Identification of the Requirements for the Effective Human

Resource Development in the Health System

The ultimate goal of human capital development is a long, healthy, and creative life. This study aimed
to identify effective human resource development requirements in the health system.

Methods : In a mixed-method study, 20 Iran health sector managers reached data saturation
qualitatively. A standard 15-question health system questionnaire was distributed to 302
senior/intermediate managers and faculty, selected using stratified random sampling. Quantitative
analysis used confirmatory factor analysis and partial least squares modeling.

Results: 4 key requirements impact human resource development—financial (13 components),


service (14 components), educational (14 components), and partnership (7 components).

Conclusion: To enhance human resources in the health system, focus on financial, service,
educational, and partnership requirements.

health sector. Human resources are crucial globally but neglected in low-income countries. The health
