1 GENERAL
1.1 Purpose
This specification outlines the requirements for the selection, design, procurement, manufacture,
inspection, testing and shipment of the Passive Fire Protection (PFP) for the new facilities at Obite TC
as part of the UBETA Main Development Project.
1.2 Scope
This specification focusses on the passive fire protection to be supplied for the new facilities added at
Obite TC as part of the UBETA Main Development Project.

PFP shall be installed on:


• The ESDV (valve body, actuator and wiring cable) at Obite TC inlet facilities,
• The incoming above ground pipe from Ubeta as far as the ESDV.
Mention shall be made that Obite TC existing PFP philosophy and schedule are available in the
document ‘’PFP Philosophy and Schedule’’, Ref.[10].

5 GENERAL
5.1 Environmental Conditions
The passive fire protection shall be permanently available for intermittent exposure to fire whilst located
in the prevailing environmental conditions described in ‘’Ubeta Main - Equipment Design Conditions
Specification’’, Ref.[8].

5.2 Location
Passive fire protection will be installed in outdoor location at the arrival facilities of Obite Treatment
Center onshore Nigeria.

5.3 VENDOR Responsibilities


As a minimum, the VENDOR responsibilities are the following:
• Carefully examine the enquiry documentation prior to bid and inform the CONTRACTOR of any
error, omission or discrepancy,
• Comply with all requirements of this specification or highlight deviation if any.

VENDOR's bid shall include the following information:


• Reference information of VENDOR,
• Minimum thickness of PFP required to satisfy the requirements of this specification,
• PFP application procedures approved by VENDOR,
• Data sheets of all materials to be used,
• Product safety datasheets,
• Fire test certificates according to the requirements of this specification,
• Resources to protect items to be coated against unfavourable climatic conditions,
• Schedule of the work.

The following items are excluded from the VENDOR’s scope of supply :
• Identification of items requiring PFP,
• Responsibility for identifying PFP rating and insulating period,
• Responsibility for identifying details of location.

In order to meet the stringent safety requirements of the Project, passive fire protection must offer a
high degree of reliability under all weather conditions and shall require the minimum of maintenance in
order to maintain this level of availability. Ease of repair of the passive fire protection is of paramount
importance.
As per ''Ubeta Main - Equipment Design Conditions Specification'', Ref.[8], the design life of the Project
is 20 year life in continuous service with at least 3 years of uninterrupted service. PFP design shall
withstand the Project design life.

The CONTRACTOR shall be solely responsible for providing complete, new, unused, and operable
passive fire protection materials in full compliance with all referenced Codes and Standards,
COMPANY Standards and documents listed section 2 of this specification.

5.4 Omissions
Any omission in the requirements detailed herein shall not relieve VENDOR of his responsibility to
provide a system that delivers the specified performance.

5.5 Conflicts
Any conflicts between the referenced documents shall be identified to CONTRACTOR in writing for
resolution before proceeding with the design. Verbal communications shall not be considered official.

5.6 Exceptions and Deviations


Any exceptions and deviations from the requirements of this specification and associated documents
shall be clearly itemised by the VENDOR when submitting his quotation. The deviations shall be listed
item by item against the relevant clauses of this specification.
Failure to detail items under, “Deviation from specification”, shall be interpreted by the CONTRACTOR
as confirmation that VENDOR will comply fully with this specification and any subsequent costs that
may arise as a result of non-compliance shall be borne by the VENDOR.
A statement on VENDOR proposals shall be made as follows: “We certify that our proposal fully
complies with CONTRACTOR’s all inquiry documents except for the following:…”. If no exceptions
state: “No exceptions are taken”.

5.7 Sub Orders


VENDOR shall not subcontract any work without the expressed consent of COMPANY. Should any
work be subcontracted to others, VENDOR shall provide the COMPANY with unpriced copies of all
sub-orders together with material specifications. Access to subcontractor facilities shall be granted to
COMPANY for the purpose of inspection and status verification.

5.8 Review of Documents


Review/approval of VENDOR documents shall not relieve VENDOR of his guarantees to ensure that
passive fire protection is safe for use and fit for purpose.

6 PFP DESIGN BASIS


6.1 Type of PFP
The following PFP are required as part of the Project:
• Fire blanket or pre-fabricated Panels/Boxes for the inlet ESDV (valve body, actuator and wiring
cable),
• Epoxies for pipe above ground at Obite TC leading to the ESDV.
The ESDV and pipe shall be protected against Jet Fires (JF) with PFP.
Refer to GS-EP-SAF-337 Ref.[11] and ISO 22899 Ref.[16] for definitions of the characteristics of Jet
fires (JF).

6.2 Performance Criteria


The performance of PFP (in terms of fire resistance), is the period of time (in minutes) during which
the PFP protects the structure or the equipment before the first critical behavior is observed.

In terms of fire rating, structures, partition, and equipment, PFP systems shall satisfy three main criteria
throughout a prescribed time of exposure to heat:
1. Stability: the structure shall fulfil its load-bearing capacity throughout the fire exposure period,
2. Integrity: the partitions shall prevent spread of flames and hot fumes throughout the fire
exposure period,
3. Insulation: the unexposed side of the partitions shall not reach surface temperatures in excess
of a certain level throughout the fire exposure period.

Fireproofing shall be easily installed and repaired and shall not interfere with the maintenance of (or
access to) the surrounding equipment. Areas such as critical welds, inspection parts which need to be
inspected shall be protected by means of removable PFP systems. In addition, PFP of supporting
features shall have the same fire rating as the main equipment protected with PFP.

6.2.1 Maximum Allowable Surface Temperature


The critical core temperature of an element is the temperature at which failure is expected to occur or
a given load level, assuming a uniform temperature distribution. Passive fire protection is required to
limit the temperature of the protected surfaces when exposed to fire. The specified maximum allowable
surface temperatures shall be lower (more conservative) than the critical core temperatures of
protected elements.

Maximum allowable surface temperatures permitted are based on requirements from


GS-EP-SAF-337, Ref.[11].

6.2.2 Fire Rating


Fire rating for an item (either piping and/or ESDVs) is defined by the item critical temperature, the worst
type of fire the item shall withstand, and the period of time during which the item shall not exceed the
critical temperature (i.e. shall maintain its stability).

The fire rating shall be written as T/XF/t, with: T max. surface temperature (as defined under section
6.2.1), XF: type X of fire (as defined in section 6.1), and t: specified period of time.

Considering the requirements of GS EP SAF 337, Ref.[38], the existing design philosophy at Obite TC
‘’Passive Fire Protection Philosophy & Schedule’’, Ref.[23], and the conclusions of the Detailed Risk
Assessment, Ref.[9], the PFP shall comply with the following fire ratings :
• ESDV : 200/JF/t with t equal to 60 minutes minimum,
• Upstream pipe : 350/JF/t with t equal to 60 minutes minimum.

6.2.3 Explosion Resistance


The PFP provided on equipment and structures shall be required to resist blasts up to the level that
the structure/equipment is designed for. [HOLD 3].

7 TYPES OF PFP PRODUCTS


VENDOR shall select between the following types of products to ensure adequate passive fire
protection on the identified facilities in section 6.1 of this specification.

7.1 Pre-Fabricated Panels/Boxes


Pre-fabricated panels/boxes shall be maintenance-free and easily removed. They shall have a good
resistance to blast and chemicals and be light in weight.
Pre-fabricated panels/boxes can use many PFP materials such as epoxies, cementitious coatings,
fibres, composite or rubber.
Regarding fire resistance, pre-fabricated panels/boxes using fibres (ceramic or mineral) exhibit some
disadvantages that hinder their applications where there is direct exposure to hydrocarbon fires.
Therefore, they shall be used only for protection from cellulosic fires outside the restricted area or as
internal enclosures for equipment, buildings and the outside of enclosures in dry climates.
Demountable boxes of intumescent “cast” material or GRP shall mainly be used to protect ESDVs and
their actuators. They can also be used for revamping projects when new equipment/steelwork with a
given calculated PFP rating shall be connected to existing equipment/steelwork protected with a
different PFP rating.
Panels with organic binders shall be prohibited for indoor use.

It is noted that penetrations through a fire rated partition for the passage of cables, pipes, ducting or
structural members shall be via certified penetrations that maintain the fire rating integrity of the
division.

7.2 Fire Blankets


Fibres blankets can be used as an alternative to boxes of intumescent “cast” material or GRP to protect
ESDVs and their actuators. Fire resistant blankets shall be selected such that they can be exposed
directly to a hydrocarbon fire, outdoor. Blankets shall be easy to install, lightweight and provide easy
inspection.

7.3 Spray-Applied Epoxy Intumescent


Epoxies can be used offshore for structural members such as pipe work. They have a superior
performance to fire and jet fire and a superior resistance to explosions, corrosion and impact.
They react with fire and release chemical toxics and, therefore, shall not be used in enclosed areas
where personnel could be present and need to stay, or pass through in a fire situation.

8 PFP MATERIAL PROPERTIES


API PUBL 2218 section 7.2.1, Ref.[15], states: “In selecting fireproofing materials care should be taken
to obtain the desired degree of protection during the system’s service life.”

With regard to the duration and type of fire, VENDOR shall provide evidence acceptable to COMPANY
that the proposed PFP product has been tested and shown to provide adequate protection. VENDOR
shall provide fire performance test details and explosion resistance in accordance with section 6.2.2 of
this specification.

In addition, the following general considerations shall be taken into account in the selection and
proposal of a suitable PFP product for use on the PROJECT:

8.1 Anti- Corrosion


VENDOR shall ensure anti-corrosion performance is met if the PFP product is applied directly on
substrate or ensure compatibility and adhesive strength to underneath anti corrosion coatings.

8.2 Density
The weight limitations imposed by the strength of the structural steel to be fireproofed shall be assessed
and consideration shall be given to minimizing the applied weight of fireproofing when selecting the
appropriate system.

The different fireproofing materials should be compared on a weight per square meter basis taking into
account the required Dry Film Thickness (DFT) and the specific gravity.

VENDOR shall provide specific gravity test results conducted by an independent test house in
accordance with the method A of ISO 1183-1, Ref.[19], and the test results given in g/cm 3.

8.3 Bonding Strength


API PUBL 2218 section 7.2.2.3, Ref.[15], states: “Bonding should be strong enough to ensure that
fireproofing materials will withstand mechanical impact and protect the substrate against corrosion.”

VENDOR shall have tested the adhesion of the fireproofing to steel and provide evidence that the
adhesion value is not less than 5 MPa measured with hydraulic Pull-off Adhesion Tester (PAT)
instrument in accordance with standard ISO 4624, Ref.[17].

8.4 Weatherability and Chemical Tolerance


API 2218, Ref.[15], section 7.2.2.4 states: “A material’s ability to withstand the effects of humidity, rain,
sunlight, and ambient temperature can influence its insulating quality, the life expectancy of its coating,
and possible corrosion of the substrate and its reinforcing material.”
Exposure to certain acids, bases, salts or solvents can destroy fireproofing materials; for applications
where there is potential for such exposure, the materials should be checked for chemical stability with
respect to all acids, bases, salts or solvents that the fireproofing may reasonably be exposed to. Testing
should be for a minimum duration of 3 months.
PFP material shall also be resistant to general hydrocarbon damage should the material accidentally
come into contact with these substances.
Maintenance of a system is a vital part of ensuring continued fire protection. Materials shall be chosen
that are not reliant on a protective top coat for their continued corrosion protection and insulating
quality. In this regard, test data, relevant certification and track record of use of the proposed systems
in similar offshore environmental conditions shall be submitted by VENDOR to support the proposed
fireproofing.

8.5 Hardness and Impact Resistance


Fireproofing materials should be able to withstand a reasonable amount of mechanical impact and
abrasion. If the integrity of the fireproofing system elements is impaired, the degree of fire resistance
can be seriously compromised and the coating or fabricated structure may have to be repaired. The
fireproofing shall have a minimum Shore D hardness value of 55.

8.6 Vibration Resistance, Compressive, Tensile and Flexural Strength


Vibration resistance and compressive, tensile and flexural strength may be important to the life
expectancy of fireproofing. In some application vibration can fracture fireproofing material and destroy
bonding of rigid coatings to the substrate.

To ensure sufficient resistance to mechanical damage the fireproofing VENDOR shall provide evidence

VENDOR shall provide evidence that the fireproofing has sufficient flexibility to withstand strains to
failure of 1.6%. This value should accommodate designs where there has been allowance for plastic
deformation.

8.7 Vapour Permeability


Vapour permeability and porosity mainly relate to corrosion prevention and are most important in moist
environments or in the presence of chemicals that can penetrate the coating.
The VENDOR shall provide third party test evidence of water uptake in accordance with ISO 2812-2,
Ref.[18].
Fireproofing components vital to the performance are water soluble if not correctly bound in a resin
system.

8.8 Resistance to Hydraulic Erosion and Thermal Shock


Where fireproofing materials must remain in place when water cooling streams are applied (water/foam
deluge and/or fire water/foam hoses), a hose-stream test should be conducted to compare the ability
of different materials to withstand hydraulic erosion and thermal shock.

The fireproofing VENDOR shall provide independent test evidence of hose stream testing in
accordance with NFPA 290, Ref.[20].The test provides a minimum thickness which should be applied
to meet the requirement of the test.

8.9 Surface Temperature of Substrate


Fireproofing materials have definite limitations on their operating temperatures. VENDOR shall select
material that is suitable for the substrates normal range of operating temperatures by carefully
reviewing thermal restrictions in material data sheets.

In general the PFP system shall be suitable for direct application to surfaces operating between -30ºC
and 80ºC.

For substrate temperatures above 80ºC up to 120ºC and below -30ºC to -45ºC VENDOR may provide
a sprayable epoxy syntactic insulation system fire-tested in conjunction with the fireproofing. The
appropriate thickness of insulation shall be specified by VENDOR as necessary to restrict the
fireproofing to the appropriate temperature.

For substrate temperatures above 120ºC and below -45ºC VENDOR shall specify a suitable insulation
system tested in conjunction with the fireproofing. The insulation system must be resistant to corrosion
under insulation and the fireproofing shall be epoxy intumescent due to the requirement for flexibility
and corrosion protection. The insulation system shall be applied at a thickness provided by the
insulation supplier and shall be applied in accordance with the fireproofing VENDOR application
guidelines.

8.10 Heat and Transfer Coatback


Heat transfer from an unprotected section to a fireproofed section in fire can cause accelerated heating
and premature failing of the structure. This problem can be addressed by most economically by
extending the application of fireproofing onto the unprotected section for a limited distance to restrict
heat transfer. This is referred to as coatback.

Standard industry practice for coatback is 450mm unless evidence is provided to demonstrate the
validity of a shorter distance.

8.11 Smoke Generation, Toxicity


VENDOR shall ensure PFP products follow smoke generation and toxicity requirements in accordance
with NES 711, Ref.[21], and NES 713, Ref.[22], respectively.

8.12 Appropriate Certification and Documentation


All PFP products shall be of proprietary design and manufacture and shall be tested and certified. A
list of laboratories and certifying authorities agreed by COMPANY is given in Appendix 1 of
GS-EP-SAF-337, Ref.[11]. No PFP material shall be used without a certificate from at least one of
these authorities.

9 SPECIAL REQUIREMENTS FOR SPRAY-APPLIED PFP


9.1 General
Passive fire protection in the form of a spray-applied epoxy intumescent coating shall be applied to
selected structural members to limit the temperature of the protected surface when exposed to a
hydrocarbon jet fires of a specified duration.

The use of epoxy intumescent coatings is restricted to naturally ventilated areas.


The PFP material VENDOR shall provide the necessary test data to confirm the required material
thickness. Suitable certification evidence or a letter of compliance will be required by COMPANY and
the Certifying Authority to demonstrate compliance with the fire loadings identified.

PFP VENDOR shall state the maximum acceptable deflection value (straining) of structural members
that would not de-rate the system's fire performance.

Where local heat transfer may occur due to secondary or tertiary steelwork connected to the protected
steel members, the steelwork shall be protected to the required distance to prevent local heat transfer
to the protected member (coat-back). The passive fire protection VENDOR shall advise the required
length of coat-back and shall provide all necessary test results and data to confirm the coat-back
requirements to the satisfaction of the CONTRACTOR and the Certifying Authority. A default value of
450-500 mm shall be used unless evidence is provided to demonstrate the validity of a shorter distance,
in accordance with section 4.4.8 of GS-EP-SAF-337, Ref.[11].

9.2 Surface Preparation and Primer


Surface preparation, priming, application equipment, application and procedures shall be in
compliance with the latest revision of the VENDOR’s certified application manual. The anti-corrosion
coating of the base metal shall be compatible with the PFP product and shall be in accordance with
GS-EP-COR-354, Ref.[13].

As fires may be preceded by explosion, evidence shall be provided that the PFP can resist without
damage the explosion overpressure and subsequent under pressure. Design values of overpressure
and under pressure shall be provided by CONTRACTOR, [HOLD 3].

Should any doubt exist regarding the suitability or compatibility of primed surfaces with the passive fire
protection, consultation with the PFP material VENDOR must be made. No further work on the area in
question shall proceed until the VENDOR’s representative has attended site, inspected the area in
question and given his recommendations in the presence of both the VENDOR and the
CONTRACTOR.

Any pins or attachments to be welded to the protected surface shall be welded prior to final surface
preparation and priming and located in accordance with the VENDOR’s recommendations.

Where the protected surface may operate at an elevated temperature, such as on vessels or piping,
the VENDOR shall provide and install an insulating layer in accordance with the requirements of the
PFP material VENDOR. The insulating layer must be compatible with both the surface primer and the
PFP product.

9.3 Application
Prior to initiation of work the VENDOR shall meet with the CONTRACTOR, COMPANY, and
APPLICATOR to review the project drawings and specifications. The VENDOR shall survey the job
site and material storage facilities, examine the APPLICATOR equipment, review APPLICATOR’s safe
working practices, personnel protective equipment, material handling procedures, application methods
and quality control, and approve each to ensure compliance with PROJECT specifications.

VENDOR shall appraise the environmental conditions at the job site and considering the prevailing
conditions advise APPLICATOR of measures to be put in place to ensure that installation can be
accomplished without weather-related quality problems. The VENDOR shall advise COMPANY in
writing if conditions are such that installation should not take place. It is the responsibility of the
VENDOR to ensure that PFP application is in accordance with VENDOR's requirements.

Reinforcement of the PFP is to be of the type, material, and attachment method appropriate to the
surface protected and is to be in strict accordance with VENDOR’s specification and the Certifying
Authority requirements. All reinforcement shall be fully encapsulated by the PFP. Exposed areas of
reinforcement will not be tolerated and will be subject to re-work at the VENDOR’s expense.

Reference shall be made at all times to VENDOR’s product data sheets and written procedures for
guidance on storage, handling, repair and if applicable mixing, thinning, application, and drying / curing
of the applicable PFP. Relevant guidance regarding matters of health safety and environment shall be
adhered to.

If the PFP system uses spray application all structures, components, and equipment not to be protected
but located in the vicinity of the spray operation shall be masked. Masking may be undertaken using
tarpaulins, polyethylene or equivalent (as instructed by the VENDOR). Release agents shall not be
used to prevent PFP material adhering to equipment, steelwork etc. that is not being protected. In
windy conditions additional precautions to control over-spray should be taken.

Spills, drips, or over-spray of spray applied PFP shall be removed promptly before the material has
cured.

Once spray applied PFP has gelled, masking materials shall be removed. Masking shall be removed
before PFP cures ensuring that the PFP is not disturbed.

The thickness of PFP shall be measured during application using a wet gauge.

9.4 Topcaot
Any protective topcoat applied to the intumescent coating shall be strictly in accordance with the
VENDOR’s recommendations.

9.5 Sample Reference Area


Before commencing PFP application, a sample reference area shall be identified and protected in
accordance with the project PFP requirements. The surface finish shall be agreed on by all parties
(VENDOR, applicator, CONTRACTOR, COMPANY or COMPANY’s representative) and used as a
reference standard for all subsequent PFP application on the project.
Acceptance of each stage of application for the sample area shall be recorded on a specific QA/QC
form. The sample area should have dimensions of at least 2m x 1m for flat surfaces or 2m long for
pipes and shall be representative of the surfaces and configuration of items to be protected.
The sample should, at the discretion of the CONTRACTOR, be part of the final completed work on the
installation.
Should any doubt exist with regard to the suitability or compatibility of primed surfaces with the passive
fire protection, consultation between VENDOR and CONTRACTOR must be made.
No further work on the area in question shall proceed until the VENDOR’s representative has attended
site, inspected the area in question and given his recommendations in the presence of CONTRACTOR.

9.6 Rework and Repair


If it is necessary to carry out rework to any of the protected surfaces, the following general guidelines
shall be observed although each case shall be considered individually.
Repairs and rework shall be carried out in accordance with the material VENDOR’s procedures and to
the satisfaction of the Certifying Authority and the CONTRACTOR. The procedure shall include the
following steps:
• Remove all damaged material (or material required to be removed for additional attachments, etc.)
with great care and without damage to the original substrate,
• Restore the primer to that of the original specification,
• Replace reinforcement as necessary allowing any overlap required to obtain maximum strength,
• Prepare and clean all edges of the existing material prior to application of the passive fire
protection. The finish of the repair shall as far as possible blend-in with the surrounding material
to give a uniform appearance. Reinstate top coat as necessary.

9.7 Personnel Safety


Special precautions should be observed when handling and/or applying fireproofing and primers
because of the nature of the materials involved and the spray process. Details of the precautions should
be provided in the VENDOR’s certified procedures.
Some PFP products and most of the associated primers and topcoats contain low flash point solvents
or substances hazardous to human health or to environment. All substances or chemicals shall be
assessed in terms of health and environmental effects.
Operations involving the spray application of flammable and combustible materials shall comply with
NFPA 33, Ref.[14].

Appropriate Job Hazard Analysis and risks assessment shall be carried out prior to delivery of materials
to site, prior to all PFP preparation and prior to application work. Suitable control measures, including
low storage temperature, natural or forced ventilation requirements, respiratory protective equipment,
adequate clothing and eye protection, etc. shall be provided and their use enforced to reduce the risks
to personnel to an ALARP level.

10 QUALITY ASSURANCE
10.1 General Requirements
VENDOR shall assume unit responsibility and overall guarantee for the fireproofing. All Project QA/QC
documentation shall be submitted after completion of the PFP work in a dossier that shall include
release certificates and a photographic record of the work carried out.

In addition to quality assurance requirements within this specification, quality assurance requirements
as defined in the Main Contract will apply.

Refer to the section 9 of the GS-EP-COR-353, Ref.[12], for a full description of the requirements for
inspection and testing of the passive fire protection.

10.2 Application Qualification


The applicator shall demonstrate that their company and application equipment to be used is qualified
and approved by the VENDOR of the proposed PFP system. The applicator shall demonstrate a track
record of similar work with the PFP systems and equipment used for application.

10.3 Quality Control Procedure / Application Method


The application shall be carried out strictly in accordance with the requirements of the
CONTRACTOR’s Application Manual and APPLICATOR shall have a controlled copy of the latest
revision of this manual on site at all times throughout the project.

Any issues that are not covered within this specification or the application manual must be submitted
in writing in the form of a Technical Query Request (TQR) and the solution must be approved by the
supplier and client prior to work proceeding.

In addition, APPLICATOR shall have documented procedure covering all aspects of their operation in
line with ISO 9001 quality control systems.

10.4 Quality Control plan


A detailed QCP shall be submitted by CONTRACTOR. This shall include all activities inherent to the
PFP works that directly influence the final quality of the application. The QCP shall include, but not be
limited to, the following inspection and control activities:
• Material inspection on delivery,
• Storage of PFP materials,
• PFP application equipment (type and efficiency),
• Surface preparation (ambient conditions, substrate cleanliness and roughness),
• Primer application (approved type of primer, ambient conditions, film integrity, film thickness),
• PFP application (ambient conditions, surface cleanliness and primer cure, masking, mesh
reinforcement installation, ratio checks when using plural component spray machines, PFP film
integrity and thickness),
• Topcoat application (ambient conditions, surface cleanliness and PFP cure, type and thickness),
• Repairs (surface preparation, primer, PFP application as listed above),
• Final inspection,
• Final documentation review and submittals.

10.5 Quality Control Forms


The quality controls detailed in the QCP shall be recorded on project specific QA/QC forms.
These shall clearly identify the protected item or area, preferably with the use of attached PFP
drawings. The QA/QC forms shall include, but not be limited to, the following information:
• Details of the item or area to be protected,
• Details of applicator and key personnel,
• Details of surface preparation, primer application and substrate cleanliness,
• Ambient conditions during PFP application,
• Batch numbers of PFP material applied,
• Quantity of PFP material and mesh reinforcement installed,
• Thickness of PFP material applied,
• Surface area in square metres protected,
• Details of equipment used.

All QA/QC forms shall be completed within one week (maximum) of referenced PFP application and
shall be signed for acceptance of the work carried out by COMPANY or his authorised representative.

10.6 PFP Thickness Requirements


PFP thickness measurement should be in accordance with a recognised system of measurement. The
average measured PFP thickness shall be within the following tolerance range of the specified design
thickness: -0mm/+2mm.
The following criteria shall be used for determining the minimum required PFP Thickness: The
minimum acceptable thickness at any point shall not be less than 85% of the design thickness up to a
maximum of 1.5mm less than the design thickness. In other words, for thicknesses up to and including
10mm the minimum allowable thickness is 85% of the design thickness. For thicknesses above 10mm
the minimum allowable thickness is the design thickness less 1.5mm.
It should be noted that these are minimum, single point thicknesses and that the average inspected
thickness must not be below the design thickness.

10.7 Final Inspection


Final inspection of the PFP work shall be carried out by representatives of the installation applicator,
VENDOR, CONTRACTOR and COMPANY or their authorised representative.
The final inspection shall include, but not be limited to:
• Surface finish in accordance with sample area,
• No reinforcement mesh exposed,
• No disbonding at terminations,
• No blisters in PFP layer,
• Final applied PFP thickness in accordance with design thickness,
• Physical inspection to check for possible hollow areas or delamination between layers of PFP
material.
Any repairs or rework shall be noted and carried out in accordance with the VENDOR’s approved
procedures. Acceptable items or areas shall be signed off by all parties in accordance with COMPANY
requirements.

11 INSPECTION AND TESTING


Reference shall be made to section 9 of GS-EP-COR-353, Ref.[12], for a full description of the
requirementsfor inspection and testing of the passive fire protection.

The CONTRACTOR may, at any time, check the conditions under which the passive fire protection is
being stored to ensure they are in compliance with the VENDOR’s instructions.

The CONTRACTOR may, at any time, check the environmental conditions under which the passive
fire protection is being applied to ensure compliance with the VENDOR’s instructions.

The CONTRACTOR reserves the right to carry out tests and inspections as appropriate to ensure that
the requirements of this specification have been met.

Inspection procedures and acceptance standards shall be agreed between CONTRACTOR and
VENDOR prior to commencement of work. Unacceptable work shall be replaced or repaired in an
approved manner at the VENDOR’s cost.

Inspection by the CONTRACTOR and/or the Certifying Authority shall not relieve the VENDOR of any
guarantees, responsibilities, or obligations with regard to supply and installation of materials to this
specification and the VENDOR’s specification.

VENDOR’s inspection of the completed work shall include:


• Conformity to this specification,
• Compliance with PFP VENDOR’s documentation,
• Compliance with an approved Quality Plan, including agreed procedures.

Acceptance of the thickness of spray-applied PFP shall be based upon random measurements. In no
case shall the applied thickness be less than the specified minimum dry thickness.

12 DOCUMENTATION
VENDOR shall provide the documentation as listed in the VENDOR Documentation Requirement
Schedule included in the MATERIAL REQUISITION.

The documentation shall be in full compliance with the requirements from Management of
Documentation - Instructions to VENDORS, Ref.[4].

13 PACKING AND STORAGE


VENDOR, as part of the contract documentation, shall submit for review and approval a detailed
procedure to cover site storage (including storage life and periodic inspection) and packing.
A packing list shall be placed both on the inside and outside of each individual package or container.

Refer to Packing, Marking and Shipping - Instructions to VENDORS, Ref.[5] for further details.

14 PRESERVATION AND STORAGE


All materials and equipment shall be stored on site prior to use in accordance with the material
CONTRACTOR’s instructions.

The storage of materials in spray machinery must be controlled so that the standing time does not
permit degradation of the materials or malfunction of the equipment. Any storage
instructions / requirements and details of any protective measures to be put in place shall be provided
by VENDOR.

VENDOR shall be responsible for the preservation and protection of all materials and equipment during
transit.
Refer to Preservation and Storage - Requirements and Instructions to VENDORS, Ref.[6], for further
details.

15 HEALTH, SAFETY AND ENVIRONMENT


Refer to HSE Requirements - Instructions to VENDORS, Ref.[2], for further details.

16 WARRANTIES
Specific guarantee given by CONTRACTOR shall complete guarantees and warranties defined in the
CONTRACT.

Refer to the section 9.5 of GS-EP-COR-353, Ref.[12], for warranty requirement.
