STANDARD INSPECTION
&
TEST PLAN
LONI TERMINAL
Inspection & Test Plan (ITP) given herein is indicative only. Contractor shall prepare and submit ITP for all
activities. The provisions indicated herein for stage wise inspection are minimum and the Engineer-in-charge
may decide to increase the Hold Point/Witness Point basis the work being carried out at site. Contractor has
to prepare ITPs for any of the activities not covered herein, submit the same to HPCL and obtain their
approval.
Contractor to prepare required reporting formats and job procedure for each activity i.e. Setting out of work,
levels at 5 m grid, prior to excavation, submission of 5 nos. murrum samples meeting tender specifications
along with soil lab test report, concreting, laying of base, sub-base, seal coat for roads etc., to HPCL for
approval well in advance prior to commencement of activity. Any deviation to ITP shall be subjected to
HPCL's written approval. Contractor to carry out 100% examination and make available to HPCL Officers
requirement at any time of inspection during the contract period.
2.0 LEGEND:
A point which requires inspection/verification and acceptance by HPCL before any further processing is
permitted.
The Contractor shall not process the activity/item beyond the Hold Point without written approval from
Engineer-in-charge.
Excavation up to up to hard strata for complete removal BC soil and carting away the WC W
black cotton soil/unusable earth as per instructions of HPCL outside the Depot
premises.

Virgin soil testing to ensure the complete removal of black cotton soil
Visual inspection, sieve analysis and carrying out all the field tests of the sand and WC HP
coarse aggregates as per attached specifications.

Verification of the test reports of all the tests of cement, water and sand specified in HP
tender documents from govt. approved laboratory supplied by the contractor with
respect to the specifications

Carrying out RR masonry work from footing level as per drawings and specifications WC W
taking care to see the cement mortar is filled properly in the gaps between the rubble as
per PO specifications and earmarking the bond stones with paint for identification.
Test of mortar sample randomly selected for cement content( to ensure 1:6 proportion) WC HP
RCC Coping :
Top portion of RR masonry to be cleaned properly. WC W
Approved quality shuttering to be provided with proper supports. Inside dimensions to WC W
be marked.
Reinforcement steel to be placed as per HPCL approved bar bending WC HP
schedule/drawings with cover blocks/spacers. Contractor will provide the
gauge/template for measuring the diameter of reinforcement bars. The sample piece
will be taken out from above supplied steel; the same will be tested at designated
laboratories as given in attached specifications. Placement of concrete will be started
only after the receipt of test report of the steel testing.
Recording authorized laps and chairs.

Volume batching of aggregates, sand and cement as per mix design & placing of

3 ROAD
3.1 Fixing of Centre line & levels with respect to HPCL coordinates & Bench Marks with WC HP
Total Station. Setting out of various control points & alignment, grid levels at every
5m length longitudinally and three levels at each cross section before excavation at
NGL.
The readings will be taken after excavation on the same points/co-ordinates as in 3.1 WC HP
above which were taken before excavation.
Testing of virgin soil sample in laboratory for OMC/dry density & testing for 95% lab WC HP
dry density achieved.
Rolling of virgin BC soil to achieve 95% modified proctor density, collection of WC HP
random samples and testing at govt. approved labs for 95% modified proctor density
and submission of lab results indicating 95% MDD to HPCL prior to taking up
murrum laying in 200mm layers
A) Murrum Laying :
200mm layer checking with templates/tools at various coordinates & recording. WC W
Watering the layer, checking the OMC through Moisture tester & recording co- WC W
ordinate wise.
B) Compaction :
Rolling the OMC watered layer immediately till 95% Modified Proctor lab dry density WC W
is achieved.
Testing for compaction to confirm its 95% Modified Proctor dry density achieved

coordinate wise, recording the levels co-ordinate wise. (Min. 1 no. test per 100 sqm.)
Offering tested layer to HPCL to inspect & witness to give clearance for next layer.

Hot mixing the coarse sand with hot molten asphalt of 80/100 grade in mechanical WC W
mixers for seal coat. (Rate shall be 98 kg bitumen and 0.9 m3 coarse sand (6 mm size,
passing through 10mm sized sieve and retained on 2.36 mm sized sieve) per 100 m2 of
the seal coat.)
Providing a tack coat using 80/100 asphalt at a rate of 1 kg/cm2.

Spreading 35 mm thick bituminous carpet

Rolling the bituminous carpet and seal coat using 10T roller WC W
Taking measurement at various points to achieve required thickness (62 mm WC HP

Sample Test @ Laboratory (destructive tests) on full completed/executed road work
for premix carpet and seal coat at contractor’s cost for coarse aggregates and binder WC HP
Ref. cl.5.1.2 of Tech. Spec for WBM & ROAD(minimum 1 no. of test per every 50 m
length)
Note:
Contractor will use only HPCL make 80/100 grade Bitumen and necessary documents
will be produced as a proof for this purpose.
2. After laying of carpet, random samples will be collected and verified for the
quantity of asphalt used & sizes of aggregates etc in Laboratory at the cost of
contractor to ensure compliance of PO specification.(minimum 1 no. of test per every
50 meter length)
Preparation of construction drawings in auto cad and submitting the same for HPCL’s
WC HP
approval.
Siting of facility w.r.t permanent B.M coordinate wise through total station as per WC HP
approved CCOE/PESO drawing. Fixing/marking of centre line of building, proper grid
pillars for reference purposes and proper centering of column footing etc to match the
drawing requirements. Contractor to submit the job procedure for the same for HPCL
approval.

4.1 P C C:

4.2 RCC footing, plinth beam, grid slab, columns, lintels, & roof beam :
Carrying out PCC 1:3:6 as per drawings and specifications. WC W
hold point clearance for center points for columns and footings and center lines for WC HP
beams
Submission of design calculations and HPCL approved 3rd party certification for WC HP
formwork including shuttering and props.
Approved quality shuttering to be provided. Inside dimensions to be marked.

Measurement of finished dimensions. It shall be the sole responsibility of the
WC HP
contractor to ensure the casted column/ beams/ slabs are in a perfect geometry as per
the approved drawing. The plumb wise and diagonal measurement deviation in any
planes physical vis-a-vis drawing up to +/- 5 mm without plastering will be acceptable
by HPCL for payment.

Slump cone test.
Cube test sample collection from the mix, curing and its testing as per IS: 456, WC HP
submission of following laboratory reports ,
a) slump test - field
b) cube strength - lab/field
c) beam test (transverse strength test)
Destructive/ non destructive tests randomly as directed by HPCL EIC on RCC footing, WC HP
plinth beam, grid slab, columns, lintels, & roof beam after 28 days curing to establish
the strength achieved in executed is meeting the strength requirements as per design
mix and attached specifications etc complete in all respects as per HPCL EIC. Rate
quoted by the contractor shall include the same.
NOTE: In addition to all the tests on concrete as per relevant codes, the contractor has
to carryout rebound hammer test for all the casted footings, columns, beams and slabs
after 28 days of casting. In addition to that he has to extract cores having suitable
Diameter (should be less than spacing of rebars) from randomly selected columns,
beams and slabs 1 no. each and test at Govt. approved laboratory at his own cost as per
directions of HPCL EIC. If any one of the above test fails he has to repeat the core
cutting test for all the casted beams, columns and slabs.
Visual inspection, sieve analysis and carrying out of all the field tests as per attached
specifications of the sand and coarse aggregate WC HP

4.5 Brickwork :
Supply of bricks having minimum compressive strength of 35 kg/sqcm and getting WC HP
bricks tested as per IS-1077 Code and frequency as per PO requirement. Offering the
reports of the entire lab tests mentioned in attached tender documents to HPCL for
review and giving clearance.
Visual inspection, sieve analysis and carrying out of all field tests of sand as per WC HP
attached specifications
Verification of the test reports of all the tests of cement and sand specified in tender WC HP
documents from govt. approved laboratory supplied by the contractor with respect to
the specifications
Carrying out brickwork in both sub structure and super structure with properly wetted
bricks in proper plumb with CM 1:5. WC W
Note: for all substructure brick works a 300 mm layer of murrum shall be provided to
neutralize swelling pressure of BC soil.
Test of mortar sample randomly selected for cement content( to ensure 1:5 proportion) WC HP
4.8 Flooring :
Procuring & offering for inspection flooring material (Vitreous tiles/ceramic tiles/kota WC HP
stone tiles/acid proof tiles etc) to HPCL with relevant certificates as per PO terms.
Verification of the test reports of all the tests specified in tender documents from govt. WC HP
approved laboratory supplied by the contractor with respect to the specifications
Preparation of base as per specifications and drawings over the grid slab. WC W
Random selection of mortar sample and testing in govt. approved labs to ensure the WC HP
cement content as specified in this tender.

Final clearance from HPCL after inspecting the finish of the flooring.
Construction of soak pit and neutralization pit as per HPCL approved drawings and WC W
Specifications and providing proper connections.
Carrying out of tests required to comply the design and working of neutralization pit WC HP
including water test to ensure waterproof behavior of all the chambers

Final clearance from HPCL after construction.
6.1 Preparation of design calculations & drawings considering the maximum historical
rainfall data (including collecting the data from local authorities) and all other WC HP
parameters as mentioned in scope of work and specifications attached with the tender
documents, vetting the same by HPCL approved third party agency and submitting the
same for HPCL review.
Fixing the centre line and alignment of storm water drains, levels on the centre line at WC W
every 5m interval and recording. The readings will be taken after excavation on the
same points/co-ordinates as above which were taken before excavation for
measurement of depth of excavation.
Excavation up to specified depth and at specified slope and carting away the black
cotton soil/unusable earth as per the instructions of HPCL outside the terminal
premises.
Testing of virgin soil sample in laboratory for OMC/dry density & testing for 95% lab WC HP
dry density achieved.

7.1 Fixing of levels with respect to HPCL coordinates & Bench Marks with Total Station. WC HP
Setting out of various control points & alignment, taking levels at every 5m x 5m
length grid longitudinally and widthwise at each cross section before excavation for
micro grading at NGL.
7.2 The readings will be taken after excavation on the same points/co-ordinates as in 7.1 WC HP
above which were taken before excavation.
7.4 Excavation up to 0.3 m depth for micro grading at the places directed by HPCL EIC WC W
and filling and compaction of the black cotton soil excavated inside the tank farm area
itself for micro grading purpose as per instructions of HPCL
7.5 Submission of following documents to HPCL pertaining to murrum being brought for WC HP
filling purposes.
a) Contractor to submit activities to be carried out under this item as per Bombay Minor
Mineral Extraction Rules 1955 for HPCL’s review.
b) NOC from land owner
c) 7/12 extract and village map indicating the location of the plot/quarry.
d) Approval from competent authority as per Bombay Minor Mineral Extraction Rules
1955.
e) Royalty payment slips
7.6 Testing of virgin soil sample in laboratory for OMC/dry density & testing for 95% lab WC HP
dry density achieved.

random samples and testing at govt. approved labs for 95% modified proctor density
and submission of lab results indicating 95% MDD to HPCL prior to taking up

9.2 Obtaining NOC from District Mining Officer/relevant statutory authority as regard to WC HP
royalty payment for disposed earth basis HPCL letter before final bill.
