Welcome Message Barangay Chairman Omairah A. Domrang, expressed her gratitude and
welcomed the participants. She encouraged the BDC members and the
community members to be more participative as this program will
contribute more development to the community of PUNONG.

• Aimed to empower the local communities in participating in the


planning, budgeting, and implementation of community-level projects
that help reduce poverty. Through the community-driven development
(CDD) approach.
• The communities were capacitated to organize themselves, analyze their
situation, prepare project proposals to address their common problems,
and compete for block grants to finance their projects.
• For an LGU to avail of the Community Grants, a minimum number of 20
families should be moving and/or returning to the municipality to
resettle or relocate.

PROGRAM OBJECTIVE

“To empower targeted municipalities to achieve improved access to basic services,


as well as to participate in more inclusive local planning, budgeting, and
implementation.”

II. FINANCE ASPECT
Local Counterpart Contribution

⦿ The minimum required LCC is waived, except for the following:

a. Ineligible expenses per KC Finance Guidelines, such as;

- initial deposit for opening of bank account

- Bond Premiums

- Local Fees, Permits and Licenses (unless waived by LGU)

b. LCC for CBIS

⦿ While the required LCC is not mandatory, cash and in-kind


contributions (equipment, materials, etc.) are encouraged.

⦿ The types, valuation, recording and reporting of LCC shall follow the
existing Community-Based Financial Management Manual.
III. TECHNICAL/ENGINEERING

Sub-Projects Eligible for Funding

Sub-projects that will provide the community improved access to basic social
services, support their economic undertakings and contribute to improved local
environmental protection.

1. Access/Barangay roads;

2. Bridges (footbridge, reinforced concrete, cable/suspension footbridge,


etc.)

3. Pathways and Path walks for pedestrians;

4. School building s/classrooms for basic education

6. Domestic Water Supply Systems (level I and Level II)

7. Rural electrification (on-grid, off-grid, renewable energy);

8. Communal irrigation;

9. Public sanitation facilities


10. Flood control facilities

11. Piers and wharfs

12. Isolation Units

Environmental Protection and Conservation

1. Seawall

2. Slope Protection

3. River Control

4. Drainage

5. Water/sanitation management facility

Enterprise or Common Service Facilities

1. Post-harvest facilities (equipment for production, harvest, drying,


processing, storage);

2. Processing facilities (meat, vegetables, etc.)

3. Corn or rice mill;

4. Fabrication works

Rapid-Onset Disaster Recovery Operations (during state of calamities)

1. Repair of rural and local roads, & repair /reconstruction of small bridges
with a max of 15m;

2. Repair of areas affected by erosion;

3. Repair of riverbank protection systems and earth-fill dikes up to 5m


high;

4. Construction of temporary bypass roads up to 500m length;

5. Repair/construction of communal irrigations and potable water supply


system, and of facilities

that have been completed with subproject funding;

6. Collection and removal of technogenic debris (building parts, mixed


waste, unsuitable
materials, timber) such as uprooted trees and plants, debris from public
infrastructure, public spaces and agricultural areas, and their disposal in pre-
existing waste management facilities that are operating under national licensing
and regulations and comply with normal practice in the country;

7. Repair of public buildings (including barangay halls, school buildings,


day care centers, government offices, tribal halls, meeting halls, multi-purpose
centers and places of congregation used as administrative spaces for disaster
and relief operations and information dissemination), and infrastructure (e.g.
transmission lines, street lighting, traffic signs, bus stops);

8. Setting up of temporary facilities to deliver basic service needs of affected


communities, such as field schools, temporary health facilities, and water
facilities;

9. Collection and removal of earth, mud and plant debris from public
infrastructure and spaces as well as agricultural areas and their proper
disposal, landscaping and greening at appropriate locations.

SUB-PROJECTS BELONGING TO NEGATIVE LISTS

a. Purchase or compensation for land;

b. Road construction into protected areas;

c. Repair of government offices (unless the emergency response (DRM)


contingent sub-component has been triggered);

d. Meeting halls and places of worship;

e. Dams higher than 5 meters;

f. Environmentally hazardous materials such as chainsaws, explosives,


pesticides, herbicides, insecticides, asbestos, and other potentially dangerous
materials and equipment;

g. Production of, trade in, or use of unbounded asbestos fibers;

h. Fishing boats and nets exceeding the prescribed size and weight set by
the (BFAR);

i. Activities that have alternative prior sources of committed funding;

j. Activities for fiesta and other religious and cultural activities;

k. international travel/travel;

l. Salaried activities that employ children below the age of 16;

m. Consumable items except when procured as part of a sub-project or


necessary for sub-project implementation and provided that LGUs have
exhausted their respective budget allocation for disaster response;
n. Maintenance and operation of infrastructure built from Project funds;

o. Production of or trade in any product or activity deemed illegal under


Philippine laws or regulations or international conventions and agreements or
subject of international phase-outs or bans;

p. Production of or trade in weapons and munitions, including paramilitary


materials;

q. Production of or trade in alcoholic beverages;

r. Production of or trade in tobacco;

s. Gambling, casinos and equivalent enterprises;

t. Production of or trade in radioactive materials, including nuclear


reactors and components;

u. Commercial logging operations or the purchase of logging equipment for


use in primary tropical moist forests or old-growth forests;

v. Marine and coastal fishing practices, such as large –scale pelagic drift
net fishing, harmful to vulnerable and protected species in large numbers and
damaging to marine biodiversity and habitats.

w. Micro-credit and livelihood activities that involve lending or project


funds;

x. Activities that are under the mandate of other National Government


Agencies (NGAs);

y. Events;

z. Activities that would affect the spiritual and religious traditions, customs
and ceremonies, including ceremonial objects, archeological exploration,
diggings and excavations and access to religious and cultural sites pf
Indigenous Peoples (IPs);

In compliance with the NCIP AO 3, series of 2021 – Part III, Section 25 on


“Excluded Areas,” the following areas are likewise excluded from any activity
except for the exclusive purposes for which they are identified.

a. Sacred grounds and burial sites of indigenous communities;

b. Identified international and local cultural and heritage sites;

c. Critical areas identified or reserved by the ICCs/IPs for special purposes;


and,

d. Other areas specifically identified by ICCS/IPs in their Ancestral Domain


Sustainability Development Protection Plan, or ADSDPP.

In relation to work under the Disaster Risk Mitigation contingent sub-


component:

a. Repair of facilities storing hazardous substances (e.g., fuel depots),


except simple clearing or debris or landslide materials on access roads and
perimeters;

b. Major repair or reconstruction of damaged waste management facilities,


except the collection of spilled and dispersed waste from the facility and
returning it to its original position on the facility, or a safe temporary repository
on the perimeter;

Repair of privately-owned facilities;

d. Any “salvage logging” operations (which might be undertaken as result of


storm damage to forests);

e. Repair of dikes or dams that are higher than 5 m o, or store water


volumes larger than 1,000,000 m3;

f. Construction of new temporary or permanent infrastructure to bypass


devastated areas which have a segment length of >500m, and a cumulative
length of 2,000m within a corridor of 10km or less;

g. Construction of new, or substantial expansion of existing flood protection


works, especially when this involves the conversion of floodplains or riverine
forests.

project sa komunidad.

- Dinhi usab mahisgutan ang mga kakulangon ug panginahanglanon sa


komunidad, ug maka-identify ug serbisyo nga motubag sa panginahanglanon
ug asa kini pwede mabutang.

- Gi identify pud ang No. of Household sa matag purok, ang mga lugar kung
diin aha ang Land Slide/Flood Prone Area.

special nga okasyon ug kanus-a ang tingtanom ug ting-harvest sa mga
produkto. Makita pod dinhi kon unsa mga bulana ang mga sakit nga bation,
kung unsang bulana nga motaas ug moubos ang income sa mga tawo.
