1 INTRODUCTION

This method statement outlines the procedure and methodology for the hauling ofmaterials. This
method statement provides information to ensure that the hauling of materials is executed in
accordance with the contract requirements, hazards are analyzed, and safety precautions are
implemented.

1.1 Project Background


The Binalonan Solar Farm project (“The Project”) consists of the deployment of
1 0 5 MWp DC Solar Farm Facility which is grid- connected and ground-mounted
solar Photovoltaic (PV) within the 1 0 5 - hectare property located at Brgy.
Camangaan, Binalonan, Pangasinan, Philippines.

The project facility will consist of PV modules, string inverters, MV stations,


transformers, s u b s t a t i o n s , cabling, fencing, amenities, and a d e d i c a t e d
transmission line. The facility shall be connected to NGCP- Binalonan substation.

2 PURPOSE

This method of statement illustrates and describes the procedure.All necessary tools
are available on-site and are in good working condition. Materials hauling to be
conducted at 105 MWp Binalonan Solar Power Plant Project in Brgy. Camangaan,
Binalonan, Pangasinan, Philippines.

5 DUTIES AND RESPONSIBILITIES

5.1 Driver/Operator
a. Responsible for operating the vehicle used for hauling materials. This individual should
have the appropriate licenses and training to operate the vehicle safely and efficiently.

5.2 Loaders/Unloaders
a. These individuals are responsible for loading and unloading materials onto and off the
transportation vehicle. They should be skilled in proper lifting techniques to prevent
injuries and damage to the materials.

5.3 Supervisor/Foreman
a. Oversees the hauling operations, including coordinating schedules, assigning tasks, and
ensuring that safety protocols are followed. They should have knowledge of the materials
being transported and the equipment being used.

5.4 Safety Officer


a. Responsible for ensuring that all safety regulations and procedures are followed during
hauling operations. This includes conducting safety inspections, providing safety training to
personnel, and addressing any safety concerns that arise.

5.5 Equipment Operators


a. In addition to the driver/operator, there may be a need for operators of specialized
equipment such as forklifts, cranes, or other lifting devices used for loading and unloading
materials.

5.6 Logistics Coordinator


a. Manages the logistics of hauling operations, including scheduling deliveries, optimizing
routes, and coordinating with suppliers and customers to ensure timely delivery of
materials.

5.7 Maintenance Technician


a. Responsible for conducting regular maintenance checks on hauling vehicles and equipment
to ensure they are in good working condition. They should also be available to perform any
necessary repairs or troubleshooting during hauling operations.

5.8 Security Personnel


a. Depending on the value of the materials being transported, security personnel may be
needed to provide escort or surveillance to prevent theft or unauthorized access to the
materials.

6 Site Planning & Preparation

6.1 Site Preparation


a. Prepare adequate space and layoff areas for the delivery and storage in the warehouse.
Clear and provide barricades on the lay down areas on the site (outdoor), install signage if
needed. Machines and equipment to be used in handling should be well maintained and
ready to use on site. Provisions of optimum access roads, traffic management plan on
the site, and temporary facility for the project staff must be established.

6.2 Site Management Plan


a. Obtain necessary permits from Local Government and Authorized Project Personnel, they
must be secured prior to commencing work.
b. The Field Engineer will do supervision on the commencement of each activity and
communicate directly with the Foremen and Laborers. Monitored by The QA/QC
personnel to ensure that every movement aligns with the quality control construction
plan.
c. The Construction Manager manages construction works on site. Above all is the Project
Manager who oversees all the activities on the site and reports the progress to the Main
office.

7 METHODOLOGY
7.1 Deliveries & Hauling of Screw Piles/ Helical Piles

7.1.1 Logistics Coordination


a. Communicate the schedule and logistics plan with all involved parties, including suppliers,
drivers, and site managers.
b. Create a schedule for each stage of the hauling process, from pickup to delivery.

7.1.2 Loading Procedure


a. Ensure all personnel are equipped with PPE, such as helmets, gloves, and safety vests.
Confirm that all team members are trained in safe loading practices and emergency
procedures.
b. Check that the vehicles can safely carry the weight of the piles.Distribute the screw piles
evenly on the truck or trailer to maintain stability.
c. Use straps, chains, and other securing devices to prevent movement during transit.

7.1.3 Transportation
a. Give the driver detailed instructions on the planned route, including any detours or special
considerations.
b. Instruct the driver to maintain a safe speed, especially when navigating turns or rough
terrain.
c. Provide emergency contact information and protocols for handling delays or incidents.

7.1.4 Unloading Procedure


a. Ensure the delivery site is clear and ready to receive the screw piles.
b. On the time of Arrival of the materials on site, Forms such as Delivery Note / Packing List,
Materials Approval Report, and Receiving & Inspection Report should be filled up by the
Warehouse-man, QA/QC Engineer and Consultant for confirmation.
c. Use appropriate equipment to carefully unload the screw piles, ensuring they are handled
gently to avoid damage.
d. Position the screw piles in their designated storage or installation areas.

7.1.5 Phases of SAT


a. Conduct tests according to the test plans and procedures.
b. Review and analyze test data to determine if the materials meet the acceptance criteria.
c. Address any issues or defects identified during the initial testing.
d. Conduct retests as necessary to ensure all issues are resolved.
e. Obtain formal acceptance and sign-off from the client indicating satisfaction of the Screw
piles & Helical piles.

7.1.6 Deliveries to Works Area


a. Use appropriate lifting equipment such as boom trucks or forklift to load screw piles onto
transportation vehicles.Secure the loads properly using straps, chains, or other fasteners to
prevent movement during transit. This is crucial to ensure safety and prevent damage.
b. Notify the site manager of the estimated arrival time to prepare for unloading.
c. Upon delivery, inspect the screw piles for any potential damage that may have occurred
during transit.If immediate installation is not possible, store the screw piles properly to
protect them from environmental factors. Use supports to keep them off the ground and
cover them if necessary to prevent corrosion.
d. Obtain acknowledgment from the site manager or responsible party confirming receipt of
the materials in good condition.Maintain detailed records of deliveries, including dates,
quantities, inspection results, and any issues encountered.

7.1.7 Unboxing & Handling of Materials


a. Carefully cut or remove outer packaging materials (e.g., cardboard boxes, shrink wrap) using
appropriate tools. Avoid using sharp objects that could damage the screw piles inside.
b. Conduct a safety briefing before handling begins, emphasizing safe lifting practices and
communication protocols.
c. The worker Lift one screw piles carefully to avoid bending or stressing the shafts or helices.
Then the worker will carry the pile to the installation area.

7.1.8 Tools Equipments & Technologies

7.2 Deliveries & Hauling of Mounting Structures & Accessories

7.2.1 Logistics Coordination


a. Communicate the schedule and logistics plan with all involved parties, including suppliers,
drivers, and site managers.
b. Create a schedule for each stage of the hauling process, from pickup to delivery.

7.2.2 Loading Procedure


a. Ensure all personnel are equipped with PPE, such as helmets, gloves, and safety
vests.Confirm that all team members are trained in safe loading practices and emergency
procedures.
b. Check that the vehicles can safely carry the weight of the mounting structures.Distribute the
mounting structures & Accessories evenly on the truck or trailer to maintain stability.
c. Before transportation, inspect the mounting structure for any damage, defects, or missing
components.If necessary, dismantle or package the structure securely to facilitate safe
transportation. Label components clearly for easy reassembly.
d. Use straps, chains, and other securing devices to prevent movement during transit.

7.2.3 Transportation
a. Give the driver detailed instructions on the planned route, including any detours or special
considerations.
b. Instruct the driver to maintain a safe speed, especially when navigating turns or rough
terrain.
c. Provide emergency contact information and protocols for handling delays or incidents.

c. Obtain formal acceptance and sign-off from the client indicating satisfaction with the
mounting structure & accessories.

7.2.6 Deliveries to Work Area


a. For mounting structures, use appropriate lifting equipment such as boom trucks or forklifts
to load the mounting structure onto transportation vehicles. Secure the loads properly using
straps, chains, or other fasteners to prevent movement during transit. This is crucial to
ensure safety and prevent damage.
b. For the accessories, use boxes or sacks to arrange the accessories to prevent damage or loss.
Arrange accessories in the transport vehicle in a logical order to facilitate efficient unloading
and installation at the destination.
c. Upon delivery, inspect the screw piles for any potential damage that may have occurred
during transit. If immediate installation is not possible, store the screw piles properly to
protect them from environmental factors. Use supports to keep them off the ground and
cover them if necessary to prevent corrosion.
d. Obtain acknowledgment from the site manager or responsible party confirming receipt of
the materials in good condition. Maintain detailed records of deliveries, including dates,
quantities, inspection results, and any issues encountered.

7.2.7 Unboxing & Handling of Materials

the material in good condition. Maintain detailed records of deliveries, including dates,

7.3.7 Unboxing & Handling of Materials


a. Haul the PV modules by 2 people for safety and convenience purposes.
b. Unpack the PV module palettes carefully, use a cutter instead of a knife. Inspect first for any
cracks, discoloration, and deformation on the day the modules are to be installed.
c. If modules are stored in an uncontrolled environment for less than 3 months, extra
precautions should be taken to prevent moisture exposure to connectors or sunlight
exposure to modules.
d. Do not stack more than 1 pallet high.

7.3.8 Tools Equipments & Technologies

7.4 Deliveries & Hauling of Inverter & Combiner Box

b. For the accessories, use boxes or sacks to arrange the accessories to prevent damage or loss.
Arrange accessories in the transport vehicle in a logical order to facilitate efficient unloading
and installation at the destination.
c. Upon delivery, inspect the inverter & combiner box for any potential damage that may have
occurred during transit. If immediate installation is not possible, store the inverter properly
to protect it from environmental factors. Use supports to keep it off the ground and cover it
if necessary to prevent corrosion.
d. Obtain acknowledgment from the site manager or responsible party confirming receipt of
the material in good condition. Maintain detailed records of deliveries, including dates,

7.4.7 Unboxing & Handling of Materials


a. Open the packaging carefully to avoid damaging the inverter. Use appropriate tools to cut
through packaging materials.
b. Inspect the inverter & combiner box for any physical damage or defects. Check for missing
components or accessories as per the packing list. Immediately report any damage or
discrepancies to the supplier or manufacturer.
c. Follow safe lifting practices. For heavy inverters or combiber box, use mechanical aids such
as forklifts or hoists to prevent injuries.
d. Handle the inverter gently to avoid dropping or striking it against hard surfaces.

7.5 Deliveries & Hauling of Transformers


7.5.1 Logistics Coordination
a. Communicate the schedule and logistics plan with all involved parties, including suppliers,
drivers, and site managers.
b. Create a schedule for each stage of the hauling process, from pickup to delivery.

7.5.2 Loading Procedures


a. Use appropriate lifting equipment such as cranes, hoists, or forklifts that are rated for the
weight of the transformer.
b. Follow safe lifting practices to avoid damaging the transformer. Lift from designated points
as specified by the manufacturer.
c. Secure the transformer onto the transport vehicle using heavy-duty straps, chains, and
braces. Ensure the load is stable and well-balanced to prevent shifting during transit.

7.5.3 Transportation
a. Choose suitable transport vehicles, such as flatbed trucks, lowboys, or specialized trailers,

8 HEALTH AND SAFETY


Hazard analysis with risk assessment shall be carriedouton the project site. Hazards in a
specific activity and the control measures shall be explained to the workers during
safety induction and toolbox meetings.

8.1 Safety Equipment


Minimum Personal Protective Equipment (PPE) required by CHINA ENERGY procedures,
such as, but not limited to, hard hat, safety shoes/ boots, vest, and face mask, will be
issued to all workers involved in the activity along with other required PPEs.

also be issued to workers to ensure greater visibility, especially when working at night.
Other special PPE may be prescribed as per risk assessment.

8.2 Health and Safety General Requirements

b. Consider safe workload limits in equipment and operating
parameters when using a unit to lift and unload materials.
c. A Work Permit (PTW) must be secured before the start of any activity.

8.3 Permit to Work System


For a number of work activities, a Permit to Work system may be used. The Permit to
Work system is based on a written procedure, including suitable form(s) used to control
potentially dangerous operations by authorizing personnel to carry out specific
activities within a certain time frame, and at the same time identifying the main
precautions needed to complete the task safely.

Activities that will require a Permit to Work include, but are not limited to:
a. Excavations/trenching (more than 300mm in depth, with additional
controls were working in the vicinity of services)
b. Hot works (welding, grinding, cutting, or danger of an ignition source)
c. Electrical works
d. Heavy Lift/Vehicles (heavy vehicle transport, off road, non-4x4 access)

8.4 Health and Welfare Arrangement


a. A first aider should be available at the worksite to provide first aid just in
case a minor injury occurs.

c. Referral to the nearest partner hospital for work-related medical emergencies.
d. Resting area and mess hall area will be designated.
e. An adequate supply of potable water will be made available for workers.

8.5 Fire Precautions

8.6 HSE Information to Personnel


a. All workers involved in the activity must undergo the proper
safety orientation on how to conduct the activity safely before
starting work.
b. Based on this method statement, a Job Hazard Analysis (JHA) shall be
prepared for the activity and discussed with workers for understanding
and compliance.
c. A toolbox talk shall be conducted by the Supervisor before the start of
each work shift with the assistance of the site Safety personnel.

8.7 Job Hazard Analysis (JHA)


This section formulates the control of hazards in the workplace and shall be done
before the start of any activity on site. This is normally prepared by the supervisor and
disseminated to his workers afterwards in order to be aware of the hazards presence or
exist at the workplace. To mitigate or remove hazards in the workplace, Elimination,
Reduction, Isolation and Personal Protective Equipment must be used as alleviation.

9 EMERGENCY RESPONSE PROCEDURE

9.1 Purpose
To be able to inform the employee on what to do in case of emergency. This Procedure
applies to CEEC personnel and all the contractors working within the Project in
preparation and in responding in case of emergency

9.2 Responsibility
Managers and Supervisors-shall be responsible for dissemination and implementation
of this Procedure to all employees working in the Project and see to it that it shall be
reviewed regularly to check applicability and revise if necessary.

HSE Officer - Shall be responsible in facilitating and scheduling emergency drills.

Security Personnel - Assists the emergency response team during emergency rescue,
cordoned off the area and controls the crowd. They shall be responsible for the Starting
or assisting in the evacuation of the site; check using that the site is empty and
everyone has left.

9.4 Emergency Response Team


An emergency response team to handle emergencies relating to traffic
accidents, fire, medical emergencies, and other emergencies based on
identification shall be organized to cover the work site. Members of the
emergency response team shall undergo standard First Aid Training from the
Philippine Red Cross or in any accredited training center. The Emergency
response team shall facilitate emergency drills once semi-annually headed by
HSE officers.
