why?

◆ Speed through the water, basically, the application of navigation is applied to ships that
are within mutual visibility, and 'in mutual visibility' refers to a state in which the
movement of the opponent can be confirmed with the naked eye, so the applicable
speed system based on visual confirmation is speed through water.
