1. INTRODUCTION

1.1 Background
PT Pertamina International Refinery Unit (RU) III Palembang, is one of the refineries owned by PT
Pertamina (Persero) which produces petrol, NBBM, and petrochemicals. Fuel products produced by
RU III Palembang, especially gasoline products and their derivatives, are increasing in proportion to
market needs. Considering this, it requires adequate sarfas utility readiness to be able to support the
achievement of gasoline series (Pertalite) needs in the South Sumatra area.
a. For the operational activities of transporting Naptha and Pertalite products, only 2 pumps are
available in the RPM OVAK area, namely Pump P-6 and P-7 with a capacity of 500 m3 / hour each.
However, these pumps have not been operated since July 2022 due to cavitation and low
performance and are temporarily replaced by pumps P-2 and P-3. However, if pumps P-2 and P-3
are used for other services, the transport of Naphta and Pertalite cannot be carried out.

b. As for Naptha transportation activities from the Plaju area to the Gerong River, only 1 (one) pump
is available, namely P-3 with a capacity of 750 m3 / hour. Transportation of Naptha cannot be done
if the pump is damaged.

c. For Pertalite (HOMC) product component transfer pumps located in the RPM-5 Sungai Gerong
area, only 1 (unit) is available, namely P-119. Transportation cannot be carried out if the pump is
damaged.

d. For circulation pumps P-237, which is used during start-up and shut down activities CDU VI, HVU
II, and FCCU, serves to empty fluid in vessels, distillation columns, etc., using dissolution methods
with diesel, kerosene or flux media pumped from tanks in the Oil Movement area. Delays in the
s/you and s/d processes may occur in case of damage. This can hamper fuel fulfillment services in
the Sumbagsel area.
Therefore, to support the operation of transporting fuel needs in the Sumbagsel area and prevent
disruption of the fuel transportation process, cooperation with PT Solusi Energy Nusantara (SENA) is
needed to assist PT Kilang Pertamina Internasional RU III Palembang in the preparation of engineering
package documents.

1.2 Objective
The purpose of this document is to convey documents on the Electrical Design Base in the preparation
of Front-End Engineering Design (FEED) Pumps Unit OM RU III

2.5 Conflict Resolution


In the event of a conflict between this specification and any requirements of statutory and safety
regulations, codes and standards and other documents, the most stringent shall prevail, provided it
remains compatible with the present specification. Order of priority of documents shall be as follows:
• Requirements of Local (Indonesian) Statutory and Regulatory Bodies.
• Technical Requisition (including functional specifications & data sheets).
• This specification.
• PROJECT General Specifications.
• Codes and Standards.

All apparent conflicts shall be reported to the COMPANY for resolution.

3 BASIC DESIGN REQUIREMENTS

3.1 Design Lifetime


The design lifetime shall be 20 years of operation.

3.2 Performance
Performance requirements shall be attained by good engineering practice. Reasonable contingencies
shall be considered so that machines and equipment are not operated at well above and / or below
their capabilities when the installation is starting system design and / or equipment selected shall be
of those that has a high availability factor.

3.3 Operational Safety and Reliability


The design of the electrical installation shall always be based on the provision of a safe and reliable
supply of electricity. Safe conditions shall be ensured under all operating conditions, including those
associated with start-up and shutdown of plant and equipment, and throughout the interval shutdown
periods. The design of electrical systems and equipment shall ensure that all operating and
maintenance activities can be performed safely. Provisions for alternative supply sources and supply
routes, spare / stand-by capacity and load shedding are required (if any).

3.4 Standardization Of Equipment and Materials


Equipment of similar nature, identical components and construction should be of the same
manufacturer. This applies to MV Switchgear / MCC, LV Switchgear / MCCs, Local Control Stations,
Safety Switch, etc.
Standardization of materials and equipment shall be aimed for and compatible with rational design.
High availability shall be a key equipment design and selection criteria.

3.5 Maintainability And Accessibility


Electrical facilities shall be designed, constructed, and installed so that components of the facilities are
accessible for maintenance and capable of being repaired and replaced.
Technical specifications, drawings and documentation should take maintenance aspects into account.

3.6 Equipment Operated Indoors


Some electrical equipment is installed and operated within Switchgear/MCC room, which will be air
conditioned. Electrical equipment within these rooms is then considered as a safe area with the
condition to be isolated on area gas detection.
Nevertheless, as equipment installed indoors might be subjected to outdoor conditions, for a short
period of time (24 hours) following the main failure, it shall be able to operate in such conditions without
degradation of its performance.

Therefore, equipment installed indoors shall be designed for operation in the atmosphere likely to be
dusty, with a design maximum ambient temperature of 40°C.

3.7 Equipment Operated Outdoors


The equipment installed outdoors shall also be designed for operation in atmosphere likely to be
saliferous and dusty, with a design maximum ambient temperature of 40 °C and minimum humidity of
65% and maximum humidity of 100%. It shall be able to operate in such conditions without degradation
of its performance.

3.7.1 Hazardous Area Classification


Hazardous area classification shall be based on API 505.
The hazardous area classification of the facility shall be in accordance with the guidelines. The
hazardous area classification shall be based on Gas group IIA and Temperature class T3 minimum
as per relevant standards, except Battery room (i.e., IIC).
When the certificated or approved equipment for the specified hazardous area is not available, the
certified or approved one for the higher hazardous area (Zone) conditions shall be employed (i.e.,
when Zone 2 equipment is not available, Zone 1 equipment shall be used).

3.7.2 Selection of Electrical Equipment for Classification Area


The design of electrical installation on the electrical equipment for hazardous areas shall follow the
requirements of COMPANY Specification. Area classification on MCC room is unclassified area.
Electrical equipment to be installed in hazardous areas shall meet IEC 60079 standards and other
relevant standards. Such equipment shall be certified by IEC / CENELEC approved testing authorities
for use in specific hazardous areas such as BASEEFA, LCIE, PTB, or ATEX/IECEx equivalent
acceptance to COMPANY.

3.7.3 Degree of Protection


Depending on the location of the equipment, the following minimum degree of protection of enclosure
shall be designed for protection against contact with live or moving parts and against solid foreign
bodies and liquids. It shall be selected in accordance with IEC 60529. Indoor: IP 42 and Outdoor: IP
55, unless otherwise specified.

4 POWER SYSTEM DESIGN

4.1 Design Basis


The electrical power for New Pumps will be derived from existing MCCs. The system shall remain
stable under all operating conditions.

All systems shall be designed for ease of operation and maintenance with fail-safe features and
simplicity consistent with maximum performance.
The power systems shall be designed and sized such that the largest motor, per voltage level, can be
successfully started at all levels of load utilization without detriment to other connected loads.

4.2 Electrical Load Analysis


To determine the distribution of load throughout the installation and to establish/confirm the sizing of
major items of electrical equipment, e.g., transformers, Switchgear / MCCs, etc., the power balance
document(s) shall be prepared.
Special attention shall be taken by the CONTRACTOR of any large individual loads designated as
standby since the standby and duty loads may have to be operated simultaneously for a short period
of time during changeover.
All the loads shall be listed under the Switchboard/MCC to which they are connected so that the load
and size of each Switchboard/MCC can be determined. The power balance document shall also
identify the individual backup power supply and power distribution transformer ratings. The
CONTRACTOR shall prepare the electrical load list and Power System Analysis by using ETAP
software.
The load list will specify the following as a minimum:
• Equipment number
• Nature of load such as continuous (C), intermittent (I) and standby (S)
• Equipment rating/connected load.
• Load factor
• Absorbed load (kW)/power required by driven equipment, efficiency at full load, power factor
at full load, rated current.
• Estimated operating load shown in kW, kVAR, kVA.
• All formulas used in the load list calculations will be listed and made a part of the document.
The estimated total plant load and future load will be indicated. The total plant peak load shall
be compared with the power generation reserve.

Various loading configurations shall be considered including the following:


• “Continuous Loads” operating load during normal operating generation (continuous load =
100% continuous load)
• “Maximum Operating Load” (maximum load = 100% continuous load + 50% total intermittent
load or largest individual intermittent load, whichever is higher)
• “Peak Load” Maximum operating load + 10% total standby load or largest individual standby
load, whichever is higher)

A contingency factor shall be applied when considering these loads for equipment sizing, for future
expansion. CONTRACTOR shall constantly update and revise this load summary during the project.

At the end of the project, this load summary shall be updated after integration of final VENDOR data,
as part of “As built” documentation.

4.3 Cable Sizing Calculation


The minimum size of cable conductors shall be based on the following factors:
• The maximum continuous RMS load current,
• Derating factor due to the grouping of cables,
• Derating factor due to design ambient temperature of 30˚C,
• Through fault capability based upon the protective device clearing time provided,
• Basic criteria to be taken into consideration during detailed studies are as follows:
• Maximum service temperature of conductor with XLPE insulation
• Maximum short circuit condition temperature of conductor XLPE insulation
• Installation in open air on ladder rack with cover
• Maximum Voltage drops:
▪ The voltage drop on Motor terminal shall not exceed 5% at steady state condition and
20% during starting.
▪ The voltage drop for static load (e.g., lighting fixtures) shall not exceed 3%

5 POWER SUPPLY

The electricity power for New Pumps Unit OM RU III Project will be supplied from existing MCCs.

6 SWITCHGEAR / MCC AND DISTRIBUTION BOARD (DB)

6.1 BASIC OF CONSTRUCTION


Construction of Switchgear/MCC and DB shall be suitable for non-hazardous area have a minimum
enclosure protection index IP 55 for outdoor and IP 42 for indoor. Outdoor DB enclosure shall be
stainless steel. In case the DB to be installed in hazardous area, the construction of DB shall be Ex(d)
for Zone 1, Ex(e) for Zone 2, Gas Group IIA and temperature class T3 (200°C) as stipulated in IEC
60079 / API RP 505. Unless otherwise specified, the panel will be mounted to the wall or steel
stanchion. Therefore, DB shall have mounting lugs for field installation.
The outdoor panel shall be fully tropicalized for use in a tropical corrosive atmosphere and
weatherproof (non-ventilated type) application.
Removable plates made of steel shall be provided for bottom cable entry of all panels. Plates shall
have sufficient mechanical strength capable of holding cable glands that are mounted on the plate. For
explosion proof panel, cable gland hubs suitable for cable gland with blind plug shall be provided on
the bottom of panel.
The metal thickness of panel shall be not less than 2 mm. Voltage transformer and indicating lamp
shall be protected by fuse.
New lighting shall be powered through existing lighting panels spare in each area.

6.2 BUSBAR
• Where a busbar is required, they shall be installed in a compartment separated from the
functional units.
• The busbar shall be made of hard drawn bare copper, high conductivity copper type, fully
insulated with flame retardant, non-hygroscopic material and installed with barriers between
adjacent compartments.
• Busbar shall be rated for the nominal current and not lower than the incoming unit.
• Busbar and connections shall be adequately sized, braced and supported to withstand the

• The horizontal and vertical busbars shall be clearly marked with their respective phase colors
shall be as follow:

- Phase T Grey
- Phase N Blue

6.3 TERMINAL BLOCKS/LUGS


Terminal blocks with ring type terminal lugs shall be equipped and wire in the panel. All terminal blocks
shall be provided with numerical coding to identify the circuit number and phase such as 1R, 1S, 1T,
1N, 1G, etc.

6.4 CIRCUIT BREAKER


• MV Circuit Breaker: VCB, ACB, Vacuum Contactor.
• Molded Case Circuit Breaker (MCCB) shall be air brake type, manually operated, for incoming
breaker and shall be plug-in type.
• Miniature Circuit Breaker (MCB) 2 pole, MCB shall be provided for lighting circuit and space heater
circuit.

6.5 AUXILIARY CONTACTS


Contacts shall be air-break type. Contacts shall be suitable for making and breaking the rated current
of the protected circuit breaker.

6.6 METERING SYSTEM


Panel shall be provided with ammeter and voltmeter for metering and the accuracy shall be Class 1.0
in accordance with IEC 60051.

6.7 INTERNAL WIRING


The auxiliary and control wiring within the lighting and receptacle panel shall be run in the ducts or
securely bundled. Wire shall be PVC insulated and be resistant to vermin attack. Identification shall be
numbered or lettered with cable markers and securely fixed to all wire terminations.
All interconnection wiring between component devices or parts shall be provided by the Manufacturer.
Control and secondary wiring shall be of one continuous length from terminal to terminal, splicing shall
not be permitted. Power wiring shall be insulated 600 V, 2.5mm2 minimum. Control wiring shall be
insulated 600 Volt, 1.5 mm2 minimum. Extra flexible stranded type cable shall be provided from doors
or hinged panels to compartments. No more than one wire shall be connected by one terminal screw.

6.8 LOCKS
Each door of cubicle shall have a lock.

6.9 BONDING AND GROUNDING


All metallic, non-current carrying parts of panel shall be bonded together and to a main internal ground
bar. All gland plates shall be effectively ground connected to the ground bar.
All doors shall be bonded to the equipment body by means of PVC insulated cable. A grounding lug
shall be mounted outside I inside the panel.

6.10 INDICATING LAMPS


Each phase shall be provided with indicating lamps as follows:
• Phase R : Red
• Phase S : Amber
• Phase T : Green

6.11 MAGNETIC CONTACTOR


• The magnetic contactor shall be air brake type.
• The magnetic contactor shall have heavy duty mechanical endurance.
• Contactor category shall be AC 3 complying with IEC 60947-4-1 classification.

6.12 PAINTING
All surfaces of steel enclosure and structure shall be coated with corrosion resistant and rust inhibitive
paint with semi-gloss finish as per manufacturer's standard practice. The finish color shall be light gray
(RAL 7032).
7 TERMINAL BOXES AND JUNCTION BOXES
Where armored cables are terminated into boxes with non-metallic enclosures, these shall have a
stainless-steel earth tag installed under the locknut of the gland. These earth tags may be inside or

outside the box depending on the space available. Each earth tag shall be connected to the box earth
system.
Terminal boxes and junction boxes shall be rated for the area classification (hazardous or non-
hazardous) where they installed as per KPI-SNA-RU3-EEL-EDG-3006 Hazardous Area Classification
Drawing (HACD).
8 CABLING AND RACKING
All electrical cables installed at New Pumps Unit OM RU III shall conform to KPI-SNA-RU3-EEL-EPS-
3005 Specification for Electrical Cables. All control cables shall have a minimum of twenty percent (20%)
spare cores.
Cables shall be direct buried except when crossing road/pipe shall be via cable sleeve following RU-III
standard. This shall be covered in typical installation details drawing.
9 GROUNDING AND BONDING
General
Suitable earthing shall be installed for:
• Safety of personnel.

• Protection against static electricity.

• Instrument systems (isolated earth).

Metallic non-current carrying parts for all major electrical equipment, such as motors, transformers,
switchgear, motor starters, etc., shall be earthed by a suitable connection to the frame, skid, or steel
platform.
On equipment, earth conductor connections which are regularly disconnected for maintenance of the
equipment shall be made with screw type solderless connectors. All other connections shall be made
with crimp type connectors.
Earthing or bonding jumpers shall be of copper conductor with yellow/green color insulation.
Minimum size of earth conductors shall be 6 sq.mm.
All electrical joints made for earthing shall be accessible and checked for tightness and electrical contact.
Removable parts shall be earthed by means of a flexible insulated earth wire (links to doors)
yellow/green.
The resistance of earth cables shall not exceed the values stipulated by IEC-60079.
The armor of the electrical cables is not accepted as an earthing continuity conductor.
Mechanical protection for the earthing conductors shall be provided in the same manner as all the other
cables.
All mechanical and electrical equipment, which may become energized due to electrical faults, shall be
directly connected to the earthing system.

Field mounted panels, mounting stands, metallic junction boxes etc. shall be bonded to the safety earth.
On package equipment with a number of electrical components to be earthed, parallel earthing shall be
employed and not the series looping of equipment. This means earthing of equipment shall be done by
branching off from the earth loop to each individual enclosure.
Sizing of earthing conductor shall be in accordance with IEC Standard, but not less than 95 sq.mm for
main conductor and 6 sq.mm for the branches.
The earthing for the onshore processing facilities shall comply with IEEE std 80. The actual soil conditions
must be determined by soil resistance measurements. The required conductor spacing, the total length
of earthing grid and the required earthing material cross section shall be calculated considering the
maximum earth fault current, to maintain touch and step voltages within permissible values.
The earthing network shall consist of main ground mat comprising of directly buried earthing conductors,
the earth electrodes, the foundation earthing of concrete foundations or shafts and the equipment
earthing. All underground connections shall be made by means of exothermic weld.
The minimum sizes shall be as below:

10 LIGHTING
Outdoor lighting is divided into several locations. Type of luminaries required for lighting shall conform
to KPI-SNA-RU3-EEL-EPS-3007 Specification for Lighting. Illumination level shall conform to API 540.
