field and ORF

SCOPE OF SERVICES

LOT 1: SERVICES AS PER BELOW:


1.1. Provision of maintenance and repair services of air conditioners and cooling equipment for Komsomolskoe
field and ORF

1.2 Equipment maintenance


The Contractor shall provide maintenance and repair services of air conditioners and cooling equipment for
Komsomolskoe field and ORF.
1.3. Below items are related to this equipment:
А) cooling units and air conditioners:

 Komsomolskoe:
Window air conditioners – 76 pcs (list in the Annex 3)
Split systems: – 169 pcs (list in the Annex 2)
Cooling equipment – 20 units (list in the Annex 1)

 ORF
Window air conditioners – 48 pcs (list in the Annex 5)
Split systems: 56 pcs (list in the Annex 4)
Cooling equipment – 8 unit (list in the Annex 1)
Quantity of air conditioners may be changed depending on installation of new equipment.
1.4. Below items are related to maintenance of this equipment:
Performance of planned maintenance as per schedule of Preventive Maintenance and conducting repair works of
all air conditioners and cooling equipment on call for Komsomolskoe field and ORF.
1.5. Planned maintenance of air conditioners shall be conducted once a year and includes the following works:
a) Visual inspection (internal and external) of air conditioner;
b) Inspection of insulation integrity of power cable, plug and socket, to replace when necessary;
c) Cleaning, replacement when necessary and processing with anti-microbe spray of filters;
d) Inspection of drain line from indoor unit;
e) Freon pressure testing, refilling when necessary;
f) Inspection of condenser capacity, their replacement if data does not conform;
g) Inspection and blow down of radiator;
h) Bolt tensioning of air conditioner cabinet;
i) Inspection of fastening security of outdoor and indoor units;
j) Testing after inspection from console of all modes of operations.
1.6. Planned maintenance of cooling equipment shall be conducted once a year and includes the following works:
a) Visual inspection (internal and external) of cooling equipment;
b) Inspection of insulation integrity of power cable, plug and socket, to replace when necessary;
c) Cleaning and tightening of power control cabinet;
d) Freon pressure measurement, refilling when necessary;
e) Inspection and blow down of radiator;
f) Bolt tensioning;
g) Inspection of heating elements inside cooling chamber;
h) Inspection and testing of temperature sensors.
1.7. Emergency repair
The Contractor shall be ready to mobilize to Komsomolskoe field or ORF within 12 hours upon receipt of the
Customer’s request for performance of works for failure removal.

1.8. Requirements for equipment:


The Contractor shall have all tools, including spare parts for minor repair works.
All materials and spare parts to be used by the Contractor for performance of this Scope of Work, shall be in good
order and comply with safety requirements. All equipment to be used for repair shall be inspected and adopted by
the relevant personnel of the Company before their use.
In order to conduct maintenance and repair works, the Contractor shall provide the Company Representative with
work schedule, schedule that will determine time calculated for completion of SoW.
Upon completion of SoW, the Contractor shall provide the Work Completion Certificate confirmed and signed by

responsible person of the Company.
The Contractor shall provide the list of prices and services for repair works and spare parts, prices shall
be fixed till the end of contract term.

1.9. Warranty conditions of performed works


Validity of warranty obligations, which applied for the period of accident-free operation of equipment, shall be
counted upon signing the Certificate of performed works by both parties.
1.10. Warranty period from the date of signing the test certificate of equipment functionality shall be considered:
 6 months warranty for all maintenance works.
 Warranty period for spare parts – as per manufacturer’s warranty.
 Quality assurance of performed works shall be applied only for that part of equipment for which the
Contractor performed maintenance and repair works.
1.11. In cases if defects and malfunction of equipment are revealed during warranty period:
 The Company shall provide the Contractor with written (or in electronic form) claim, which determines in
details identified issues and all associated facts, including work log of this installation.
 Upon receipt of written claim from the Company, the Contractor shall send a representative within 5 days
for troubleshooting and further technical expert(s) for equipment damage repair.
 If equipment failure occurred due to the Contractor’s fault while the Company complied with all
requirements for operation of equipment, the Contractor shall identify fault and eliminate defect at its own
expense in full interaction with the Company in order to provide equipment.
 In case of equipment failure due to the Contractor’s fault during warranty period and if it was installed later
during inspection of equipment when warranty period for works has expired due to consuming time for
fault identification, this case shall be covered by the Contractor’s warranty not later than 2 months after
expiration of warranty as per said above.
 If equipment failure occurred due to the Contractor’s fault, time-frame for elimination shall be determined
by the Parties in separate agreement between the Parties.
 Requirements for Agreement may be imposed to the Contractor during warranty period or not later than 2
months after expiration of warranty.

2.1. Requirements for equipment and vehicles:


Vehicles transporting the contractors and materials shall meet the following qualification requirements:
1. design and technical specifications of the manufacturer and regulatory documents on standardization of
the Republic of Kazakhstan for design, equipment and technical condition of vehicles carrying dangerous cargo;
2. data of registration documents;
3. conditions of safe transportation of substances and products subject to transportation agreed according to
established procedure;
4. sanitary-hygiene criteria for vehicles in accordance with law of the Republic of Kazakhstan;
5. Road Traffic Regulations of the Republic of Kazakhstan approved by Decree of the Government of the
Republic of Kazakhstan dated November 25, 1997 #1650 and other regulatory legal acts of the Republic of
Kazakhstan;
6. shall be equipped with proper tools and equipment in accordance with applicable regulatory documents on
standardization of the Republic of Kazakhstan;
7. Validity of certificate of admission of vehicle for transportation of dangerous cargo expires within a year
from the date of issuance of certificate.
8. Shall be equipped with navigational monitoring system (GPS) in the vehicle;
9. Vehicle drivers shall be provided with communication means;
10. Shall be equipped with spare tires during travelling time, at least 2 pcs.

11. 2 drivers shall be provided for each field trip in case of return to point of departure on the same day.

12. The Contractor shall independently ensure delivery of its personnel to work place at the Company facilities
in accordance with requirements of safety management of long distance trips of the Company and by
vehicles that meet requirements for transportation of passengers for long distance.

2.2. Requirements for personnel:


1. The Contractor shall provide with qualified personnel to perform above Contract in accordance with the RoK
laws and shall be responsible for compliance with Company’s legal norms and standards for occupational safety
and health.
2. The Contractor personnel shall be well-informed of safety requirements and familiarized with rules of safe
operation of electrical/mechanical or any other equipment.
3. The Contractor shall engage for unskilled positions people living in the area, where license for exploratory
and operational works has been issued for the Company. The Contractor shall make best efforts to engage
people for any other positions among those who living in relevant area, where license for exploratory and
operational works has been issued for the Company. During engagement of local residents the Contractor shall
ensure that local personnel meets qualification requirements/requirements by work experience for holding post.
4. The Contractor shall pay remuneration to its personnel corresponding their qualification and work
experience by market rates.
5. The Company shall reserve its right not to admit any person if he (she) arrives at work without applicable
medical certificate approved by medical expert of the Company.

3. Requirements for reporting:


1. Provide all purchase receipts and necessary supporting documents to all invoices and certificates of
performed works to be issued to the Company;
2. Provide required certificates for equipment.
THE COMPANY RESPONSIBILITY
The Company has the right to regulate the Scope of Work when necessary.
The Company has the right to assign one or several representatives, who have permanent access to work area in
order to control the Works to be performed by the Contractor. The mentioned representatives have the right to act
on behalf of the Company during resolution of all issues related to the performance of works by the Contractor.
The Company conducts audits for rendered services on a regular basis.
The Company shall provide the unhindered access for the Contractor labor force and assets on the territory and
facilities of the Company in order to perform the requested works.
The Company shall provide the Contractor with full information on Company’s operating facilities in order to allow
proper performance of works.

THE LIST OF OBLIGATORY DOCUMENTS TO BE PROVIDED IN TENDER PACKAGE


1. The Contractor shall provide information on official letterhead about proposed number of personnel involved in
rendering of services and provide the following confirming documents:
a) Copies of diplomas;
b) Certificates of subject oriented training of main specialists;
c) Information about work experience (labor book/other confirming documents);
d) Confirmation on medical examination;
e) Copy of Civil Liability Insurance Agreement: Compulsory Insurance of the Employee from accidents
during performance of his/her labor (service) duties;
2. The Contractor shall provide information on official letterhead about vehicles available for transportation of
food products, goods and personnel. Provide notarized copies of required documents on compliance of
vehicles with sanitary rules and standards applicable on the territory of the RoK for transportation of
products and finished goods:
a) Sanitary passport for vehicles;
b) Medical record of driver;
c) Technical passport for vehicle;
d) Compulsory Insurance Policy of Civil Liability of vehicle owners.
3. HSSE related documentation as per the questions of the Contractors’ assessment form with a medium risk
level.

FOOD AND ACCOMMODATION
The Company shall provide the Contractor personnel with food and accommodation at a work site. The Contractor
shall be responsible for transportation of its personnel to work site and vice versa, as well provides vehicles and
diesel fuel for vehicles at its own cost.
HSSE REQUIREMENTS
The Contractors play an essential part in the development and attainment of OMV Group business objectives
and, thus, it is critical to ensure that our contractors are aligned with the expectations of OMV Group in the
execution of their work.
The purpose of the HSSE evaluation of the bidders is to screen potential Contractors, before entering the
contracting stage, in order to ensure that only those who meet the OMV Group’s and RoK’s standards in terms of
HSSE can be considered for future collaborations. The central goal is to engage only Contractors that are
committed and demonstrably capable of managing the HSSE risks associated with their work.
The Contractor shall demonstrate that the Contractor is able to meet HSSE requirements required for the SoW as
the minimum set up below. The Company will evaluate a Contractor basing on provided evidences through the
documents provided and then paying a site visit.
General HSSE requirements:
1. Work plan ensuring compliance with HSSE requirements during performance of work as per Scope of
Works; (hereinafter the SoW);
2. HSSE management system;
3. Risk management system;
4. Contractor personnel HSSE related information:
a. List of Contractor employees with indication of age, position assigned for the SoW;
b. Copies of HSSE training and examination protocols for the employees assigned for the SoW;
c. Copies of medical examinations of the employees assigned for the SoW;
d. Copies of First Aid training protocols of the employees assigned for the SoW;
e. Copies of Basics of Fire Safety protocols of the employees assigned for the SoW;
f. Copies of electrical safety training protocols;
g. Orders on assigning persons responsible for safe work performance during SoW execution;
5. List of Contractor HSSE procedures and instructions applicable for the SoW;
6. HSSE requirements for the equipment and vehicle used for SoW:
a. List of Contractor equipment and vehicles with year of manufacture proposed for the SoW;
b. Certificates of Contractor equipment and materials proposed to be used for the SoW;
c. Equipment and vehicles maintenance records for each proposed for the SoW,
7. Copies of Insurance Certificates applicable to the SoW;
8. Emergency Response Plan applicable for SoW;
9. Copy of Contractor employees HSSE training Plan;
10. Contractor shall provide a list of equipment and has to ensure that the Contractor working site is provided
with the following equipment but not limited to:
a. Fire extinguishers;
b. Collective means of protection;
c. First aid kit;
d. Grounding devices;
e. Explosion proof lighting equipment;
f. Safety Signs and etc.
11. The Contractor shall provide canteen personnel with PPE in accordance with rules and requirements for
PPEE of personnel of catering, housekeeping and laundry.
12. Audit and inspection plan applicable for the SoW;
13. Contractor shall appoint representative for labor protection for execution of work as per the SoW.
