THE PROPOSED CHANGES IN THE CONSTITUTION UNIVERSITY OF

DODOMA LAW STUDENTS ASSOCIATION (UDLA)

The University of Dodoma law student’s association has got changes where the
aims to fill the gaps which lead the constitution fail to perform certain required
duties. The constitution is the key part in guiding the direction of the association.
The duty to obey and protect the constitution is to the leaders, members of the
association. In wide sense the association focus with academic activities such as
moot court, debate competition, public presentation, and sport and game to
mention few.
THE WEAKNESSES WHICH DISCOVERED IN THE UDLA
CONSTITUTION
 The office and Address of association
The association`s office still recognized as college of social science

 That the constitution recognizes the association members only

undergraduate whose are LLB1 up to LLB4 law students. This seems be the
weakness the current degrees in university of Dodoma in school of law has
various degrees which are bachelor of law (LLB), Masters law, (LLM),
Philosophy of law PHD. The moment when constitution made there was
only bachelor degree in university of Dodoma hence was fit on those day.
Due to the current situation the added degrees which is LLM & PHD there is
obligation to make the changes so as to fit the requirement. The LLM &
PHD law students they have to be member of association because they
studying law and they are required to perform various activities of the
association.

 Special committee.
The committee which mentioned are three these are academic and research
committee, sport and game committee, which provided under article 31(2) of
the UDLA constitution. where committee have not included these are the
constitution and legal affairs committee, planning and management
committee.

 The constitution does not specific mentioned the oath to the elected leaders.
This bring challenges to the association, that the oath made without the
arrangement in the constitution.
  The constitution has not included the guardian or lecturer for more security
of the account at high extent.
 The lawyer’s night as a law students part has not recognized in the
constitution
 There is no clarity on the appreciation to the active member to the finalist as
well as to UDLA leaders.

THE PROPOSED CHANGES REMOVE THE WEAKNESS EXISTING IN

THE UDLA CONSTITUTION.
A. OFFICE AND ADDRESS OF ASSOCIATION.
This will be provided in article 3 in the constitution of The association
where office shall be located in the school of law
Article 3 – office and address
(1) The office of the association shall be at the University of Dodoma,school
of laws.
(2) The postal address shall be; -

B. ARTICLE – ADMISSION AND MEMBERSHIP TO THE

ASSOCIATION
Where
Article 9 (1) All students admitted in the University of Dodoma as a student
in the School of Law shall ipsa facto be a member of Association.

Article 9 (2) omitted the word so and the replaced by the word therefore.
Omitted the word membership and replaced by the word any member
referred under subarticle (1)

Article 9(3) omitted the word department of law and replaced by the word
school of law. and omitted full stop in the end of the word association and
replaced by the word including Ex official members Association.
C. MANAGEMENT OF FUND
The management of fund has to include guardian or any responsible from
the school through the consent of dean of school of law. which will be
article 16(4) (a) (b) (c) of the UDLA constitution. then added is
article 16(4) (d) the guardian or dean has to provide the advice to the
association transaction. Any transaction before to be made there is
requirement of consulting the dean or guardian, failure to do that the
transaction shall be void.

D. SPECIAL COMMITTEE
The special committee was three where now proposed to be four then added
one which will be included in article 31 (2) (d) the constitution and legal
affair committee, the duty of the committee to look the requirements of the
association and to make good arrangement on the views of constitution.

Function of the constitution and legal affair committee

 To review the views made by association`s members.
 To make by laws and any concerning matters.
 To supervise the purpose and objective of constitution.

E. THE ELECTION OF THE ASSOCIATION SHALL INVOLVE

FOLLOWING POSTS.
The general UDLA election will involve the following posts
Article 43(3) (a) the president
b) The Vice President
(c) The General Secretary
(d) The Deputy Secretary
(e) The Treasurer and
(f) The deputy treasury
(g) The Public Relations Officer
 (h) member of UDLA assembly in each class and elected by his/her
classmate, from LLB, LLM and PHD.
This due to the student’s association constitution requirements, always the
constitution of association has to be with various posts in which the leaders
in those posts are to be elected.

F. PRESIDENT SHALL MAKE APPOINTMENT OF THE

FOLLOWING POSTS.
Article 43(4) (a) the member of special committees. Where the members
shall not exceed four. Where member of committee will from each class.

G. THERE SHALL BE AN OATH TO ALL ELECTED NEW LEADERS

This will be under article 43 (5) of the UDLA constitution. that There shall
be an oath which shall be under the head of school of law or guardian.

H. CERTIFICATE OF APPRECIATION
Article 8(j) That there shall be existence of certificate of appreciation to the
finalist (fourth year) as the active member to association activities. Also this
will be the same to the leaders of association.

I. LAWYERS NIGHT
Article 51. as miscellaneous provision. There shall be lawyers part which
will be called Lawyers Night, which will be done when welcoming first year
and farewell fourth year in each year. Where member of association shall
provide contribution to participate.
