CIVIL WORKS
STANDARD INSPECTION & TEST PLAN (ITP) FOR CIVIL WORKS :
1.0 GENERAL NOTES:
Inspection & Test Plan (ITP) given herein is indicative only. Contractor shall prepare and submit ITP for all
activities. The provisions indicated herein for stage wise inspection are minimum and the Engineer-in-charge
may decide to increase the Hold Point/Witness Point basis the work being carried out at site. Contractor has
to prepare ITPs for any of the activities not covered herein, submit the same to HPCL and obtain their
approval.
Contractor to prepare required reporting formats and job procedure for each activity i.e. Setting out of work,
levels at 5 m grid, prior to excavation, submission of 5 nos. murrum samples meeting tender specifications
along with soil lab test report, concreting, laying of base, sub-base, seal coat for roads etc., to HPCL for
approval well in advance prior to commencement of activity. Any deviation to ITP shall be subjected to
HPCL's written approval. Contractor to carry out 100% examination and make available to HPCL Officers
requirement at any time of inspection during the contract period.

CIVIL WORKS
2.0 LEGEND:
2.1 HP: HOLD POINT
A point which requires inspection/verification and acceptance by HPCL before any further processing is
permitted.
The Contractor shall not process the activity/item beyond the Hold Point without written approval from
Engineer-in-charge.
2.2 W: Witness Point
Any point which requires witness by HPCL when activity is performed.
2.3 RW: review of contractors documentation

Contractor’s documentation to be reviewed by HPCL.
2.4 S: Surveillance inspection by HPCL

Monitoring of observations to verify whether or not materials/items/services confirms to specified requirement.
Surveillance activities may include audit, inspection, witness of testing, review of quality documentations and
records, personnel qualifications etc.
2.5 WC: 100% examination by contractor.

3.0) The indicative inspection and test plan is as below,

 Contractor to carryout design calculations according to relevant IS codes /Standard
Construction Practices/Tender Specification/Scope of Work etc., as directed by
Engineer-in-charge (EIC) complete in all respects for 1) Storm water drainage system
2) Pipe way bridges and culverts 3) structures like 10 meter long cantilever canopy for
lube shed etc.

a) Submission of design calculations and drawings for construction to HPCL for review
within 20 days of placement of LOI.

b) Upon clearance of hold point by HPCL vide point 1.a, contractor will get the design
calculations and construction drawings vetted by HPCL within 10 days.
2.0 RR MASONRY DYKE WALLS/FIRE WALLS

 Vetting of design calculations, drawing of the dyke/fire break walls, Preparation of WC HP

Construction drawing in Auto Cad & obtaining HPCL ‘s approval
 Fixing the centre line and alignment of dyke/fire walls and setting out of various WC HP
control points, levels on the centre line at every 5m interval and recording.
 The readings will be taken after excavation on the same points/co-ordinates as above
which were taken before excavation. WC HP
 Submission of murrum test reports confirming to PO Specifications to HPCL for WC HP

approval with all requisite details like grain size analysis, atterberg limits, modified
proctor dry density with graph.
Note: Non-plastic murrum will not be permitted.
 Excavation up to up to hard strata for complete removal BC soil and carting away the WC W
black cotton soil/unusable earth as per instructions of HPCL outside the Depot
premises.

 Virgin soil testing to ensure the complete removal of black cotton soil

CIVIL WORKS
 Submission of following documents to HPCL pertaining to murrum being brought for WC HP

filling purposes.
a) Contractor to submit activities to be carried out under this item as per Bombay Minor
Mineral Extraction Rules 1955 for HPCL’s review.
b) NOC from land owner
c) 7/12 extract and village map indicating the location of the plot/quarry.
d) Approval from competent authority as per Bombay Minor Mineral Extraction Rules
1955.
e) Royalty payment slips
 Murrum filling up to PCC level in 200 mm layers and compaction by plate WC W

vibrator/hand ramming as directed by HPCL.
 Extraction of compacted murrum sample and testing at govt. approved lab for 95% WC HP
modified proctor density and submission of the test reports to HPCL.

 Carrying out RR masonry work from footing level as per drawings and specifications WC W
taking care to see the cement mortar is filled properly in the gaps between the rubble as
per PO specifications and earmarking the bond stones with paint for identification.
 Test of mortar sample randomly selected for cement content( to ensure 1:6 proportion) WC HP

RCC Coping :
 Top portion of RR masonry to be cleaned properly. WC W
 Approved quality shuttering to be provided with proper supports. Inside dimensions to WC W
be marked.
 Reinforcement steel to be placed as per HPCL approved bar bending WC HP
schedule/drawings with cover blocks/spacers. Contractor will provide the
gauge/template for measuring the diameter of reinforcement bars. The sample piece
will be taken out from above supplied steel; the same will be tested at designated
laboratories as given in attached specifications. Placement of concrete will be started
only after the receipt of test report of the steel testing.
 Recording authorized laps and chairs.

3 ROAD
3.1  Fixing of Centre line & levels with respect to HPCL coordinates & Bench Marks with WC HP
Total Station. Setting out of various control points & alignment, grid levels at every
5m length longitudinally and three levels at each cross section before excavation at
NGL.
 The readings will be taken after excavation on the same points/co-ordinates as in 3.1 WC HP
above which were taken before excavation.

 Note: Non-plastic murrum will not be permitted.
 Excavation up to a depth of 1.5 m or up to hard strata whichever is earlier and carting WC HP

A) Murrum Laying :
 200mm layer checking with templates/tools at various coordinates & recording. WC W
 Watering the layer, checking the OMC through Moisture tester & recording co- WC W
ordinate wise.
B) Compaction :
 Rolling the OMC watered layer immediately till 95% Modified Proctor lab dry density WC W
is achieved.
 Testing for compaction to confirm its 95% Modified Proctor dry density achieved

3.2 Base & Sub base courses :

 Visual inspection and sieve analysis of the coarse aggregates to verify the presence of WC HP
free particles and sizes respectively and maintaining the proper recoed.
 Verification of the lab reports of aggregate supplied by the contractor with respect to WC W
the specification.
 Visual inspection and Verification of lab reports of murrum (binding material). WC W
 Construction of side shoulders, watering and compaction up to a thickness of WC W

compacted thickness of WB course and trimming of inside edge to vertical.
 Laying of Sub base and base courses and rolling with 10T roller to specified thickness WC W
and checking with templates/ tools at various coordinates and recording layer wise.
 Offering to HPCL layer wise to inspect & witness and to give clearance for next layer.

3.3 premix carpet and seal coat :

 Visual inspection and sieve analysis of the coarse aggregates and coarse sand as per WC HP
tender specifications and maintaining proper records.
 Verification of the test reports of all the tests of aggregates and coarse sand specified WC HP
in tender documents from govt. approved laboratory supplied by the contractor with
respect to the specifications and maintaining proper records.
 Offering the bitumen supplied to HPCL to inspect and witness and give clearance WC HP
 Cleaning of WBM surface to bare top metal WC W
 Hot mixing the aggregates (20 mm and down size for 35 mm thick 1st layer) with hot
molten asphalt of 80/100 grade in mechanical mixers. (rate shall be 5.5m3 aggregates WC W
and 269 kg bitumen per 100 m2 of premix carpet)
 Hot mixing the aggregates (12 mm and down size for 15 mm thick 2nd layer) with hot
molten asphalt of 80/100 grade in mechanical mixers. (rate shall be 2.0 m3 aggregates
and 110 kg bitumen per 100 m2 of premix carpet) WC W

 Hot mixing the coarse sand with hot molten asphalt of 80/100 grade in mechanical WC W
mixers for seal coat. (Rate shall be 98 kg bitumen and 0.9 m3 coarse sand (6 mm size,
passing through 10mm sized sieve and retained on 2.36 mm sized sieve) per 100 m2 of
the seal coat.)
 Providing a tack coat using 80/100 asphalt at a rate of 1 kg/cm2.

Note:
 Contractor will use only HPCL make 80/100 grade Bitumen and necessary documents
will be produced as a proof for this purpose.
 2. After laying of carpet, random samples will be collected and verified for the
quantity of asphalt used & sizes of aggregates etc in Laboratory at the cost of
contractor to ensure compliance of PO specification.(minimum 1 no. of test per every
50 meter length)

CIVIL WORKS
4 QC LAB, OFFICE BLOCK, SECURITY CABIN, LUBE SHED& ENGG.

 Vetting of design calculations carried out by HPCL’s consultant. WC HP
 Preparation of construction drawings in auto cad and submitting the same for HPCL’s

 Siting of facility w.r.t permanent B.M coordinate wise through total station as per WC HP
approved CCOE/PESO drawing. Fixing/marking of centre line of building, proper grid
pillars for reference purposes and proper centering of column footing etc to match the
drawing requirements. Contractor to submit the job procedure for the same for HPCL
approval.

by HPCL for payment.

b) cube strength - lab/field
c) beam test (transverse strength test)
 Destructive/ non destructive tests randomly as directed by HPCL EIC on RCC footing, WC HP
plinth beam, grid slab, columns, lintels, & roof beam after 28 days curing to establish
the strength achieved in executed is meeting the strength requirements as per design
mix and attached specifications etc complete in all respects as per HPCL EIC. Rate
quoted by the contractor shall include the same.
 NOTE: In addition to all the tests on concrete as per relevant codes, the contractor has
to carryout rebound hammer test for all the casted footings, columns, beams and slabs
after 28 days of casting. In addition to that he has to extract cores having suitable
Diameter (should be less than spacing of rebars) from randomly selected columns,
beams and slabs 1 no. each and test at Govt. approved laboratory at his own cost as per
directions of HPCL EIC. If any one of the above test fails he has to repeat the core
cutting test for all the casted beams, columns and slabs.

4.4 Trussless Roofing for Engg. Warehouse and Lube shed

 Submission of design calculations and roof drawings by manufacturer which has WC HP
certified by HPCL approved 3 rd parties.
 Submission of all the test reports of material of trussless roofing as per the relevant WC HP
IS/international codes to HPCL which has been carried out in the presence of HPCL
approved 3rd party.
 Procuring and offering for inspection material and accessories to HPCL to ensure that WC HP
they are made as per specifications.
 Marking of locations for fabrication and erection WC W
 Erection and fixing of roofing material and all accessories. WC W
 Final clearance after Water testing to ensure the leak proof behavior of roof for max.
rainfall intensity after the fitting of all the accessories like turbo ventilators, hangers WC HP
etc.

CIVIL WORKS
4.5 Brickwork :
 Supply of bricks having minimum compressive strength of 35 kg/sqcm and getting WC HP
bricks tested as per IS-1077 Code and frequency as per PO requirement. Offering the
reports of the entire lab tests mentioned in attached tender documents to HPCL for
review and giving clearance.
 Visual inspection, sieve analysis and carrying out of all field tests of sand as per WC HP
attached specifications
 Verification of the test reports of all the tests of cement and sand specified in tender WC HP
documents from govt. approved laboratory supplied by the contractor with respect to
the specifications
 Carrying out brickwork in both sub structure and super structure with properly wetted
bricks in proper plumb with CM 1:5. WC W
Note: for all substructure brick works a 300 mm layer of murrum shall be provided to
neutralize swelling pressure of BC soil.
 Measurement of finished dimensions. Contractor to ensure that the structure is having

proper alignment and vertical plumb as per the approved drawings. WC HP

4.6 Internal/External Plastering :

the specifications
 Carrying out internal/external plastering of specified thickness with CM 1:3 as per WC W
specification and by providing proper scaffolding.
 Final acceptance after checking thickness of plaster with thickness gauge to be WC HP
provided by the contractor at some random places as decided by HPCL.
4.7 Internal/External Painting :

 Submitting the test certificates of approved brand paints procured for review by HPCL. WC HP
 Carrying out painting by providing proper scaffolding as per specification after
carrying out surface scrapping and applying primer. Obtaining clearance from HPCL WC W
after each stage.

CIVIL WORKS
4.8 Flooring :
 Procuring & offering for inspection flooring material (Vitreous tiles/ceramic tiles/kota WC HP
stone tiles/acid proof tiles etc) to HPCL with relevant certificates as per PO terms.
 Verification of the test reports of all the tests specified in tender documents from govt. WC HP
approved laboratory supplied by the contractor with respect to the specifications
 Preparation of base as per specifications and drawings over the grid slab. WC W
 Random selection of mortar sample and testing in govt. approved labs to ensure the WC HP
cement content as specified in this tender.

 Final clearance from HPCL after inspecting the finish of the flooring.
4.9 Doors, Windows & Ventilators :

 Procuring and offering for inspection all the door, window and ventilator sections to W HP
HPCL to ensure that they are made as per specifications.
 Marking of locations for erection of doors, windows and ventilators. WC W
 Erection of frames during brick work period. WC W
 Erection of panels WC W
 final clearance from HPCL after providing all required accessories like tower bolts, WC HP
hinges etc.

4.10 Water Proofing/Anti termite treatment/DPC :

 Procuring approved make water proofing and anti termite chemical and offering for WC HP
inspection to HPCL.
 Carrying out water proofing/anti termite treatment/DPC as per specifications WC W
 Offering finished work to HPCL for inspection and final clearance. WC HP
4.11 Electrical Works

 Preparation of wiring drawing for the entire building. WC HP
 Procuring approved make wire, electrical fittings and offering for inspection to HPCL. WC HP
 Carrying out concealed wiring as per specifications and installation of points/fittings as
per scope of work and specification. WC W
 Final clearance after commissioning all the lighting fixtures and points and witnessing
by HPCL.

4.12 Water supply works :

 Procurement and offering for inspection of Sintex tank, GI pipes, pipe fittings, valves WC HP
etc. to HPCL.
 Erection of sintex tank on the roof of administrative building after preparing proper WC W

4.13 Sanitary works /Rain water pipe :

European closet, rain water pipes etc., to HPCL.
 Erection of all WC fittings as per drawing and specifications. WC W
 Erection of rain water pipe with proper lugs, rain water receiving recess, CI grating WC W
etc.
 Preparation of design calculations & drawings of neutralization pit and sock pit and

submission to HPCL for approval.

5.0 ROAD CROSSINGS

CIVIL WORKS
5.1 Road crossings for drains/electrical cables/instrumentation cable :

 Submission of all the test reports of NP3 pipes as specified in tender documents from WC HP
govt. approved laboratory supplied by the contractor with respect to the specifications
 Procurement and offering for inspection to HPCL NP3 pipes for drain crossings and WC HP
PVC pipes for ERC/IRC along with all test certificates as per attached specifications. WC W
 Embedding the pipes in the concrete as per drawing and specifications. The NP3 pipe
for drain crossing should be embedded in proper alignment and slope

 After laying the pipeline, carrying out required tests to comply the working of the

6.0 STORM WATER DRAINS
6.1  Preparation of design calculations & drawings considering the maximum historical
rainfall data (including collecting the data from local authorities) and all other WC HP
parameters as mentioned in scope of work and specifications attached with the tender
documents, vetting the same by HPCL approved third party agency and submitting the
same for HPCL review.
 Fixing the centre line and alignment of storm water drains, levels on the centre line at WC W
every 5m interval and recording. The readings will be taken after excavation on the
same points/co-ordinates as above which were taken before excavation for
measurement of depth of excavation.

7.0 SHAHABAD STONE PITICHING IN TANK FARMS
7.1  Fixing of levels with respect to HPCL coordinates & Bench Marks with Total Station. WC HP
Setting out of various control points & alignment, taking levels at every 5m x 5m
length grid longitudinally and widthwise at each cross section before excavation for
micro grading at NGL.
7.2  The readings will be taken after excavation on the same points/co-ordinates as in 7.1 WC HP
above which were taken before excavation.
7.3  Submission of murrum test reports confirming to PO Specifications to HPCL for WC HP

Non-plastic murrum will not be permitted.

 Offering the selected material from excavated earth for backfilling to HPCL to inspect
