1.0 GENERAL
This Work Order Proposal is for Design and Construction of Design and Construction
of SGTF North Access Road in accordance with the Work Order request No. BOC-
1962-AA-9001-001.

All the construction works shall be executed in accordance with the SOW to the
approval of the Company and handed over to BOC.

2.0 PROJECT OVERVIEW


The CONTRACTOR shall design, widen the existing (unsurfaced) Access Road, and
construct a surfaced heavy- duty Access Road from Shams Road to the northern gate
of 8m wide and 1m shoulder in either side including. CONTRACTOR shall undertake
the following as per Scope of Work - Section V of CONTRACT BOC-1962 - Ancillary
Roads and Infrastructure, and project standards & specifications.

a) Information Gathering: The CONTRACTOR shall verify the Topographical


Survey, study the as-built drawings, and confirm that they are accurate and
highlight any obstacle that may require the CONTRACTOR's consideration and
action while developing the detailed design, including roadway investigation,
underground/above-ground services and facilities.

b) Detailed Design Phase: The CONTRACTOR is responsible for providing a


detailed design for this road, which includes, but is not limited to, the vertical
alignment, horizontal alignment, road cross sections, road marking and
signage, landscaping and its irrigation design, general arrangement, and
detailed design. All as per Scope of Work - Section V of CONTRACT BOC-
1962, clauses 3.2, 3.10, 3.11, 3.12 and, clause 8 stipulates the minimum design
requirements that must be met for all deliverables.

c) Construction Phase: Once the construction design has been approved, the
construction scope shall include, but not be limited to, the following:

o Provide Traffic Impact Assessment as stated in Scope of Work - Section


V of CONTRACT BOC-1962, clause 3.5.

o The CONTRACTOR shall submit a Traffic Management Plan prior to


the commencement of construction to ensure that all traffic is rerouted
to alternate routes.

o Complete the mobilization of site camp facilities as stated in Scope of


Work - Section V of CONTRACT BOC-1962, clauses 3.7 to 3.9 inc.

o Ploughing existing road surface.

o Levelling and grading of existing road surface.

o Topographical survey, setting out and compaction tests.

o Widening the existing road as per the AFC drawings

o Asphalting including prime coat, base course, tack coat and surface
course.

5.0 MOBILIZATION
Site facilities including site office, break out room, toilets, storage, power plants and
lay-down areas will be established. Site facilities to have an adequate waste collection
with segregation and disposal measures in place.

We will ensure that only the area allocated is utilised and that the set out is logical, has
easy ingress and egress, is easy to maintain and safe.

9.0 RESPONSIBLITIES
Project Manager
Conduct HSE TBT with the full site Construction team to discuss the activities of the day,
highlighting the hazards and required controls to be in place.
Conduct daily production planning brief, prior to commencing work to discuss and ensure the
following:

• Daily production requirements.


• Work constraints.
• Availability of required resources.
• Allocation of responsibilities.
Verifying /updating of Construction Schedules and various resource requirements to meet the
required progress and production requirements.
Review short term Weekly/ Bi weekly and daily production Programs, agree with Project
Manager and review progress on a daily basis.

Coordinate with Planning and Procurement to schedule materials delivery on time. Overall
management and control of site store and materials.
Monitoring and controlling the use of Plant/ Equipment on Site, ensuring regular maintenance
is carried out. Monitoring and compiling relevant information on production rates.
Follow-up and implementation of safety procedures, aiming for Zero Accident and ensuring
compliance by all site personnel, take necessary disciplinary actions against any person failing
to adhere to safety requirements.
Reviews Purchase orders of site staff and signs site receipt documents.
Reviews the site quality department observations noted on the inspection reports, act to
remedy with the site staff in coordination with the QA/QC.
Ensures all activities are performed in accordance with the contract and the construction
schedule.
Implements and ensures that all personnel understand their responsibilities, comply with the
Project Quality Plan during all construction operations, and at all levels they are aware of their
responsibilities with regard to the quality system requirements.
Ensures all activities are performed in accordance with approved drawings and Documents
and ensures that only the latest revisions of approved ones are used.
Ensures no work is commenced before all approvals are received.
Ensures engineers regularly verify the calibration status of surveying instruments and other
used inspection and testing equipment and that a record of calibration is retained.
Verifies that all workers have adequate training and experience to perform appointed duties.

Review Contract Specifications and Drawings identify product criteria and prepare required
checklist for inspection and testing.
Conduct daily site Inspection/walk through to monitor work in progress for compliance with
Specification and design/shop drawings, report any non-compliance. Aim for defect/ non-
compliance free product.
Receive and log Request for Inspection and process through during the same day. Coordinate
and perform Inspection and test activities in accordance with relevant Inspection Test Plan,
ensure that completed works is conformant and ready for final inspection.
Monitor status of inspection and follow-up on actions for re- submission, ensuring all required
actions are completed prior to re-submission.
Coordination with Test Laboratory for sampling. Monitor the Quality of materials received and
report any deviations from specified requirement.
Perform materials receiving Inspection/ test to verify compliance with the requirements of
Specification and / or approved submittal. Report non-compliance via the use of receiving
inspection report.
Monitor storage area and take necessary action to prevent damage.
Maintain quality records specified by relevant inspection test plans and contract documents.
Ensure all original copies of records are handed over to Document Controller.
Planning and coordination of Project Hand Over, and establish the required plans in
coordination with Project Manager.
During the Construction life cycle, perform the above duties to ensure that 95% of Inspections
Passed first time and prevent product defect.
HSSE Site Supervisor
Conduct TBT with full site Construction Team and ensure all hazards of the activities of the
day are identified and actions are in place and understood by the work force.
Inspect and audit all site operations to monitor compliance with HSSE Policy and execution
plan.
Inspect all relevant files, forms and registers required to be kept at site to ensure the routine
tests and inspections required by safety plan have duly been carried out and the results
properly recorded.
Monitor observance of site safety rules and issue warnings to workers, work supervisions, site
management staff and subcontractors for rectification purposes in case of non- compliance
and unsatisfactory safety performances. Site improvement notices shall be raised wherever
necessary.
Investigating all accidents/ incidents etc. and make necessary recommendation.
Promote the safe execution of work on site and provide safety induction training and safety
briefings to workers.
Produce daily and weekly HSSE site reports.

10.0 ENGINEERING PHASE


The CONTRACTOR is responsible for providing a detailed design for this road, which includes, but is
not limited to, the vertical alignment, horizontal alignment, road cross sections, road marking and
signage, landscaping and its irrigation design, general arrangement, and detailed design. All as per
Scope of Work - Section V of CONTRACT BOC-1962, clauses 3.2, 3.10, 3.11, 3.12 and, clause 8 stipulates

12.0 TRAFFIC MANAGEMENT PLAN


The proposed Traffic Management Plan which should be based on the following:

Utilizing the southern access which involves the Reinstatement of the south side access road.

1. Supply & Install New security 12mx3m cabin and (Existing Cabin need to be operate during
change of Access from SGTF North side to SGTF South side)
2. Re Locate 3mx3m Guard Rest Cabin
3. Supply and install 50 Number T-Walls
4. Provide Electric Power From located Steel Guard Tower (if possible) which is at 75m from
Southern Gate.
5. If Electrical Power from existing Guard not possible; that mean checking for another electrical
power sources.
6. Relocated one of Existing Drop arm Barrier.
7. Relocate existing 14 No. Jersy Barriers
8. Construct 50mx30m Car Park area which includes Grading; Backfilling 0.2m thick Gatch B

9. Backfilling existing Security Ditch Infront of Gate so Traffic will be smoothly.
10. Construct new road from Southern Gate to the existing Gatch road (Length 150m and width
20m Thick 1m)
11. Supply and Install New Pedestrian Gate.
12. Relocate 2 Lighting poles including Electrical wiring.

SGTF NORTHSIDE REQUIREMENTS:

1. Move the existing 14 Jersey Barriers to the Southern Gate.


2. Transfer 1 steel drop arm barrier to the Southern Gate.
3. Eliminate one lighting pole.
4. Shift the 3mx3m Guard Rest Cabin to the Southern Gate.
5. The suggested position for the Concrete Gate will be to the north before the Security Ditch,
with coordinates as follows:

X: 751973.734, Y: 3443372.742

SGTF NORTHSIDE REQUIREMENTS:

1. Grading Access service Road


2. Removal surplus Graded Materials out site to suitable dumping area
3. Backfilling one Layer Gatch B Materials

13.0 TEMPORORY SITE FAICILITY


The Site Office facilities for CONTRACTOR will be constructed as part of the initial infrastructure
development. CONTRACTOR will manage this construction through its Construction Management
team office as per the COMPANY standards and norms for the entire duration of the CONTRACT.

All facilities shall meet all applicable health, safety, security, environment, and social performance
regulations and fully conform to the requirements of the CONTRACT and Section VIII – HSSE & SP and
Section XV - Contract Reference Documents in particular.

14.0 EXECLUSION
The contractor has removed landscaping and irrigation from the work order proposal, as these
elements will be addressed in a separate work order proposal associated with BOC-1962-AA-9002-
0001-SGTF and MCPP External Infrastructure Arrangement.

DIRECT MATERIALS

Note: CONTRACTOR shall be compensated for the net quantity and net invoiced cost of Materials delivered
to the Site in the performance of additional Work, supported by Vendor's invoice showing the actual
purchase price net, including any cash or trade discounts.

SUBCONTRACTORS / THIRD PARTY SERVICES

Note: CONTRACTOR shall be compensated for the provision of SUBCONTRACTOR/ Third Party Services for additional Works
as instructed by COMPANY either on or off-site for the net invoiced cost to CONTRACTOR by
the Third Party.
